[From the Editor: Zhang, the director
of the Keyuan Road Police Substation of Lixia District in Jinan City, Shandong
Province, together with
policeman Liang Jian, brutally tortured several Falun Dafa practitioners with electric
rods. Those practitioners were beaten until dark bruises were all over their bodies and
their faces were covered with blood. This severely violates the law and human rights.
Following are several true accounts of some practitioners. (The phone number of the Keyuan

1.ááááá A, female, retired.á Policeman Liang Jian at the Keyuan Road Police
Substation asked her where she got her Dafa material, but she wouldnt say anything.
Liang used the electric rod to electrify her, starting with her head. After she fell down,
she was continually electrified in the face and mouth for a long time, which caused a
burning smell. In between, she was interrogated, verbally abused with profanity and was
slapped
in the face. Liang then
electrified her near her heart. This lasted for over an hour while the practitioner
squatted on her heels. Liang said that, if she died from the beating, it would be
reported as a suicide.
ááááá Later, A was further interrogated and electrified. Wherever
she was electrified, it would become scorched and caused a burning smell. There was no
skin on her body that was not electrified.á
2.ááááá B, male, retired, a Falun Gong
practitioner. Upon
being brought to the police substation, he was electrified by Liang Jian without being
asked any questions. B said that they could
talk over related issues and asked to stop the cruel torture. Liang said he would not
listen to any words that day; he just wanted to torment B,
torture him to death and bury him under the tree. Liang said that even if B were
tortured to death, it would be reported simply as a suicide. Thus, B was electrified three
or four times over the entire body. Later, B was detained in the police
substation for 9 days.
3.ááááá C, a practitioner, almost 60 years old. C told the "political instructor" of the police substation that,
"if we have violated any laws, you can punish us according to the law; you cannot
torture us arbitrarily like this". Because of saying this, C was beaten by Liang Jian
and Zhang
(the director). Later,
Liang threatened C by saying that he could even kill C. C was detained in the police
substation for a few days.
4.ááááá D, a male practitioner. When he was
brought to the Keyuan Road police substation, Zhang and Liang were already there with
their fully charged high voltage electric rods. After being knocked down to the ground, D
was severely beaten by several people. Director Zhang said that the top leader in China,
had said that Falun Gong practitioners could be dealt with in any way. Even if someone
were tortured to death, they would be buried and reported as a suicide. Then, Liang
electrified D with the electric rod. D felt pains all over his body that were intolerable.
If D cried out because of the severe
pain, Liang would electrify him in the mouth. The left leg of D was electrified to the
point of being lame, and the pain lasted over one month.
5.ááááá E, a female practitioner. When she went
to Beijing and did the exercises there, she was caught and brought back to the Keyuan Road
Police Substation. Director Zhang electrified her three times. After the first time, she
was asked to choose what to
follow between the
government authority and
Falun Gong. E said she chose both. Director Zhang said that E wore "two pairs of
pants" and electrified her again. E was then asked again, but she ignored it, and was
electrified for the third time. Then, she was asked if she was clear on that issue, she
loudly said "yes". The major areas that were electrified included her head,
mouth, breasts and legs. She was later released after her family paid 5,000 Yuan [about $600, 10 month
average wage].
6.ááááá F, a female practitioner. When she went
to Beijing to appeal, the Keyuan Road police substation brought her back. She was first
detained in Zhangzhuang detention center for 14 days,
and was then transferred to the Keyuan Police Substation. Three days later, she was
handcuffed. Two policemen escorted her to her home and wanted to search there thoroughly.
F did not agree, saying that Dafa is the most important thing to her (and she would
protect it with her life); and if they still wanted to search, she would rather be knocked
onto the wall to die. After sending her back to the police substation, policemen searched
her home thoroughly and confiscated everything about Dafa: books, cassettes and a portrait
of Mr. Li Hongzhi. On that evening, she was brought to a room on the second floor by two
policemen (names were unavailable). Zhang was sitting
there drunk. F was abused
verbally with profanity. After one of her arms was brought back over the shoulder, she was
handcuffed in the back. Then, she was electrified on her head, face, ears, breasts, heart
area, hands, legs and feet. She was even obscenely electrified between the buttocks and
abused verbally with profanity. She fell down
to the floor when she was
electrified on the head. Zhang said he was entertained by continuously torturing F. She
was electrified over the entire body three times for a total of about two hours, and
interrogated in between.
Throughout the whole process, the two
policemen who brought her onto the second floor were also there. One stood by the door and
one sat by Zhang. They also abused her verbally with profanity. The next day, F was sent
to Liuchangshan detention center and then
detained there
for one month. Then, she
was continually detained at her working place. Without any better way to get freedom, she
went on a hunger strike. She was released after two-day
hunger strike and fined
for 5,000 Yuan.
7.ááááá G, a male practitioner. Because he
distributed an article [written by Mr. Li Hongzhi] to others, he was brought to the
police substation and electrified by Zhang and Liang Jian. G was electrified for half an
hour and verbally abused with profanity. Then, he was electrified again. Zhang said, the
Chairman of the country said that Falun Gong practitioners can be dealt with in any way,
and it would be reported as a suicide if someone were tortured to death. G was repeatedly electrified after the electric rod
was recharged. Two other practitioners were also brought in and electrified at that time. While
they were reeling on the floor because of the pain, some policeman stepped on them to
force them to stay still.
8.ááááá H, female, retired. Her retirement
pension was stopped because of practicing Dafa. In late December of 1999, she was sent to
a mental hospital and forced to take pills for mental patients. Although no illness of any kind was
found after a thorough examination, she was still kept there even during the Spring Festival [Chinese
New Year]. After three and
a half months, one of her family members was sent to the hospital because of recurring
high blood pressure and semi-paralysis. H was then released.
Many practitioners were sent to mental
hospitals and tortured there although they were totally healthy. Some of them incurred
mental disorders because of this. Some policemen threatened to send them
to mental hospitals and torture them until they became mentally abnormal. According to
some people working in the hospital, there were
over 20 practitioners in the mental hospital where H stayed, more than half of them were female.
