Two practitioners from Beijing and Hong Kong filed a Complaint in August with the Supreme Procuratorate of China against Jiang Zemin, the President, Zeng Qinghong, Minister of the Ministry of Human Resources and Personnel, and Luo Gan, Secretary of Political and Legal Committee of the State Council for their crimes of persecuting Falun Gong practitioners.
