Due to the persecution, Mr. Lei Bifu had been forced to flee home seven years prior. On December 12, 2008, the police found him in a market. They shot him with a tranquilizer gun and beat him with electric baton before the arrest.

Ms. Luo Zhijian of Tangshan City, Hebei Province, was sentenced to three years at the beginning of December 2008 on the basis of forged evidence.
