Mr. Liu Xiwen was born in 1943. He was a retired teacher at Zhenxing Elementary School in Suihua City, Heilongjiang Province. Since the persecution began, Liu was continuously harassed and mistreated by lawless officials from Beilin District Education Bureau and Zhenxing Elementary School. After he went to appeal in Beijing in December 2000, the persecution he endured escalated. Suffering severe injury to body and mind, Liu finally passed away on May 20, 2002. Before this, he had been exiled for fourteen months and eighteen months of his salary was confiscated.

Although it has been three years since the death of Liu Xiwen, the Suihua City Beiyin District Education Bureau has still not given the confiscated salary back to his family, despite two requests.

Not long after Liu's death, Liu's youngest daughter went to see Zhenxing Elementary School authorities to ask for the return of her father's salary. The school authorities replied that the education bureau had decided with the Communist Party Committee that they would not return the money. In 2004, Liu's wife and his eldest daughter went to see the head of the Beilin District Education Bureau, Mr. Yang Zhenbo. They clarified the facts to Yang and requested the return of Liu's salary. When they mentioned the facts about the persecution, Yang continuously denied that the Liu's death had anything to do with him. Yang used various excuses to not return the confiscated money. He yelled, "Go ahead and report me to my superiors if you dare. The more you complain, the more productive I will appear in persecuting Falun Gong practitioners."

Finally, according to Liu's family's demands, Yang wrote a statement admitting that Liu's salary was confiscated because he was a Falun Gong practitioner.

Liu's youngest daughter worked in the same education system as Liu. While her father was being persecuted, she was also targeted. This persecution continued after Liu's death. While she has been a director at Xinhua Elementary School of Suihua City for more than twelve years, and had a distinguished work record and academic achievements, the head of the education bureau, Yang Zhenbo and the secretary of the bureau, Mr. Yu Hongchen, withheld her promotion and harassed her. Yu asked her, "Do you know why you are not promoted? It's because your father practices Falun Gong and you have not done a good job in educating him to give up the practice."

Yang Zhenbo, Yu Hongchen, the current Xinhua Elementary School Principal Zhang Lingzhi, vice-principal Yang Yanbo, Xiao Chunyu, Zhang Yanming, Liu Li, Li Ming, Xiao Shuhua and others tried to pressure her out of the school system. They also spread the evil Communist Party's manipulative tactics to the other teachers and created an atmosphere of terror in the school. No teacher in the whole school dared to speak for justice.

At the end of this year's summer holiday, Yang Zhenbo and Zhang Lingzhi rehired Liu's daughter to work as a teacher at another school.

The police from the Zhengyang Police Station and the Hubin Police Station of the Longsha Police Branch in Qiqihar arrested nearly 100 local Falun Gong practitioners in March 2005.

At the beginning of March 2005, two female Falun Gong practitioners were distributing truth-clarification materials at the Dafuyuan Business Plaza. The surveillance camera caught them. The police from the Zhengyang Police Station followed them and then started large-scale arrests. In the middle of the night on March 4, the police arrested Mr. Liu and his wife Ms. Yan Liju, a Falun Gong practitioner, at their home. After 5:00 A.M. on March 5, the police arrested Mr. Ma Wensheng, his wife Ms. Wang Guizhi, and their son. They are both Falun Gong practitioners. Their son was imprisoned for 15 days.

The police at the Zhengyang Police Station subjected every arrested Falun Gong practitioner to strappado and many other forms of torture. [Note: The strappado is a form of torture in which a victim is suspended in the air by means of a rope attached to his hands which are tied behind his back.]

Those Falun Gong practitioners who suffered the torture of strappado lost the ability to look after themselves. Mr. Dong Wenqiang's head was injured from being beaten. The beating broke Mr. Ma Wensheng's legs. Xu Jingwen was arrested and taken to Longsha Police Branch's criminal investigation team, where he was subjected to five days of torture. Finally, they used the torture of strappado for one day and one night until both his shoulders were dislocated and he passed out. To this day, Xu Jingwen is still unable to use his arms and has to rely on other people's care. Because of such a large-scale arrest, the local detention center could not accommodate all the arrested practitioners. Ms. Yan Liju and some other practitioners were taken to Fulaerji Detention Center.

During this police action, the police helped themselves to all the computers and computer-related equipment in the arrested Falun Gong practitioners' homes. One practitioner's son is the only computer user in the household and is not a practitioner, but the police confiscated the computer anyway. In addition, the police confiscated two practitioners' copiers and stole 2,000 yuan from them.

At around 9:00 A.M. on March 6, 2005, the police from the Zhengyang Police Station brought a locksmith to the home of a Falun Gong practitioner and pried the door open without a search warrant. This practitioner's husband is not a Falun Gong practitioner. He tried to reason with the police, but the police refused to listen and even arrested him. They kept him in the police station until after 2:00 P.M. that day.

The Head of the Zhengyang Police Station took his post in the beginning of 2005. He has been very active in persecuting Falun Gong practitioners because he wanted to get a promotion. He is very cruel and vicious towards Falun Gong practitioners. At the time, the police had arrested so many Falun Gong practitioners that they were exhausted from torturing them. The Head of Qiqihar City's Public Security Bureau and the Head of Longsha Police Branch even brought watermelons, oranges and premium cigarettes to reward the policemen.

Qiqihar City's Public Security Bureau told the criminal investigation team of the Longshan Police Branch to be responsible for persecuting Falun Gong practitioners. The team's building is nicknamed the Demon's Building. They have many types of torture devices to carry out things like strappado, tiger bench, water dungeon, electric shocking and suffocation.

Ms. Lian Jinhua, 40, is a resident of Chaluhe Town, Yongji County, Jilin Province. On July 13, 2005, members of the police station broke into her home and took her to the local government office. Ms. Lian was frequently harassed, fined and detained because of her belief in Falun Gong and for clarifying the truth about the persecution to the local people.

Lian started to learn Falun Gong in 1998. Before becoming a practitioner, there were a lot of conflicts between her and her family. Through studying the Falun Gong principles, her family life became more harmonious and her health greatly improved. She had several diseases cured without ever going to a hospital. In her business, she was always considerate of the customers and received quite a lot of praise.

After the persecution began, Ms. Lian went to Beijing to appeal for Falun Gong and was arrested on Tiananmen Square on December 24, 1999. A policewoman searched and robbed her of 400 yuan. She was sent back to the local detention center and imprisoned for 15 days. During her detention a local policeman named Guo Laigang forced his way into her home and ordered her family members to write confessions. Yuan Yuepeng, Cong Diansheng, the local police officers, then extorted 180 yuan from her husband.

Ms. Lian went to Beijing a second time to appeal on December 19, 2000 and was illegally arrested. She refused to reveal her identity and Ms. Lian was put into the Dacheng detention center in Hebei. After she initiated a hunger strike to protest her detainment, the wardens held her down on a bed and force-fed her. They came very close to suffocating her to death. On the 15^th day of her detention, she was sent to the criminal police team, where she was bound to a bench and tortured by the interrogators. Lian refused to answer their questions and the police captain slapped her in the face several times.

On January 30, 2001, the Chaluhe County government sent 7-8 policemen to her home and tricked her into going to the police station under the guise of "having a conversation" with them. The police ordered her family to pay 2,000 yuan. Her family refused and the local police sent her to the detention center. At the time, only her 13-year-old child and 70-year-old mother-in-law were at home

On October 1, 2001, two police officers Liu Jie and Bai Dongliang of the Chaluhe police station rushed into her home and asked if she would continue practicing Falun Gong. Ms. Lian answered, "Yes!" They immediately arrested her. Officer Liu kicked her against the wall and let the others carry her into the police vehicle. Ms. Lian was sent to a brainwashing center. She was detained there for 11 days and forced to pay 110 yuan.

In the summer of 2001, Liu Jie and Bai Dongliang again came to harass her and ordered her to give them her fingerprints. Ms. Lian said: "I didn't commit any crime. Why should I let you take my finger prints?" Then they forced her by pressing hard on her arm, making the skin black and blue.

On September 23, 2002, several local policemen arrested her, taking her to the police station. Policeman Zhu Changyan beat her. This time she was sent to the brainwashing center for 16 days and had 300 yuan extorted from her for the cost of meals.

On April 23, 2003, over 10 local policemen scaled a wall to enter her home and searched everywhere until midnight.

On July 13, 2005, at about 3 am, the local government, together with the local police station, sent thugs to her home and arrested her. They took her to the local government office building where she was forced to sign materials slandering Falun Gong. Ms. Lian refused. Her son and mother-in-law went there to ask them to release her. The policemen pushed her son out and threatened to arrest him too. Afterwards they sent her to the county brainwashing center together with another three Falun Gong practitioners. The local government spent 8,000 yuan on persecuting local practitioners

The Liaoning Provincial government gave the Luotai Villa Provincial Brainwashing Center in Fushun City 1.4 million yuan ($171,000). It is used to persecute Falun Gong practitioners. To deceive the public, this brainwashing center is called the "Liaoning Provincial Caring and Loving Center" or the "Fushun Municipal Legal Education Center." It has been expanded in scale several times after the first session was launched in March 2003. Now it holds practitioners not only from Fushun City, but also from Jilin Province, the Daqing Oil Field, Linyuan City, Panjing City, the Liaohe Oil field, Shenyang, Dalian, Jinzhou, etc., for intense persecution.

The brainwashing center has two metal doors and the windows are blocked with stockades. The offices are on the first floor, and the second and third floors are designated for Falun Gong practitioners who are isolated from society and from their families. Only one message is allowed to enter the detainee's brain, "If you are not 'transformed,' you will be punished." The practitioners are forced to watch the videotape that slanders Falun Gong every day. Every practitioner is isolated in a room and always accompanied by "personal monitors." All of the activities of Falun Gong practitioners, such as eating, sleeping and even using the restroom, are under surveillance. The detained practitioner has to endure not only great spiritual pressure, but also the economic burdens, as they are forced to hand in 3000-3500 yuan of "learning & living fee and Medicare fee".

The brainwashing center claims to be "caring and loving," but actually it is filled with lies and torture. Yin Baowen, an employee of the Liaohe Oil Field, was beaten to the point of losing control of his bowel movements or incontinence on the first day in the brainwashing center. Afterwards, in order to have a shower, several fellow detainees were needed to hold him up. At the end of this April, one practitioner was tortured to the verge of death, while another practitioner was tortured to death (name unknown). The brainwashing center not only persecutes Falun Gong practitioners but also hurts the public by spending countless taxpayer funds.

All Falun Gong practitioners sent to Xinkaipu Labor Camp in Hunan Province are forced to take off all their clothes and are searched as soon as they arrive. They are then immediately isolated. Three drug addicts are selected by the guards to closely monitor the practitioners. They don't step away from the practitioner even for a second, and start a systematic persecution.

These monitors tell lies and ridiculous theories to Falun Gong practitioners in an attempt to convince them and convert them. They couple threats with promises to force Falun Gong practitioners to write the so-called three statements and "one script" (i.e., Guarantee Statement, Repentance Statement, Exposure and Criticism Statement, and an exposure and criticism speech script). If the practitioner refuses to comply, he is beaten and kicked, deprived of sleep, and forced to stand for a long time.

If the practitioner goes on a hunger strike to resist the persecution, guards He Jun, Dou Xianglin and Liu Pingliang order the monitors to tie the practitioner to the operation table in the clinic. Dr. Yu in the labor camp then pries open his mouth with an expander. He turns the screw rods to hold the jaws open. Then he clamps the practitioner's tongue with a surgery grip. He inserts a bamboo tube into the mouth, and fills it with fluid, such as gruel or soup mixed with the rhizome of Chinese goldthread, an herb that tastes extremely bitter, salt or chili powder. After the forced-feeding, the guards order the monitors to slightly loosen the expander, move it a little bit to hold the front teeth, then they twist the screw rod to expand it so as to open the practitioner's mouth to its limit. When the Falun Gong practitioner can barely tolerate the pain, they force him to write the "three statements." Falun Gong practitioner Zhang Xianzhao's jaw was dislocated by this torture.

The guards frequently used high-voltage electric batons to shock the sensitive spots of Falun Gong practitioners who refused to compromise, or confine them in a solitary compartment. The Seventh and the Tenth Groups in the labor camp specialize in torturing Falun Gong practitioners. Political instructors Li and Xiong in the Tenth Group shocked me with electric batons many times because I practiced the exercises and shouted "Falun Dafa is Good." They also tortured me with the "strait jacket." [1] They crossed and tied my hands and arms behind my back with handcuffs.

The guards ordered the monitors to hang up practitioner Zhang Xinjiang with his hands tied behind his back with a rope. They also tortured practitioner Yu Shaoqi until his ears were festering with sores. They shocked practitioner Xu Zuoyou on his legs with electric batons until he couldn't walk.

Now the guards in the Seventh Griyo organize the monitors to watch DVDs such as the staged "self-immolation" incident [2] to brainwash and poison them, and to stir up their hatred against Falun Gong and Falun Gong practitioners. They sing the Chinese Communist Party's evil songs.

The above is just the tip of the iceberg that I have personally witnessed. There is much more that I haven't witnessed.

1. [Liaoning Province] Mr. Hu Zhehui Sent Back to the Panjin Detention Center

On October 8, 2005, Mr. Hu Zhehui was sent to Shenyang Women's Jail (Note: Sometimes males are held there, too). He did not pass the physical examination as he had heart problems and high-blood pressure. Therefore, the jail refused to take him and he was sent back to the Panjin Detention Center. He is now on a hunger strike to protest the persecution. Since August 3 when he was arrested, he has not had water or rice. Because of his hunger strike, the guards force-fed him.

2. [Jilin Province] Mr. Li Zhiyong Forced to Become Homeless

Mr. Li Zhiyong developed nephritis after being tortured at the Jilin Jail. Upon the strong request of his family and the support of practitioners around the world, he was bailed out for medical treatment on October 13, 2004.

On September 22, 2005, four people including Zhang Heng and Wang Lianfa from the Criminal Punishment Section of Jilin Jail broke into Mr. Li's home. They wanted to take Mr. Li away, but they failed. On September 27, Zhang Heng and Wang Lianfa returned to Mr. Li's home to ask for him. They also demanded that Mr. Li's father go to the police substation immediately. Mr. Li Zhiyong has been forced to leave home and go from place to place to avoid recapture and continued persecution.

3. [Qingdao City, Shandong Province] More Information about Ms. Cao Jinbo's Arrest

Ms. Cao Jinbo is over 50 years old. In the evening on September 23, 2005, she went out to distribute truth-clarifying materials. Someone reported her to the Chengyang District City Administration Department, who then arrested her. On September 24, her family accompanied her to the Haici'an Hospital for a medical check-up, after which Ms. Cao was sent to the Dashan No.3 Detention Center in Qingdao City.

Her family was forced to send her clothes and pay two hundred Yuan for the bedding. After that, the detention center refused to allow them to visit her.

On September 23, 2005, the 610 Office arrested four practitioners including Mr. Ge Zhenmin and Tang Jinye. They are being held at the Saqu Detention Center.

5. [Nanyang City, Henan Province] Practitioners Including Mr. Ma Gan Arrested

The Oil Field Security Sub-bureau of the Nanyang City Public Security Bureau arrested their employee, Mr. Ma Gan,in Henan Province this year. They deceived his family by detaining him at the Oil Field. The next day, Mr. Ma Gan was sent to Nanyang No. 1 Detention Center (Shangzhuang Detention Center). Within a few days, they sentenced him and took him to Xuchang (Henan Province No. 3 Labor Camp), where they continued to torture him.

In August, the Oil Field Public Security Bureau again broke into Ms. Liang Yunying and Mr. Ma Zhigang's home and arrested both the mother and son. They ransacked their home and confiscated a computer. Later they had the Nanyang 610 Office ask the family for ten thousand Yuan. After Mr. Ma had been jailed for over a month, they extorted eight thousand Yuan from him and then released him. However Ms. Liang Yunying is still being jailed at the Nanyang City No. 1 Detention Center (Shangzhuang Detention Center) and continues to be tortured there.

6. [Jinzhong District, Shanxi Province] Mr. Wang Shuangchun and Ms. Ma Meiju Sentenced to a Forced Labor Camp

In March of this year, the 610 Office arrested Mr. Wang Shuangchun from Yuci, Jinzhong District, Shanxi Province and sentenced him to two years in a forced labor camp.

The 610 Office arrested Ms. Ma Meiju from Yuci on May 21, 2005, and sentenced her to one and a half years in a labor camp.

Currently both are being held at the Taiyuan City Xindian Labor Camp.

7. [Chongqing City] Seven Practitioners Including Mr. Huang Zhen Arrested

At 5:30 p.m. on October 6, 2005, dozens of policemen from the National Security Team surrounded a farmer's home in Pingdingshan Garden. They arrested Mr. Huang Zhen, Ms. Li Zhonglan, Lao Yu, Sister Li, Lao Tang, Sister Wang and Lao Zhou.

8. [Lingyuan City, Liaoning Province] A Seventy-year-old Practitioner Arrested

Ms. Gao Xiuxian, a resident from Er'shiwulibao of Lingyuan City, Liaoning Province is 70 years old. She was reported when she went to clarify the truth at Shaoguozhangzi at Wangzhangzi Village of Lingyuan Dawang. The Dawangzhangzhi Police Substation arrested her and sent her to the Lingyuan City No. 2 Detention Center.

The 610 Office and the Neighborhood Committee arrested Mr. Xia Yang from the Qingshan District, Wuhan City, Hubei Province. They were waiting for him in the building when he went home at 4:00 p.m. on October 10, 2005. The searched Mr. Xia's home.

Currently Mr. Xia is being held in the Brainwashing Center at Gongren Village of the Qingshan District where she is being tortured.

10. [Guangdong Province] Ms. Huang Yinglian from Dianbai County Arrested

Ms. Huang Yinglian, about 37 years old, is a teacher at the Daya Middle School in Dianbai County, Guangdong Province. On October 7, 2005, the Dianbai 610 Office and the National Security Team arrested her because she practices Falun Gong.

11. [Sanmao City, Guangdong Province] Seven Practitioners Arrested; Ms. Yu Qian Taken to a Forced Labor Camp

At the end of September 2005, the police from the Sanmao Railway Public Security Bureau, Guangdong Province arrested seven practitioners at the Sanshui Railway Residential Area. Among them, six have already been released. However Ms. Yu Qian was sentenced and taken to a forced labor camp.

Facts of the Persecution

1. Atrocities Inside Shijiazhuang City Forced Labor Camp

Falun Gong practitioners were brutally beaten and forced to attend brainwashing sessions in Shijiazhuang Forced Labor Camp, Hebei Province. Various methods were used to persecute practitioners mentally and physically. Zhang Xinguo, the camp policeman, said, "This is the den of evil, and death will be treated as suicide. A one in a thousand death rate is normal."

2. Atrocities in Changle Forced Labor Camp

There are approximately twenty Falun Gong practitioners illegally detained in Changle Forced Labor Camp in Shandong Province. Practitioners are forced to perform long hours of heavy labor, and are provided with spoiled vegetables to eat. The camp guards often find different ways to persecute practitioners. 4. Police Persecute Practitioner Ms. Tang Mingki in Hechuan City (part of Chongqing City)

Tang Mingbi, female, in her fifties, resides in Hechuan City (belongs to Chongqing City). After the persecution started, she was steadfast in her practice and was harassed many times. She had to pay fines, was sent to a brainwashing center, and detained in a forced labor camp. In 2005, her story of being persecuted by the Security Bureau was published. The police officers found an excuse and took her again to the Hechuan Brainwashing Center, and she is being detained.
