Mr. Li Baifan, a Falun Gong Practitioner from Shanghai, was around 40 years old, and a lecturer at the East China Normal University. He died as a result of the persecution on April 14, 2001. In mid September 2000, Li Baifan was illegally detained in the 1st Labor Camp of Shanghai located in Sichahe, Dafeng County, Jiangsu Province. He was assigned to the 1st Squadron of the 2nd Group of the camp which was the "strict management" unit for all the newly arrived Falun Gong practitioners. Li Baifan was sent by squadron leader Hong Congrong into a group which was led by a cruel person named Wan Shaobing.
Wan Shaobing is from Jiangxi Province. No one, including the squadron leader, dared to provoke him because he was so vicious. A few days after Li Baifan got there, he suffered a mental collapse, and only looked around with a blank stare.
Two weeks later, under such tremendous mental pressure, Li Baifan was forced to write some materials that defamed Falun Gong and then was transferred to the "general management" team. Wan Shaobing was rewarded with one month early release because of his "achievement."
In the "regular management" squadron, Hong Congrong continued to persecute Li Baifan, and forced him to write articles about why he "transformed." He was also forced to persuade other wavering practitioners to follow suit. Some of the steadfast practitioners wanted to talk with Li Baifan individually, but Hong Congrong would not allow it.
Deep in his heart, Li Baifan still believed in Falun Gong. It was very painful for him to have to persuade others of something he himself didn't believe in, but he was trapped in the persecution. In the end, when he refused to attend another "transformation" session, he was tortured to death.
The vicious doings of Hong Congrong have been exposed many times, but Wan Shaobing's bad deeds were seldom exposed.
In the First Labor Camp, there was another vicious policeman named
Xia
who is a member of the CCP (Chinese Communist Party). Hong Congrong
usually assigned him to persecute steadfast Falun Gong practitioners,
including
Ji Ping, Deng Guoping, Xiang Donghui, and Zhang Chongming. Xia's
wrongdoings were seldom exposed because he left his post in April 2001.
He directed the group leader of inmates to employ persecution methods
including forcing practitioners to run for a long time until they are
exhausted, forcing them to sit straight up on the legs of an
upside-down bench without moving at all, force-feeding practitioners
who were on hunger strikes with water and hot chili pepper, and forcing
the practitioners to hop around like frogs until exhausted. He also
forced practitioners to press their heads against the sharp edge of the
wall until there was a deep dent on the top of their heads.
Inmates that followed these orders, and were actively involved in abusing practitioners were rewarded with an early release. One particular inmate named Huang Longyin from Sichuan Province was released one month early because of his efforts in persecuting Falun Gong.
Guangyang Town is located in the Nanan District of Chongqing City, about 20 kilometers away from the downtown area. One can take a boat at the Chaotianmen Docks to get there by heading east along the Yangtze River. The Chongqing Shipyard, a large-scale state-owned enterprise, is situated in Guangyang Town. Since July 22, 1999, Wu Guochang (director of the police station in Guangyang Town, Nanan District, Chongqing City), Liu Rong (officer from the 610 Office in Guangyang Town, Nanan District, Chongqing City) and Li Weixiu ( party section chief of the State-Owned Chongqing Shipyard in Guangyang County, Nanan District, Chongqing City) as the leaders, with the cooperation of Li Defen (Director of the local community) and Luo Bin (deputy director of the security department of the shipyard), are continuously and viciously persecuting steadfast Falun Gong practitioners. In order to strengthen their control and surveillance of practitioners, they have paid unemployed people in the village and the factory compound to follow Falun Gong practitioners and make trouble for them. Personnel are stationed at every street intersection and boat dock of Mingyuetuo Area, Guangyang Town.
On the so-called sensitive dates, when Falun Gong posters and banners often appear in the area, the police will break into Falun Gong practitioners’ homes and thoroughly search them day or night. They sometimes even break the practitioners door into pieces. They often order practitioners to go to the police station and interrogate them. They forbid practitioners from visiting each other. They make phone calls to practitioners to harass them at all hours. On one occasion a practitioner went out to buy oil and they happened to see him. They insisted on checking the container to see if there was anything hidden inside.
The state-run shipyard has gone bankrupt. Some practitioners have left the factory and gone to other places to work. Some have gone to live with their children. However, the perpetrators still don't leave them alone. They send staff to various local police stations and collude with them to continue to persecute practitioners. As for practitioners that they can't find, they send out people to look for clues of their whereabouts. They even put "Wanted" notices on the Internet.
The purpose of the police monitoring Falun Gong practitioners is to prevent them from clarifying the truth and saving peoples. Once they find out that practitioners are doing truth clarification they persecute them, sending them to the brainwashing classes, detention centers, forced labor camps and to be sentenced. For example, in Mingyuetuo area alone, three practitioners were sentenced to one and three years, respectively, to forced labor camp, seven were detained and four were sent to brainwashing classes. Some practitioners have been detained more than twice. Details of the persecution of some Falun Gong practitioners are as follows:
Falun Gong practitioner Yao Lihua went to Beijing to clarify the truth at the Appeals Office. She was detained for one month. She was sentenced to one year of forced labor for not writing a guarantee statement. After one year in the forced labor camp, because she still refused to write a guarantee statement, they extended her sentence another three months. During her imprisonment in the forced labor camp, they used various methods to torture her. They coerced her daughter into kneeling down and begging her to write a guarantee statement. They instigated her husband to threaten to divorce her. Yao Lihua still refused to write a guarantee statement. Her husband divorced her.
In October, 2003, Wu Guochang and others went to the home of Yao Lihua’s daughter in Shenpengbei District, forcibly arrested Yao Lihua and took her directly to brainwashing class. All people in the brainwashing class were forced to take unknown drugs and have unknown drug injections. She was brainwashed for three months and the perpetrators extorted 10,000 yuan from her employer's factory. Furthermore, they mobilized people to go to her daughter’s house to put pressure on the family. They colluded with the local police and went to her daughter’s home or made phone calls to harass her.
In 2002, policeman Wu Guochang and others broke into Falun Gong practitioner Duan Fanghe’s home and illegally searched the house. They found Falun Gong materials and detained Duan Fanghe for two weeks. In July 2005, Duan Fanghe was followed and arrested when he was distributing the Nine Commentaries and was illegally sentenced to one year in forced labor camp. After one year of persecution in the forced labor camp, he went from being a healthy person to a person who couldn’t see or hear. He was hospitalized until he went back to the factory in July 2006.
In late 2003, Falun Gong practitioner Gan Changlin was followed and arrested when he was on the way to distribute truth clarifying materials. He was taken to a brainwashing class. The perpetrators extorted 10,000 yuan from the factory. On August 2, 2006, Gan Changlin was arrested again and has been detained ever since.
I am a Falun Gong practitioner in Liaoning Province. I was illegally arrested in August 2001, and placed in a detention center. After a nine-day hunger strike to protest the unjust imprisonment, I was released, but just seventeen days later I was forcibly arrested again on September 28. On September 29, they sent me to Masanjia Forced Labor Camp, and started to torture me four days after I arrived. In 28 months, the perpetrators used over ten different methods to torture me.
1. Both arms are locked to the sides of a metal stool so you cannot move, or stand up. I was forced to sit like this on a very small stool for fifteen days.
2. Both arms are locked to the steam heating unit. With a row of five units, the hands are placed in a hook between the first and second units, and a hook between the fourth and fifth unit. One can neither sit nor stand, and is forced to remain in a bowing position. After some time, the arms turn black and purple. This torture lasted for two months.
3. The back is locked to the steam heating unit, and you is deprived of sleep all night. Guards beat you if you close your eyes or become drowsy. I was tortured this way for two months. My legs became numb, and my wrists were bloody from the tight handcuffs. The scars can still be seen today.
4. Both hands locked behind the back to a steam pipe, and one is forced to sit on a very small stool. The legs may be in a very confined state. After some time, the arms turn blue and purple, the legs feel numb, and very painful. I was locked up this way for several days, after which the stool was removed, and I had to sit on the concrete floor.
5. Both hands and feet are shackled to the corners of a bed, so that you are in the spread eagle position. You cannot move even a bit, not even to use the toilet, and the whole body becomes very agitated. I was locked this way for several days.
6. In Masanjia, there is a triangular room, specially designed to persecute Falun Gong practitioners. Inside there is a long, narrow stool with a low back. One's back is locked to the back of the bench, making it impossible to either stand or lay down. I was locked in this room for over three months.
7. Both arms are locked to the stand hook of the heating pipe in the corridor. This hook is higher than most people, and one must stand on tiptoes to remain stable. It may have been specially designed to persecute Falun Gong practitioners. When the torture continues for some time, it is very hard to endure. I was tortured this way for a week.
8. I was locked to the heating pipe in the coldest corridor, wearing only thin trousers. I was deprived of sleep, and I could only sit on the ice-cold concrete floor, which caused me to lose consciousness. I was tortured this way for ten days.
9. "Back lock." One arm crosses the front of the body, while the other crosses behind the back, and the hands are locked together behind the back. The neck is tied to the feet with rope, making it impossible to raise the head. One's body cannot sustain such a position, and after over forty minutes, I was sweating all over, and my heart could not bear it any longer. I was only unlocked after they realized that I would die if the torture continued.
10. Binding with ropes. The police used rope to tightly bind my crossed legs and arms, then fastened my neck to my lap with a towel, to prevent me from raising my head. For over seven hours you are not allowed to use the toilet. One police also tore up a Falun Gong book, and Master Li's picture, and forced me to sit on them, then tore the book into small strips and stuck them to my face, repeatedly saying, "Just for you, 'Falun Gong practitioners.'" Another guard stomped on my crossed legs, and kicked my head, then lay down comfortably beside me to watch me suffer. After over seven hours, my legs turned black and purple, and I could no longer move. The pain was even worse than the bones being torn apart. As a result of this torture, my whole body lost feeling, and I could not take care of myself. My mother came and attended to me for over one month before I gradually recovered. To this day, my wrist and leg are still affected.

Practitioner Ms. Guo Xiuyan from Hulin County in Heilongjiang Province has been Missing for Several Years
On April 9, 2004, Clearwisdom.net reported news from China that practitioners Ms. Guo Xiuyan and Qu Feng were illegally arrested while they were clarifying the truth in Dongxin Village, Bodong County, Huling City. The Budong local police sent them to Hulin Detention Center on August 18, 2002. Qu Feng was detained for two years in a forced labor camp. Ms. Guo Xiuyan was released for medical treatment. The police continually threatened Ms. Guo, saying that if she refused to sign the repentance statement, she would receive a long prison sentence. Thus, Ms. Guo had to leave home to avoid arrest. She was arrested again in Jixi and detained in the local police station. After this incident, she was not heard from again.
Looking for Dalian City Practitioner Mr. Xiao Bi
Practitioner Mr. Xiao Bi form Dalian City, Liaoning Province, 30 years old, was a friend of Mr. Jiang Yuntian, but after Mr. Jiang was illegally arrested and jailed, Mr. Bi went missing and no one has heard of his whereabouts.
After the authorities' live organ harvest incidents were exposed, all his friends miss him very much.
Looking for Practitioner Ms. Yang Xiaoming from Dalian City in Liaoning Province
Between 1999 and 2003, Ms. Yang Xiaoming from the Lushunkou area in Dalian City, Liaoning Province, went to Beijing many times to appeal for the justice for Falun Gong. As a result she was persecuted seven times. Toward the end of 2003, she became homeless. In 2004, according to the secretary of the Xinkai Community in Lushun City, Ms. Yang was once again arrested by the authorities in Beijing and no one knows her whereabouts.
