Falun Gong practitioner Ms. Li Jianping was illegally jailed in the Shandong Province Prison for Women around the end of last year or the beginning of this year. She has not cooperated with the authorities since day one of her detention. In order to stop her from shouting, "Falun Dafa is good," she was placed in a small cell with a loud speaker meant to drown out her voice. Even so, her voice shouting "Falun Dafa is good" could still be heard over the broadcast.
Guards injected Ms. Li with drugs that interfered with the functioning of her central nervous system and made her very drowsy, but as soon as she awoke from the stupor, "Falun Dafa is good" would blast out of her mouth. Shandong Prison ran out of ways to keep her quiet, other than strictly monitoring her and not allowing her to be in proximity to others. She was also kept in the cruelest place, called the "collective training camp." Details of the types of torture used there are not yet known.
Around July 20, 2006, Shandong Province Prison for Women initiated a new round of mistreatment of practitioners. Those imprisoned, like Yu Shaoqin (in the third monitoring district), Zhou Shuchun, Chen Xiuling, and others in the second monitoring district were seriously tortured by guards and by criminal inmates under guards' orders.
Practitioners and other inmates in Shandong Provincial Women's Prison were forced to work for Jinan and Rongcheng Toy Manufacturers making woolen toys for export. They worked long hours that were beyond their physical endurance.
On December 6, 2006, nine Falun Gong practitioners in Liaoyuan City, including Xiang Lijie and others, were illegally sentenced.
Liaoyuan City police have a special team of three officers to handle criminal cases. Instead of investigating criminal cases, however, they specifically arrest Falun Gong practitioners to make up the number of arrests. Chinese Communist Party policies provide for bonuses and promotions for arrests and sentencing, and there is a certain quota that must be met. Those law enforcement officers who fail to fulfill their quotas get laid off or demoted. This policy encourages police officers to rampantly arrest and inhumanely torture Falun Gong practitioners.
According to internal sources, the police took nine months to track down, monitor, and arrest these practitioners. They then tortured them using various cruel methods. In the hot summer the police detained practitioners in an abandoned oil refinery in Liaoyuan City. They tied the practitioners onto iron stools and focused lights on them to attract mosquitoes and other insects. Afterwards, the practitioners' bodies were horrible to look at. The police also used insidious ways to apply torture in order to leave no evidence on the surface. For example, they slowly pierced practitioners' nails with needles. The police placed a plastic bag over one practitioner's head, leaving only a small hole. They then blew smoke into the hole. They put a metal barrel over another practitioner's head and continuously beat the barrel with an iron baton. In the cold of winter, practitioners wearing only thin clothing were forced to sit on the cold iron stools.
