On February 21, 2007, Falun Gong practitioners Mr. Cao Jiwei and Li Zhenfang, who were already destitute and homeless because of the oppression they suffered at the hands of staff from the Laishui County 610 Office of Hebei Province, were arrested by police and taken to Loucun Township Police Station. The police beat them, searched their belongings, confiscated Falun Gong materials along with personal belongings (worth more than 3,000 yuan) and 5,800 yuan. Wang Jinshi, the vice director of the police station, dragged Mr. Cao by his hair and slapped his face hard, kicked his chest, tied a rope around his neck and stepped hard on his hands. The stones on the ground pressed into Mr. Cao's hand. Witnesses said that Mr. Cao was covered in blood. Wang Jinshi took Mr. Cao's shoes off and ordered him to walk barefoot.

Mr. Cao Jiwei and Li Zhenfang were taken to the Loucun Township Police Station. Wang Jinshi and police tortured them and even shocked them with electric batons. Mr. Cao's body was covered with bruises. His body was injured everywhere and his eyes had black bruises.

Since the beating on February 21, Mr. Cao Jiwei's eye injury has not healed.

Elderly Mother Thrown to the Road Side

Mr. Cao's mother, wife and daughter went to the detention center on February 26 after his mother had heard of the arrest and detention. She asked to see her son. Police denied this request and claimed that police from Loucun Township Police Station had to give permission for the visit. Mr. Cao's mother waited at the detention center while the others went to get permission. Then, police at the detention center told Mr. Cao's mother to leave immediately and threatened her, "If you don't leave, we will bring your son here and torture him in front of you." And then, they dragged her out of the building and threw her to the side of Road 112. It was past 9 p.m. Mr. Cao's wife and sister did not receive permission at Loucun Township Police Station to visit Mr. Cao.

On February 28, Mr. Cao's elderly mother, daughter in law and niece went to the home of Wang Fucai, a 610 officer, and asked that he help get Mr. Cao released. Wang Fucai's wife and son insulted them and threatened to call the police, so they left. When they reached the end of the street, a group of police, led by Wang Fucai and Dai Chunjie, both 610 Officers, stopped the three women and beat them. They were beaten to the ground. Wang and Dai told the police to take Mr. Cao's wife and sister to the police station and continue to beat them. Police pushed them to the ground and inserted stones and cigarette butts in their mouths and then detained them at the detention center.

Laishui County 610's Crimes are too Numerous to Mention

Laishui County 610 Office had pre-planned and organized the arrest of more than 100 Falun Gong practitioners. The police station, detention center, CCP school, target range, township, village offices, and subdistrict offices became "concentration camps" used in the persecution of Laishui County practitioners.

During the past seven years, staff from the 610 Office disregarded existing laws and behaved like criminals in their treatments of practitioners. They confiscated personal property, took them in secret to forced labor camps, sentenced them to serve time in prison, humiliated them publicly, detained them, had them fired from their jobs, tortured and brainwashed them. 

The 610 office confiscated at least 1,700,000 yuan from Falun Gong practitioners. Countless families were destroyed. More than 30 practitioners were taken to forced labor camps and received sentences as long as 15 years. Four practitioners died from the torture and mistreatment: Wu Yanshui, from Dongguan Village, Laishui County; Zhang Xiuxian and father, Wazhai Village, Chengguanzhennan, Laishui; and Jiao Fenglan, Beizhuang Village, Shiting Town, Laishui County.

Mr. Guan Zhenyou, 40, is the chief pharmacologist in the pharmacy of a hospital in Chengde City. In May 2001, he was arrested at the Chengde Train Station by the police. He was sent to Chengde Detention Center and was solitarily interrogated. After being mistreated with all kind of tortures, he was sentenced to 14 years in prison. At present, he is still detained in the Fifth Prison of Changde City. He was tortured in isolation by the Investigation Section.

The guards burned Mr. Guan Zhenyou's nostril with a cigarette butt, thrust a toothbrush with ethanol into his mouth, and cuffed him to a sofa and dragged him back and forth. Kicking and beating are the most common torture methods. He was deprived of sleep for six days. He was hung up and beaten. He was tortured so badly that his legs were swollen and he lost consciousness. Even so, the head of the 610 Office Yang Shuzeng still roared, "In their case, we must torture them even harder!"

Later, Mr. Guan Zhenyou was unlawfully sentenced to 14 years of imprisonment. He was at first detained in the Fourth Prison of Baoding City, Hebei Province.

In February 2004, he was transferred to the Fifth Prison of Chengde City (where Falun Gong practitioner Ms. Ding Yan was cruelly tortured to death).

On March 15, 2007, when guards inspected the prison cells, they found a MP3 recording of Master Li's lecture. His routine visit on March 20 was canceled. According to people familiar with the case, Mr. Guan Zhenyou has been transferred to the Investigation Section for torture during isolation. He was punished and tortured by the collaborators.

On April 17, 2006, Falun Gong practitioners Yang Xiuwen, Li Bo and Chen Liguo from Baishan City in Jilin Province were illegally arrested by police officers Lei Ying, Lu Dehe, and others. Witnesses saw the police ransacking Mr. Yang's home. They also saw blood on the back of Mr. Yang's head and on his back, and noted that his hair was very messy. When he was first taken to the detention center, his face was bruised from being beaten. While he was detained at Baishan City Detention Center, Mr. Yang went on a hunger strike for over 20 days. Police officers Li Yongqiang and Yuping incited criminal inmates to force-feed him, and tied him to a death bed. His right arm was dislocated as a result of the torture, which caused his muscles to atrophy. He became very weak and emaciated. Chen Liguo was forced-fed and tied to a death bed for three days. Li Bo was also tied to a death bed for half a day. Currently, they are still detained at the Baishan City Detention Center.

In November 2006, Yang Xiuwen, Li Bo, and Chen Liguo were sentenced at Badaojiang District Court to nine, five, and five years of imprisonment respectively. The judge who presided over their trials was Yu Changcheng, the jury members were Wang Yonglin and Gao Yuanhao, the secretary was Zhang Dahai, and the Badaojiang District Procuratorate officer was Lan Jian. Before the trial began, the practitioners were not allowed to hire lawyers nor notify their family members. There were over 50 police officers on site to guard the court, and the trial was carried out secretly. There were also people working for the local community as escorts in front of the court to identify if there were any Falun Gong practitioners in the area, out of fear that practitioners would expose their wicked deeds.

Yang Xiuwen, Li Bo, and Chen Liguo were opposed to the verdict, so they appealed to the middle court. In January 2007, the Baishan City Middle Court upheld the original verdict and those who participated in the trial were: Cao Shanbao, deputy jury members Song Yonghui and Lin Mei, and secretary Zhang Chunming. The practitioners were charged because Falun Gong truth-clarification materials and printing equipment were found in their residence. However, the content of the materials was not mentioned. Actually, the content of the materials was information exposing Jiang Zemin's regime for framing and persecuting Falun Gong during the past seven years.

Under the instigation and direction of the assistant to the secretary of the Chinese Communist Party (CCP) Political and Juridical Committee Du Qingyou, who was the person in charge of the 610 Office, officers from the police station, the Procuratorate, and the Juridical and National Security Bureau knowingly violated the law. Over the past few years, 20 practitioners in the city died due to the persecution, over 20 practitioners have been sentenced, and nearly 200 have been sent to forced labor camps for detention. The fine imposed on them and assets confiscated from them over the past years have amounted to over millions of yuan. Thousands of families have had their homes ransacked and been harassed by police officers, and their family members have been taken away, which resulted in the breaking up of families. Many elderly people were frightened to death; several children have lost their parents and have been mentally traumatized.

Liaoning Province Women’s Prison has again committed monstrous crimes. Previously, Falun Gong practitioners Han Xuejun, Lou Yan, and Liu Yianjun were disabled as a result of torture, and Liu Liyun, Li Lin, Zhang Juxian and others were tortured to death in 2004.

Ms. Yang Chunlin was severely tortured at Liaoyang Detention Center. She was then sent to the elderly and disabled group in Liaoning Province Women’s Prison on December 13, 2006.

On the evening of her first day in jail, guard Zuo Cong ordered prisoners Zhao Yan (since released), Zhang Ning, and others to beat and humiliate Yang Chunlin. They forced her to do things that were intended to insult Falun Gong. Yang Chunlin refused to obey their commands. So they twisted her arm until it was broken and disabled one of her legs with brutal beating. Yang Chunlin shouted, “Falun Dafa is good!” so they sealed her mouth with tape. They persecuted her in all kinds of inhumane ways. They taunted her, did not give her meals, and did not allow her to sleep or use the restroom.

On the second day Yang Chunlin was sent to Shenyang City 739th Hospital. The hospital asked for 8,000 “yuan” for the surgery to reset the broken bones. Zuo Cong then called Yang Chunlin’s home to demand that her family pay the hospital fee. When she was arrested, her husband and mother-in-law also were “illegally arrested” and imprisoned. Her mother-in-law was sent to the 9th Ward in Liaoning Province Women’s Prison. Her husband was sent to Linyuan Prison. So her family's financial situation was very tight and they could not afford the hospital fee.

Guard Zuo Cong was extremely angry and took Yang Chunlin back to the jail right away. They viciously said, “If you do not pay the money, you can forget about getting treatment.” From December 2006 until the present, Yang Chunlin has been suffering persecution.

Falun Gong practitioner Li Fengmei’s arm was broken and legs disabled

On January 2, 2007, Falun Gong practitioner Ms. Li Fengmei from Xiongyue County was detained at the 10th Ward of Liaoning Province Women’s Prison. Guards Yu Chengsui and Chen Haixin ordered Chen Fengyun and others to torture Li Fengmei. They took her to the storage room in the monitoring building and brutally beat her. Ms. Li Fengmei’s arm was twisted and broken and her legs were disabled.

Guard Chen Haixin cuffed Li Fengmei’s hands behind her back and hung her up. He used an electric baton to shock her. The guard even took off all her clothes and forced her to squat in the cold storage room for 24 hours. He used vile means to humiliate her. He did not permit her to have any meals, drinks, showers or sleep. He even limited her use of the restroom.

Li Fengmei now has bruises all over her body due to the torture. During the past two months (since January 2, 2007) she was forced to stay in the storage room, and continues to suffer persecution. Her life is now in danger.

In January 2007, the Baimalong Women's Forced Labor Camp launched another round of mistreatment targeting Falun Gong practitioners.

Falun Gong practitioners Ms. Liu Chunqin, Ms. Liu Dan, and Ms. Zhu Guilin were tortured by forced “transformation” in the labor camp. It was reported that Ms. Liu Dan has been on hunger strike for over two months. During the night, they were forced to stand still, and they were not allowed to sleep. If they yawned, the inmates would pour dirty water over them. The perpetrators were Yuan Li, Shen Weinan, and others (all female).

In the Baimalong Women's Labor Camp, the health of many fellow practitioners progressively worsened because they could not study Falun Gong or do the exercises. Some were repeatedly affected by heart problems involving high blood pressure.

When Ms. Wang Shijua from Yongzhou City frequently had a blood pressure of over 220, the Camp Administration and the local “610 Office” still refused to release her. Furthermore, they launched an “intensive torture” session against her.

Ms. Guo Qiping from Huaihua City suffers from cardiac disease, and frequently has high blood pressure. Ms. Guan Mingtian's blood pressure reached 190, and she is also in danger.

Due to the intensive torture of forced standing, Ms. Fu Weijian's legs were paralyzed and she can no longer walk.

Ms. Zhang Junjie from Changsha City was forced to work over 10 hours a day, which exhausted her.

Ms. Yi Xianmei from Huaihua City suffered from hysteria. The 610 Office of Huaihua City still sentenced her to three years in a forced labor camp. She lost consciousness many times and developed severe rheumatism in the labor camp.

Despite Ms. Wang Zhilan's severely deformed spine and the fact that she could not take care of herself, she was also sent to the forced labor camp.

The guards in the seventh ward of the labor camp forced the Falun Gong practitioners to do hard slave labor and detained them unlawfully.

Ms. Zhang Yunlan from Yueyang City suffered a mental collapse due to torture in the labor camp. When she came home, she was hit by a car, and she died in the hospital.
