Under the direction of Li Baoyuan, head of Mengyin County 610 Office in Shandong Province, and Zhang Yong, head of the 610 Office of Mengyin County Police Department, county police officers illegally arrested thirteen practitioners in Jiuzhai Township, Mengyin County. The officers then staked out practitioners in Mengyin Town, Mengyin County, searched their homes and arrested them. Mengyin County was formerly known as Yushan Township.
On the evening of May 3, 2008, Wang Wei and other officers from the 610 Office of Mengyin County Police Department and officers from the Jushan Police Station broke into Mr. Zhang Deping's home in Jushan Village, Mengyin Town. They searched Mr. Zhang's home and took him to an undisclosed location.
On the morning of May 4, 2008, these officers used Mr. Zhang Deping's cell phone to call Mr. Xiong Fang, a practitioner in Shimen Village, Mengyin Town. When Mr. Xiong picked up the call, the police did not say anything. Mr. Xiong did not know that Mr. Zhang had been taken into custody, and it is likely that the police then traced the call to find Mr. Xiong's location.
On May 5, 2008, Wang Wei and other officers of the 610 Office in Mengyin County Police Department and officers from the Jushan Police Station arrived at Shimen Village. They ordered the village Party Secretary to lead them to the homes of five practitioners, whose names were on file when the persecution started on July 20, 1999. Mr. Xiong Fanglai, Ms. Xiong Yu'e and Ms. Xiong's mother-in-law were arrested, and the officers searched the three practitioners' home. Ms. Xiong Yu'e was taken to an unknown location. Her mother-in-law has been released.
Mr. Xiong Fanglai had a serious accident before he started practicing Falun Gong. The operation to remedy his injuries was not successful, and he returned home waiting to die. After practicing Falun Gong, he was able to sit up, stand up, and later was able to walk on crutches. On May 5, Mr. Xiong was taken by Li Baoyuan and Zhang Yong to the Mengyin Detention Center. Under the guarantee of the village Party Secretary and with a payment of 5,000 yuan from Mr. Xiong's family, the police released him ten days later on May 15.
On the afternoon of May 6, Wang Wei and other officers in the 610 Office of Mengyin County Police Department and officers from the Jushan Police Station arrived at Renzhuang Village. The officers searched the homes of more practitioners whose names were on file when the persecution started on July 20, 1999. The officer found a copy of Zhuan Falun in Mr. Gong Pishan's home, who had long given up practicing Falun Gong out of fear of persecution. Still, the police took him into custody. He was released the same evening after paying 1,000 yuan and getting a guarantee from the village Party Secretary.
At around 7:00 p.m. on May 9, 2008, Zhang Xigui and Mr. Li Zongping in Zhoujiagouzi Village in Mengyin Town were arrested by agents from the 610 Office of the Mengying County Police Department and personnel from the Jushan Police Station. The whereabouts of the two practitioners are unknown.

Suizhou City Police in Hubei Province Arrests Three Falun Gong Practitioners
On the evening of April 8, 2008, Team Leader Li Jinbo, Geng Jun, Zhang Yong, and Zhong Wen (female) from the Zengdu Police Station in Suizhou City, Hubei Province arrested practitioners Ms, Zhang Ling from Junchuan Town, Suizhou City, Ms. Li Yun from Nanjiaoguayuan and Mr. Fu Guoqi from Wuhan City.
These police officers not only confiscated all of Ms. Zhang and Ms. Li's property in their rented rooms, but also stole over a thousand yuan that Ms. Li had on her. The deposit receipt that Ms. Li had paid to her workplace was also confiscated. When Ms. Li's mother went to ask for the sum to be returned, the officers said they had already handed it in. As to where they handed it in and when they would return it, there was no answer.
The three practitioners were jailed at Suizhou City Detention Center for over a month. When Ms. Li Yun's mother went to the public security bureau to ask for her, police officers Li Jinbo, Liu Guoqing, and Liu Shunqing said her case had been transferred to the Judicial Department, where the three practitioners were to be sentenced.
When Ms. Li's mother asked the officers why the three had been arrested and jailed, they said it was because a satellite dish was set up at Li Yun's rented room that received New Tang Dynasty Television (NTDTV) and overseas information. They also found DVDs of the NTDTV Spectacular. They said that this was criminal evidence that they had been working with overseas forces and that the problem was very serious. Li Yun's mother said, "You spend the taxpayers' money blocking the Internet and controlling the Chinese people. You are afraid of us knowing outside information. Every citizen has a right to information. We did not commit any crimes. You are abusing the law to persecute good people. You are the ones committing the crimes." The police had no words of reply and closed themselves up in their office, seeing no one.
