Mr. Gu Qun was a Falun Gong practitioner who lived in Dalian City, Liaoning Province. He was arrested five times and later sent to a forced labor camp. He died within 23 days after being arrested for the fifth time.

While Mr. Gu was distributing Falun Gong materials on the afternoon of March 16, 2008, he was arrested by officers from the Tianjin Street Police Station and taken to the Yaojia Detention Center the next day. He went on a hunger strike to protest the persecution and was violently force-fed, which permanently damaged his health. On April 7, 2008, the detention center administration took him to the Dalian City Third People's Hospital. The doctor said that he must be admitted to the hospital as he needed urgent care, but the detention center administration said that he would be taken to the Police Hospital. However, he was taken back to the detention center instead. At 9 a.m. on April 8, 2008, the center administration took Mr. Gu Qun to the Third People's Hospital again, only it was too late because he had already died by the time he arrived there--this was a transparent attempt for police to try to evade responsibility for Mr. Gu's death. The police waited until after 2 p.m. on April 9 to notify his family that he had died.
The Center Administration had sentenced Mr. Gu to 18 months of forced labor, but tortured him to death before he was taken to the labor camp. One week after he died, a friend of Mr. Gu's took some clothes for him to the detention center. The guards did not bother to tell the friend about Mr. Gu's death, but accepted them as if he were still alive.
