This is a story told by a woman with only a grade school education from a rural village, in which she briefly described the incident.
Coldness and an evil atmosphere covered Xinle, a small city located in the Shijiazhuang area, Hebei Province.
One day in the winter, it was freezing and was about 20 degrees below zero. In thick clothes and a cotton-padded coat and shoes, we still felt so cold that we could not help shivering all over and stomping our feet in the snow to keep warm.
The Xinle City police forced every Falun Gong practitioner to pour a basin of cold water onto a "snow pile." However, it seemed that a person had been buried in the snow pile. After the pouring, a policeman dragged a person out from the snow pile. After a little while, we came to realize that it was a woman. In the freezing world of ice and snow, we still felt extremely cold even when we were in very thick clothes, while she was wearing very little clothing, which had frozen and stuck to her skin. Due to the extreme coldness, she was almost unable to even stand.
To the side a policeman who looked like an official furiously shouted to her: "Are you still going to practice Falun Gong?"
"Yes, I will!" her answer was quite low, but very firm and clear.
The official furiously ordered: "Beat her! Beat her!" At the order, a group of guards swarmed towards her... I closed my eyes because I was too horrified to watch the violence.
Then came the sound of cruel beating, which seemed to go on forever.
"Ask her if she will continue to practice Falun Gong!" a voice shouted. I opened my eyes, seeing she was already unable to stand and a guard was seizing her hair and trying to drag her up from the ground with force.
"I will, as long as I am alive," the ice-covered woman answered very softly, but with determination.
The official was exasperated and, stomping his feet in the snow, shouted hysterically: "Go ahead and rape her, for me!"
Postscript: Three years have passed since the incident happened, but the scene of the world of ice and snow still shows up before my eyes constantly. I think about the whereabouts of the persistent fellow practitioner and, in the mean time, I feel very sad for the indifference of the practitioners on the scene. They might have been overwhelmed by the rampancy of evil at that moment and, consequently, amplified it. Today, we should strengthen our righteous thoughts and stand firmly with fellow practitioners to form a whole body. Together we shall overcome the evil.
The perpetrators at Division 1 of the Fushun City Police Department have been persecuting Falun Gong practitioners since July 20, 1999. One police officer said to a practitioner, "Each one of us has to kill three Falun Gong practitioners to meet the quota. You are the first for me. What would you think if I poured gasoline on you and claimed that you burned yourself?"
Falun Gong practitioners Li Ying and Wang Xiuxia died from torture at Division 1. Torture has disabled many more Falun Gong practitioners including, Li Ying (different Chinese words from the previously mentioned Li Ying), Wu Xiaoyan, Sun Yongli and Wang Youcai.
The basement at the White Building on West Shilu Road at Huanleyuan in the Xinfu District, where the police department is located, is a torture chamber where perpetrators from Division 1 of the Fushun City Police Department torment the practitioners. It was learned that there is another secret torture room at the Youyi Hotel. Both of these rooms hold various torture tools. "Splitting the legs" and "hang-up" are the two most commonly used torture methods. "Splitting the legs" can result in excruciating pain and loss of function of the lower limbs; "hang-up" means the perpetrators force the practitioner's arms behind his/her back and hang him/her up by the twisted arms. This torture often causes permanent disability.
Some perpetrators handcuff the practitioners to metal chairs and don't allow them to sleep for a whole night. They then torture practitioners during interrogation. They hammered bamboo sticks into practitioner Miao Shuqing's fingernails and stuck toothpicks into two of his fingers; the scars are visible to this day. While beating and torturing the practitioners, police officer Guan Yong screamed, "I'm not afraid of hell! Am I not living well right now? Ha!"
In 2000, practitioners Dou Zhenyang and Wang Hongjun were falsely charged with "attempting to overturn a train." The police tortured one of the practitioners with a method called "crossing the forest" until he admitted to a crime he didn't commit. He was illegally sentenced to life in prison and was held in the Linyuan Prison.
On December 16, 2000, more than 60 Falun Gong practitioners from Fushun City shared their experiences at a practitioner's home. The National Security Bureau got wind of the meeting by tapping practitioners' phones and sent more than 150 police officers to arrest the practitioners, accusing them of "illegal gathering and doing Falun Gong exercises." They sent the practitioners to forced labor camps and custody centers. In the evening, they ransacked the practitioners' homes and took away Falun Gong books and videotapes. Practitioners Zheng Hong, Ren Yi, Jiang Guofang, Ma Hongxia, Sun Yongsheng, Ma Huaidong, Huang Gang, Lu Hong, Hou Jun, Hu Guojian, Gao Jian, Qi Shaowen and Liu Helun were among the persecuted practitioners. Practitioners Huang Gang and Hu Guojian were savagely tortured at Division 1 of the Fushun City Police Department and sentenced to heavy prison terms.
Practitioner Ms. Li Ying was arrested before the 2001 Chinese New Year (in January) and was ruthlessly tortured. As a result, her right arm atrophied and she could not take care of herself. She was later secretly sentenced to 11 years in prison and was sent to the Dabei Prison. The prison refused to accept her because she could not take care of herself. The perpetrators from Fushun City went through their connections and bribed certain officials to make the Dabei Prison authorities accept Li Ying.
On December 24, 2001, a Falun Gong truth clarification materials production site in Xinhua was destroyed and property worth over 40,000 yuan - including computers and flyers - was confiscated. One practitioner was arrested and was tortured at Division 1 at the Fushun City Police Department.
In 2002, practitioners Wang Xiaoyan, Yan Jun, Wang Shengtao, Zhai Xu, Meng Hua, Sun Yongli and Zou Guirong (Zou Guirong was later tortured to death), were arrested and tortured at Division 1. Practitioner Sun Yongli lost the function in her legs after the torture and could not take care of herself. She was later sent to the Masanjia Forced Labor Camp.
Between August and late September 2002, practitioners Ma Huaidong and Lu Renqing were arrested when clarifying the truth to people. They were sent to Division 1, where they were subjected to torture. Practitioners Zhao Yuhong, Ma Hongxia and Guan Juyin were also arrested and tortured. In early October, practitioners Sun Yongsheng, Jia Naizhi, Qu Cailing, Jin Shunnu, Hou Xiaohui, Wu Xiaoyan, Gao Guirong, Xing Yurong, Miao Shuqing, Dai Yulan, Song Wenliang, Wang Chengtao, Sun Qian, and Dong Qinfei were arrested and were sentenced to heavy prison terms in July 2003. Later, other practitioners, including Wu Yanbo, Zhou Yuzhi, Zhou Kan and others, were also arrested and tortured at Division 1.
In November 2002, Falun Gong practitioner Wang Xiaoyan was sentenced to 15 years in prison and practitioner Yan Jun was sentenced to six years in prison. In March 2004, Yan Jun and several other practitioners were secretly sent to the Dabei Prison in Shenyang City to be tortured. Although Wang Xiaoyan was in very poor physical condition, the guards didn't allow her to receive medical treatment and held her at the No. 2 Detention Center in Fushun City.
Practitioner Jia Naizhi has been held for three years. She was sentenced to 10 years in prison and was sent to the Liaoning Province Women's Prison, but the prison authorities refused to accept her because she was gravely ill. She is currently being held at the Fushun City Detention Center. Her family requested that she be released on medical parole but their request was denied. Jia Naizhi is holding a hunger strike to protest the illegal detention, and is emaciated.
On May 13, 2002, officers from Division 1 went to the Yonglin Police Department and beat practitioner Wang Xiaoming. They kept beating him from the second floor to the first floor until his body was covered in bruises. Then they took him away and again tortured him.
Practitioner Mr. Zhang Huiqiang was a senior engineer at the Fushun City Ethylene Chemical Industry Plant. On May 23, 2002, officers from Division 1 of the Fushun City Police Department arrested him from work. The police tortured him by burning his hands with cigarette lighters and scorched his nipples with red-hot metal. They also tore out his fingernails. Mr. Zhang was later sentenced to six years in prison and was held at the Dabei Prison.
On June 28, 2002, practitioner Liu Guangying from the Jiangjun area in Fushun City was arrested by perpetrators from Division 1 of the Fushun City Police Department after having been forced to live a homeless life for three and a half months. He was later sentenced to three years of forced labor and was held at the Masanjia Forced Labor Camp in Shenyang City.
In the evening of July 6, 2002, officers from Division 1 found out practitioner Liu Zhange's address and arrested him. They took his personal computer and waited outside his home for other practitioners. They arrested practitioner Zhang from another city who went to visit Liu Zhange. Both practitioners were tortured at Division 1.
On February 7, 2002, practitioner Wei Zaixin, a senior engineer at the Fushun City Institute of Information Science & Technology was arrested by police from Division 1 and beaten. He was later sent to the Strictly Controlled Group at the Wujiabao Forced Labor Camp. In June 2002, officers from the Jiangjun Police Department sent Wei Zaixin to the No. 2 Detention Center at Shizilou in Jiangjun area to await sentencing. During this period, the guards encouraged the inmates to brutally torture Wei Zaixin until he was at the brink of death. In July, the police sent Wei Zaixin to the city hospital and told his family to take him home. On November 15, Wei Zaixin died after resuscitation efforts failed.
In September 2002, officers from Division 1 arrested practitioner Hu Wei, a graduate of Fudan University in Shanghai, who was living with his relatives in Fushun City. They tortured Hu Wei and took his cell phone, BP pager, Omega watch, a 2,000 yuan bank card, 960 yuan cash, a pair of ultra-thin eyeglasses worth over 700 yuan and never returned these things. In late September 2002, Hu Wei was illegally sentenced to forced labor and was sent to the Fushun City Forced Labor Camp.
On March 1, 2003, Division 1 officers destroyed a Falun Gong materials production site in Gebu, Fushun City. The officers waited at the site and arrested several Falun Gong practitioners including Hou Xiaohui. On March 2 they ransacked another site in Wanghua and took one "all-in-one" machine, two Xerox machines, various tools and paper worth over 50,000 yuan.
Five Division 1 officers and officers from the Wanghua Police Department arrested practitioner Li Ying from her family's rice & flour store on March 31, 2003. During the afternoon of April 2, Li Ying was found dead in the large hall at Division 1 of Fushun City Police Department, her body covered with wounds. The perpetrators bribed the autopsy officials who eventually wrote "death from natural causes" on the death certificate. Hao Jianguang, head of the National Security Team, once told Li Ying's family, "What does that little amount of money you spent count for? Do you know how much money we spent treating the autopsy officials to meals and entertainment?"
In May 2003, officers from Division 1 arrested practitioners Li Wensong, Wei Minghua and his wife, Zhou Yuren, Zhou Fulong, Zhou Yuyi, his wife and daughter Zhou Meina, Zhou Yuying, Zhao Liankai, Jiang Defang, Wang Guihua, Wang Lan, Yan Yuezeng and his wife, and Liu Jinping. Wei Minghua used to be a teacher at the No. 1 Middle School in Qingyuan City. Officers struck her to the ground and dragged her by her feet across the school and into a police car in front of the whole school. The same officers carried practitioner Li Wensong from the sixth floor to the police car.
Between March 18 and March 28, 2003, perpetrators from Division 1, along with Xiao Gang and other officers from a local police station in Hongtoushan, searched and arrested Falun Gong practitioners near the Hongtoushan Copper Mine. The arrested practitioners were: Zhang Huamei, Liang Suyun, Yang Shuxian, Cao Yanzhen, Liu Xiangyu, Wang Shuyun, Zhou, Gao Xiuqin, Du Jinfeng, Zhou Hongqin, Li Shuqin and his daughter. They also took over 7,000 yuan from Zhang Huamei's home and beat Zhang Huamei until she could not stand up. The officers beat Wang Youcai until the flesh on his legs peeled off. They shouted at other Falun Gong practitioners, "Yes, It was us who crippled Wang Youcai's legs."
More than 20 police officers arrested practitioner Wang Xiuxia from Qingyuan County on May 29, 2003. On the evening of June 15 they told Wang Xiuxia's family about her death. In 2005, the guards shouted when beating a practitioner they had arrested, "Yes, it was precisely us who beat Wang Xiuxia to death! Feel free to sue us!"
Falun Gong practitioner Qi Huishu was arrested on April 24, 2004 and was tortured at Division 1. Practitioner Zhang Jinsheng from Qingyuan County was arrested in April 2004. During the illegal detention, to make Qi Huishu admit to "conspiracy with foreign powers," the officers used various tortures that caused skull damage.
Practitioner Yang Boliang, 46 years old, lived in Toushan Town, Fushun City. On August 18, 2004, he was arrested and was savagely beaten by Hao Jianguang, head of Division 1, section heads Liu, Guan Yong and Zhang Bin. Mr. Yang was later sentenced to three years of forced labor and is currently being held at the Fushun Forced Labor Camp.
Practitioners Zhao Yunshan and Dong Linlin were arrested by officers from Division 1 on September 18. During the five-day holiday of October 1, Zhao Yunshan was sentenced to forced labor and sent to the Wujiabao Forced Labor Camp. Dong Linlin was sent to the Masanjia Forced Labor Camp.
In October 2004, a dozen officers from Division 1, including Hao Jianguang, went to the Lishi Police Station to persecute practitioner Yuan Peng. They also waited around the Lishi Development District and Sifangtai, trying to arrest Falun Gong practitioners.
In late November 2004, officers from Division 1 went to Yonglin Town, Xinbin County in Fushun City. They extorted 4,000 yuan from practitioner Li Hong and 5,000 yuan from practitioner Han Junhui, both of whom had sent Falun Gong-related messages with their cell phones.
At around 8:00 p.m. on January 12, 2005, a dozen officers from Division 1 broke the burglar-proof door at practitioner Lin Bo's home and arrested practitioners Lin Bo and Wang Guoying. They took belongings worth over 100,000 yuan. Practitioners Cheng Min, in her 20s and her husband, not a Falun Gong practitioner, were arrested at the same time that evening. Cheng Min was arrested from work. In June 2005, Lin Bo was sentenced to eight years in prison and Wang Guoying was sentenced to nine years in prison. Wang Guoying's husband Dou Zhenyang was falsely accused of "attempting to overturn a train" and sentenced to life in prison. Their son is currently living with Dou Zhenyang's parents, and their life is very difficult.
Around 5:00 p.m. on March 15, 2005, a dozen officers from Division 1 broke into the home of a practitioner in Nankouqian Town, Qingyuan County and arrested practitioners Gai Xiuqin, Lu Guanglin and his wife, Lin Guilan, Lu Yan and Chen Guifeng. They took the practitioners to Division 1. They also confiscated all of their equipment, papers and 20,000 yuan. Lu Yan refused to cooperate with the perpetrators; she refused to answer questions and held a hunger strike. Four police officers took turns beating her. They handcuffed and shackled her while beating and shocking her with electric batons. They forcibly split her legs until she lost consciousness. Her face was deformed and swollen from the torture. The perpetrators pulled out a lot of her hair and she could not move half of her body. On March 22, practitioner Lu Guanglin was sent to the No. 1 Detention Center of Fushun City. The other four practitioners were sent to the No. 2 Detention Center of Fushun City. Practitioner Lu Yan was sentenced to prison after one month of detention.
Practitioner Zhou Shuyou worked at the Cangshi Train Station and lived in Sanjia Township, Qingyuan City. At 9:00 p.m. on March 21, Guan Yong and Chen Daqing from Division 1 of the Fushun City National Security Bureau arrested Zhou Shuyou and interrogated him at 8 p.m. on April 6. Police officers Guan Yong, Zhang Tao and others beat and shocked him with electric batons. They forcibly split Zhou Shuyou's legs and hit his private parts until his testicles were severely swollen and he could not walk. Mr. Zhou is suffering from severe lower back pain to this day. He was sentenced to three years of forced labor and is held at the Wujiabao Forced Labor Camp.
On March 19, 2005, practitioners Pei Dongzhi and her sister Pei Donghua from Nanzamu were arrested. The perpetrators were officers from Division 1 and local police. The practitioners were severely beaten on the spot. The perpetrators also took 600 yuan from the practitioners' mother. They also arrested practitioners Li Shumei and a practitioner surnamed Zhou.
At around 9:00 p.m. on March 24, officers from Division 1 from the Yaozhan Police Station in Qingyuan Town and from the National Security Bureau arrested practitioner Liu Zaijun, in his 30s from Lingnan. They also arrested another practitioner in Xiazhaizi.
At 7:30 on March 28, 2005, four officers from Division 1 arrested practitioner Gai Shurong and her daughter from Tonggou Village, Tukouzi Township in Qingyuan County. Later, they extorted 500 yuan from the practitioners' family before releasing them. Another two elderly female practitioners from Tukouzi Township were also arrested. Around 7:00 p.m. on March 30, the police drove three police cars to Tonggou Village, trying to arrest three other practitioners but the practitioners were not at home.
Between April 1 and April 3, 2005, two Falun Gong materials production sites in Haicheng and Gongnong in the Wanghua District, Fushun City were destroyed. Practitioner Liu Yumei was arrested and the police confiscated a lot of equipment.
On April 14, Division 1 and Qingyuan County Police Department officials dispatched 50 police cars and arrested 56 practitioners in Nankouqian Township, Qingyuan City. They individually interrogated the practitioners and beat them cruelly, including women and children. They beat the practitioners senselessly and then poured cold water on them. One female practitioner immediately lost consciousness and was rushed to the emergency room. She cannot take care of herself to this day. The police took over 1,000 yuan from practitioner Ma Xijun's home. During the interrogation, the drunken police officer savagely beat Ma Xijun and shocked her with electric batons until she lost consciousness. Within ten days Ma Xijun vomited and was on the brink of a nervous breakdown. She could not walk. The perpetrators told her family to take her home when she was at death's door and extorted 10,000 yuan from her family. Practitioner Gai Chunlin's family in Bawanggou Village was told of Gai Chunlin's death on May 6, 2005. While torturing the practitioners, the police said, "Do you know that we beat Wang Xiuxia to death?" They sent some practitioners to labor camps and some to Luotaishan Brainwashing Class. In the afternoon on April 18, police arrested practitioner Ms. Jing, an elderly woman from Qingyuan County.
On May 25, 2005, dozens of officers from Division 1 surrounded the temporary residence of practitioner Jiang Jie, who had left home to avoid persecution. They pounded on the door and pried it open. As of now, Jiang Jie and her family cannot return home. Her child is left uncared for and cannot go to school due to the persecution. Prior to the May 25 incident, the perpetrators from Division 1 twice arrested Jiang Jie's husband. The first time they detained him for 20 days, and the second time they detained him for two days.
On June 17, Hao, the head of Division 1 of the Fushun City Police Department and group head Liu ordered six perpetrators, including Jiang from the Shuncheng District National Security Bureau, to arrest practitioner Zhao Jifan, a teacher at the Heping School. Without any due process, the police ransacked Zhao Jifan's home. Zhao Jifan is currently held at the Fushun City Detention Center.

Because she was a Falun Gong practitioner, Kong Fanrong from Shulan City, Jilin Province, was tortured to death in Shulan City Detention Center on May 11, 2003. Her husband Bian Hongxiang (also a Falun Gong practitioner), 93-year-old mother-in-law, and daughter Bian Lingyun as well as her in-laws have been continuously harassed and arrested by the police.
After 4:00 p.m. on July 21, 2005, Yan Jianhua, manager of the Huancheng Local Police Station in Shulan City, along with another police officer broke into Bian Lingyun's home and asked: "Where is your father Bian Hongxiang?" Lingyun answered: "I don't know." The police then took her away.
When Lingyun's husband Song Junfang came home, he saw that Lingyun's grandmother was holding Lingyun's son and sobbing, so he asked what had happened. Through her tears, the grandma described how Lingyun had been taken away by the police.
Bian Lingyun's mother was also arrested for practicing Falun Gong. The police tried to force Kong Fanrong to reveal the names of her fellow practitioners, but she did not cooperate and was tortured to death in the Nanshan Detention Center in Shulan City. Ms. Kong's body was covered in bruises and raised red marks from being whipped. When the grandmother heard this sad news, she fainted in the courtyard, causing cuts and bleeding on her face. From that day, the grandmother gradually became weaker each day.
Bian Lingyun missed her mom and felt deep sadness for a long time. She became temporarily mentally unstable from the grief and lost a lot of weight. A previously happy family was torn apart because of the Jiang regime's persecution of Falun Gong.
On March 3, 2005, police officers from Dehui City arrested Bian Hongxiang, Lingyun's father, and cruelly tortured him. He was not released until he was at death's door on March 25. Lingyun attended to her father, but so far, he has not yet fully recovered. However, police from Shulan vainly continue to persecute her father. They often harass the family in their home. When the police could not get to Bian Hongxiang, they arrested Lingyun.
On July 22, four officers from the Huancheng Local Police Station were sent to Lingyun's home to try to make her husband, Song Junfang, sign a detention notice for Lingyun. Mr. Song refused. The officer roared, "Will you sign?" Song Junfang righteously replied: "No, my wife has not violated any law or disturbed social order. She was at home, how could she disturb social order! You can ask the neighbours whether my wife is a good person. You are the ones disturbing social order!" The officer had no reply to the husband's words.
Although the elderly grandma is unable to care of herself, she goes to the Public Security Bureau every day to request the release of Lingyun. The Director General said: "If you-all explain the family situation in writing, then we will release her." The documents have been handed in twice. One was given to Director General Xin He. He accepted the material but did not release Lingyun. On the 29th, Bian Lingyun's husband and grandmother went to see Xin He. Mr. Xin said that the matter had nothing to do with him and told them to go the National Security Unit. They went to the National Security Unit, but the officers there pushed the responsibility onto the Public Security section. Staff at the Public Security section also said that it was not in their jurisdiction. Song Junfang has already lost his job and is facing financial hardship.

A Statement from Lingyun's Grandmother.
I am Wang Liqin, 93 years old, from Shulan City, Jilin Province, China. Our five family members were fortunate to learn Falun Gong in 1997--only my grandson does not practice. Falun Gong brought many benefits to our family. I previously suffered from heart disease and other diseases, which caused me to faint from time to time. When I became a Falun Gong practitioner, all of my illnesses disappeared within a short time. Teacher saved me, has let me live to such an old age, and gave me a harmonious family.
Since the persecution of Falun Gong started on July 20, 1999, we have not had one day of peace. My son and daughter-in-law were arrested successively. On the morning of January 28, 2000, my son Bian Hongxiang was tricked by police from the Shulan City Public Security Bureau. They said they wanted to have a conversation with him, but when he showed up, they unexpectedly sent him for two years of forced labor. When he returned home two years later, the police still did not spare him, and often came to our home to harass him, which made me feel afraid and anxious. In order to let me have a peaceful life, my son sent me to live with my granddaughter. He and his wife had to leave their home to avoid the continual persecution.
Even so, they could not totally avoid the evil persecution. On January 4, 2003, police from Changchun rushed into their residence and arrested my son and daughter-in-law. My daughter-in-law, Kong Fanrong, was tortured in many different ways, such as gouging her eyes, forcing her to sit on a 'tiger bench' for hours, kicking her legs with their leather shoes, forcing toothpicks under all of her fingernails, and other cruel measures. She was then escorted to Shulan City, where she was killed in the Nanshan Detention Center on May 11, 2003. Those who saw her body said that it was covered in blue and purple bruises and lash marks. When I heard about how she had been tortured, I fainted and fell to the ground, and my face was covered with blood.
On March 3, 2005, a group of policemen arrested my son, Bian Hongxiang, and the police from Changchun and Dehui tortured him until he was almost dead. The police thought he was dying, so they asked my granddaughter to take him home. He is still recuperating from the ordeal.
I am already 93 years old, unable to take care of myself, and I completely depend on my granddaughter Lingyun. However, after 4:00 p.m. on July 21, Yan Jianhua and others from the Huancheng Local Police Station in Shulan City suddenly broke into our home to further persecute my son. When they saw my son was not there, one of them bellowed at my granddaughter: "Where is your father?" Lingyun answered: "I don't know. He did not say where he was going when he went out." Then, the police took her away against her will. At that time, her 8-year-old son was frightened and trembling, and he cried his eyes out. I was also so scared that I was unable to move my legs. Two days later, Yan Jianhua led four policemen in trying to force my grand son-in-law Song Junfang to sign a document regarding his wife's arrest, but he refused. The police officer shouted at him, "Will you sign?" Song Junfang loudly replied: "No! My wife has not disturbed social order. She was at home, how could she disturb social order? You can ask the neighbors whether or not my wife is a good person. Indeed, you are the ones disturbing social order!" What he said surprised the police so much that they left.
Now that my granddaughter has been arrested, there is no one to take care of me. To keep the evildoers from breaking up my family even more, my grand son-in-law, great-grandson, and I went to the 610 Office, the Public Security Bureau, and the local police station. They tricked us by saying: "If you-all explain the family situation in writing, then we will release her." However, this was just lip service. We recorded the details of our situation twice, and handed them to Director General Xin He of the Shulan Public Security Bureau, but the authorities still refused to release my granddaughter. On the 29th, Director General Xin He began to shirk his responsibilities, saying he could not take care of this matter and told us to go to the National Security Unit. But when we arrived there, the officers sent us to the Public Security section. At the Public Security section, the staff pushed the responsibility onto the local police station. We went to the police station, and were told to talk to the Director General. Every one of them tried to use the opportunity to extort money from us, but Song Junfang is unemployed and in financial hardship, so where could he find money for the police? I have lived through three to four dynasties. None of them was ever as evil as the current Chinese government. I do not understand why they took away my granddaughter. She was at home and did not disturb social order, but the police arrested her and forcibly searched our home without reason. Therefore, I ask for help and assistance from human rights organizations and just people around the world, and fellow practitioners in every country, to help in rescuing my granddaughter, Falun Gong practitioner Bian Lingyun.
Since its establishment in the end of 2004, personnel from the Babaishang Branch of the Daqing Police Department have been using ruthless and vicious methods to persecute Falun Gong practitioners.
After its establishment, Li Daming, the former deputy head of the Daqing Police Department Honggang Branch, was transferred to the Babaishang Branch. Li had persecuted many Falun Gong practitioners while he was the deputy head of the Honggang Branch. He used to intimidate practitioners, "As soon as you say 'I'll keep practicing Falun Gong,' I will send you to jail."
His police staff also stops at nothing to persecute practitioners. During the past half-year they have arrested and detained many practitioners in the Babaishang area, ransacked their homes and sentenced them to forced labor.
Persecution Case 1: On January 24, 2005 a group of police officers arrested Falun Gong practitioner Mr. An Senbiao. He worked at the seventh Task Team of the Second Oil Extraction Plant and was clarifying the truth about Falun Gong when it happened. Perpetrators were from the Babaishang Branch Police Department (formerly Shengli Police Station), led by Gao Yufeng. Later they sentenced him to three years of forced labor.
Aside from Mr. An Senbiao's home being ransacked, he had suffered many tortures, including being forced to sit on a metal chair for a long time, burned with a cigarette, confined in a small cell, forced to wear handcuffs and shackles that were usually reserved for death-row criminals, doused with water in the cold of winter, and being beaten and sworn at. In the Suihua Labor Camp, he was burned, scalded, pierced, shocked with electric batons and sexually abused. They also filled his mouth with powdered detergent. Mr. An carried on a hunger strike to protest the persecution, but was brutally force-fed. Even when he was at the brink of death, his family members weren't allowed to see him.
Mr. An Senbiao's mother, in her eighties, his sister and wife went from office to office and official to official demanding his release. The Babaishang Police Branch Chief Li Daming, however, humiliated the mother saying, "He has committed crimes. The sentence was too light. You as the parent didn't do well, so your son cannot be good either." He also cursed Mr. An's wife, "You're no good either." He even made a phone call to the plant authorities saying, "An Senbiao's family members are causing trouble here. Why do you still keep him on the payroll? Expel him."
The police accused the family of "disturbing official business" and drove them out. The Suihua Labor Camp didn't release Mr. An Senbiao until he was extremely weak and had multiple physical problems. The labor camp authorities forced the family members to write a statement promising to send him back to the labor camp after his recovery.
Mr. An Senbiao is extremely emaciated. He used to weigh 165 jin (about 180 lbs), but now weighs only 85 jin (about 93 lbs). Due to long term shackling and handcuffing, he cannot extend his arms or bend over and cannot take care of himself.
Persecution Case 2: On the morning of May 16, 2005, policeman Wang Haibin and others from the Community Police Task Force, Team Six of the Daqing Police Department's Babaishang Branch, waited outside the home of Falun Gong practitioners Sui Qifeng and his wife Li Shulian, trying to arrest them. Since nobody came out, they shut off the electricity. When someone from the family came out to check, the police used this opportunity and barged into the house, ransacking it and attempting to arrest Sui Qifeng and Li Shulian.
Due to lack of manpower and the resistance of Mr. Sui Qifeng, the policemen first took away his wife, Mrs. Li Shulian, who is nearly 60 years old. To keep the policemen from breaking into his house again, Mr. Sui Qifeng locked the door from the inside. More than ten policemen removed the locks with an electric drill and broke into the house.
They arrested Mr. Sui Qifeng, who is also nearly 60 years old, and took 50 yuan from him to have the locks replaced.
After arresting Sui Qifeng and Li Shulian, the policemen charged them with "disturbing social order" and sent them to the Daqing Longfeng Detention Center and Daqing City Detention Center, respectively. A few days later they sentenced them to forced labor and sent them to labor camps without even notifying their family members.
Mr. Sui Qifeng is presently incarcerated at the Daqing Labor Camp. Ms. Li Shulian was first sent to the Harbin Drug Control Labor Camp, but because she didn't pass the physical exam, the labor camp refused to accept her. The policemen then sent her to the Qiqihar Shuanghe Labor Camp for persecution.
Persecution Case 3: On July 27, 2005, Falun Gong practitioner Mr. Zhang Weiguang was working at the Limin Restaurant in Babaishang's Area No. 6. Policeman Wang Haibin and others from the Community Police Task Force, Team Six of the Daqing Police Department's Babaishang Branch barged into the restaurant, claiming to be conducting a standard ID check. They took Mr. Zhang Weiguang away and ransacked his home. Mr. Zhang is now locked up at the Daqing Detention Center.
On July 28, 2005, Falun Gong practitioner Shi Liwen went to visit her friend. As soon as she entered her friend's building, policemen arrested her and ransacked her home. When they went to ransack her home Ms. Shi's son, not a practitioner, didn't open the door as fast as the policemen demanded and was taken away also. He was released that night. Ms. Shi is being held at the Daqing Detention Center.

Ms. Fu Lijun, a practitioner from Ziyang, Sichuan Province, was arrested on June 5 while posting truth-clarification material in an area near Jianyang. She was illegally sentenced to a forced labor camp and is now locked up at Nanmusi Women's Forced Labor Camp in Zizhong County.
Ms. Fu, born on September 28, 1973, was an employee of Sisanyi Factory. She resides at 207, building no. 10, Shizishan Sisanyi Factory, Yanjiang Town, Yanjiang District, Ziyang City. Her health has been poor since she was little, and modern medicine did not help her. Fortunately, she learned and practiced Falun Gong, and her health improved tremendously. She became healthy, sincere and kind, and was eager to help others.
During the six years since July 20, 1999, Mr. and Mrs. Fu have suffered much persecution because they practice Falun Gong: their home was repeatedly ransacked; they were detained and denied their worker's pay; they were insulted and disgraced in public on television and in newspapers; and they were harassed by public security officials. Furthermore, in these six years, they were under intense surveillance from the local public security office, and from plain-clothes policemen from the national security office. Their activities were tracked and monitored. The entire family of six suffered constant anxiety, and life was very fearful and tense.
On June 5, 2005, policemen again forcefully arrested Ms. Fu and secretly sentenced her to forced labor without notifying her family. The family learned about her fate from other sources a few days after she was sentenced and locked up in the forced labor camp.
The family is once again under serious crisis: Ms. Fu's father is paralyzed in bed, her grandmother who is over 80 years old is very weak and her mother Ma Bingyin is very ill in the hospital due to the long-term anxiety and fear that she has endured. Ma Bingyin's son is also very young. The entire burden is fallling onto her husband's shoulders. The elder family members are overcome with grief, and the atmosphere in the house is gloomy and sad.
A couple of days ago Ms. Fu submitted an opinion to the
administration. In
the opinion she pointed out that the sentence given to her by the
Ziyang City
Labor Reform Management Committee is illegal. For the past thirteen
years,
everything taught by Falun Gong is in accordance with the sacred rights
stated
in the Constitution of the People's Republic of China for Chinese
citizens.
A Female Employee from Huangchuan County Cotton Textile Mill, Xinyang City, Henan Province Not Seen Since 2000
Ms. Li Ying'e, about 50 years of age, was an employee of Huangchuan County Cotton Textile Mill. She was sent back to her hometown and extorted out of 1000 yuan after she went to Beijing to appeal for justice for Falun Gong on July 20, 1999. She went to Beijing again in December 2000 and her whereabouts are unknown.
Falun Gong practitioner Li Lanfeng from Shouguang City, Shandong City Disappeared in October 2001
Ms. Li Lanfeng, 28, was from Dali Village, Sunji Township, Shouguang City, Shandong Province. She worked in the Agriculture Bureau of Shouguang City. Li Lanfeng began to practice Falun Gong when she was in the university. At that time, her parents and her sisters had objected to her practicing. However, she continued and persisted in the practice and upheld her belief. Her family members now understand her and do not oppose her practicing Falun Gong anymore. However they have lost contact with her for three years and ten months. Her elderly parents miss her very much. Her sisters thinking about her night and day and worry about her safety.

At around noon time on July 25, 2005, Mr. Li Qiang, 27, who lives in the dormitory of a textile plant in Weifang, was on his way to Qingdao City for business. He was arrested at the Weifang Railroad Station. His whereabouts are unknown.

On July 21, 2005, three officers led by Wu Fengpo, deputy director of the Jichang Police Station in Xishanbei Township in Yi County, Hebei Province, arrived at Gangli Village. 5. [Songyuan City, Jilin Province] Wang Yunlong, a Teacher from Fuyu County, Illegally Sentenced to One Year of Forced Labor
Wang Yunlong is a teacher at the Shiyan Elementary School in Fuyu County, Songyuan City. On July 6, 2005, police received reports that Wang was distributing truth-clarifying materials. Wang was arrested at school. When Wang's family went to the police department asking for Wang's release, the officers told them to come back after fifteen days of detention. When they went back fifteen days later, Wang Yunlong had been sentenced to one year of forced labor and transferred to the Chaoyanggou Forced Labor Camp in Changchun City, Jilin Province.

6. [Xi'an City, Shaanxi Province] Ms. Wang Xiuying, an Employee of Xi'an Jiaotong University, Arrested for the Fourth Time
Ms. Wang Xiuying is an employee of Xi'an Jiaotong University. She was illegally sentenced to one year of forced labor for going to Beijing to appeal at the end of 2000. Her term was extended for one month as she refused to be transformed. She was then sent to a brainwashing center for four more months directly from the labor camp.
In September 2002, several dozen police officers broke into her home. They arrested her and searched her home. She was held in a detention center for several months before being sent to a brainwashing center. She remained under constant harassment (living under surveillance, being followed and receiving harassing phone calls) after returning home.
In October 2004, Ms. Wang Xiuying was turned in to the police and arrested while distributing truth-clarifying materials. She went on a hunger strike and was released three days later. She has since been followed by the police.
On July 12, 2005, Ms. Wang Xiuying was secretly arrested at work by officers from the Beilin Police Department. She has been sent to the Chang'an County Brainwashing Center for persecution.
7. [Shaanxi Province] Ms. Li Fengying and Yang Qizhen Taken into Custody
On October 28, 2004, Ms. Li Fengying and Yang Qizhen were arrested by the Fengcheng Police Department. Their homes were searched. Yang confronted the police with evidence that the persecution was well planned. The next morning, Yang threw up blood and was released, as the police were afraid of being held responsible. Ms. Li has been sentenced to eighteen months of forced labor. She has been sent to the Shaanxi Women's Forced Labor Camp. Her family has been denied any visits.
8. [Shanxi Province] Practitioner Ms. Li Yanfang under Police Persecution
On the evening of January 27, 2005, Ms. Li Yanfang, 35, from Shanxi Province took a taxi to Dalianhuachi to spray paint signs saying "Falun Dafa Is Good." On her way there, she clarified the truth to the taxi driver. The driver notified the police, who arrested Ms. Li immediately.
9. [Shaanxi Province] Arrest of Ms. Li Hua, an Employee of Xi'an Electric Capacitor Company
Ms. Li Hua, 41, is an employee of Electric Capacitor Company in Xi'an City. She was arrested on July 15, 2005 and is being held in the Xitaoyuan Detention Center.
10. [Chongqing] Mr. Duan Fanghe and Ms. Hu Kaiying from Guangyang Town in Nan'an District Arrested
On July 15, Mr. Duan Fanghe was turned in to the police while distributing truth-clarifying materials in the streets. He was arrested and his home was searched.
On July 14, 2005, Ms. Hu Kaiying was arrested after police received reports that she was distributing truth-clarifying materials in a farmer's market in Guangyang Town. Her home was searched.

Ms. Huang Zhenchun, 62, is an employee of the Zhenning County Hygiene Administration in Guizhou Province. She lives in the Xixiu District of Anshun City. On July 20, 2005, Ms. Huang was arrested by officers from the Huaxi Neighborhood Administration Office in Xixiu District while clarifying the truth in public. She has been sent to the Anshun City No. 1 Detention Center for custody.

12. [Guangzhou City, Guangdong Province] Mr. Zhou Jianguo from Baiyun District Arrested - His Whereabouts Unknown
On the evening of July 24, 2005, Mr. Zhou Jianguo from Baiyun District in Guangzhou City went to the Baiyun People's Hospital to distribute copies of The Nine Commentaries on the Communist Party. He was arrested after police received reports. The officers beat him and then searched his home. His whereabouts are unknown.
13. [Heilongjiang Province] Zhang Weiguang from Babaixiang in Daqing City Arrested
On the morning of July 27, 2005, officers from Babaixiang Police Department arrested Zhang Weiguang at a dining room in Babaixiang in Daqing City where Zhang was at work as a temporary employee.
1. (Chengdu City, Sichuan Province) Practitioners Arrested by Armed Police Officers
At around 3:00 p.m. on July 22, 2005, armed police officers arrested three Falun Gong practitioners. The practitioners' names are Jiang Younghong, Yuan Bin and Zheng Bing. Armed policemen from the Chengdu City Public Security Department rushed into the residential apartment complex where the practitioners lived, brutally beat the practitioners until they lost consciousness, wrapped them inside bags and then threw them into waiting police cars.

2. (Zhaoyuan City, Shandong Province) Practitioners Still Being Brainwashed
Four Falun Gong practitioners are still being held and persecuted inside the Zhaoyuan City Brainwashing Center. Practitioner Ms. Yang Wenjie, over 40 years old, was not allowed to eat or sleep for more than 50 days and even her visits to the restroom were restricted. Center staff would frequently hang (1) Ms. Yang and beat her severely. Ms. Yang has also experienced many other brutal tortures during her imprisonment. Practitioners Li Xiumei and Wang Yongqin were both deceived into paying 10,000 yuan to secure their release from the center. After paying the money, however, they were brought back to the center for further persecution.

3. (Hebei Province) Sexual Harassment Inside the Hebei Women's Forced Labor Camp
Inside the Hebei Province Women's Forced Labor Camp, all of the Falun Gong practitioners detained there have been sexually harassed to some extent. Practitioner Ms. Liu Guangfeng's lower abdomen, her private parts and her thighs were beaten so severely that they turned purple. This practitioner was also forced to do physical labor. Fifty-six year old practitioner Ms. Li Zhihui was electric-shocked on her face so much that she became permanently disfigured as a result. 4. (Tianjin City) Young Female Practitioner Harassed and Threatened
Practitioner Ms. Xiao Xiaowen used to work in the Yangcun Number Four Middle School in the Wuqing District of Tianjin City. She lost both her job and her home as a result of persecution and was forced to wander homeless from place to place to avoid being captured and tortured. At approximately 10:00 a.m. on July 14, 2005, when Ms. Xiao went to the Zhennanlou Public Security Station to apply for her personal ID card, a police officer started to harass her. The officer kicked her, performed an illegal body search on her and also made physical threats toward Ms. Xiao. She was subsequently detained in the station for more than ten hours. As a result of the police officer's persecution, Ms. Xiao suddenly became ill and mentally unbalanced. At present Ms. Xiao is still in a state of paranoia and has no strength in her limbs; she is having a very difficult time.

5. (Beijing) Practitioner Li Hongjun Detained
Practitioner Ms. Li Hongjun, approximately 50 years old, is from the Miyun District of Beijing. She is currently being detained in the Beijing Zhaoyang Detention Center. Ms. Li had been consistently clarifying the truth about Falun Gong's benefits to government agencies. For this she was sentenced to one year in prison in 2000 and held in the Number Four Division of the Beijing Tiantanghe Forced Labor Camp. During the 2002 Lunar Chinese New Year celebration period, Ms. Li was arrested again, together with her husband, for hanging a poster in front of her house that expressed her wishes for the coming of a new and fresh world. For hanging up this poster, both Ms. Li and her husband were sentenced to two years in prison. On July 27, 2005, Ms. Li went to visit one of her fellow Falun Gong practitioners in the Zhaoyang District of Beijing. She was arrested once more by police officers from the Zhaoyang Public Security Station, this time on the charge of "convening."

6. (Wuhan City) How Guards Persecute Practitioners at the Yangyuan Brainwashing Center
Inside Wuhan City's Yangyuan Brainwashing Center, there are four guards who specialize in persecuting Falun Gong practitioners. They are: Chen Qiyi (CCP General Secretary), Yu Guoxuan (Director), Hu Shanping (Deputy Director) and Hu Kechang (Driver). These guards force practitioners to watch and read CDs and documents slandering Falun Gong every single day. They also demand that the practitioners complete their "homework" with answers that satisfy the requirements stipulated by these captors. During the nighttime, practitioners are forced to write statements to "criticize and expose" Falun Gong. If these criticisms don't meet the guards' requirements, the practitioners are forced to repeatedly re-write their statements until midnight. Such persecution usually lasts for about ten days. After that, the jailers begin what is called a "fatigue campaign" to bring down the practitioners. During such campaigns, one practitioner will be brought to an empty room where five or six center staff members come along and berate and verbally abuse them. Some of the older practitioners have become confused as a result of such attacks, and their physical health has deteriorated so much that they are extremely weak. This "fatigue campaign" usually lasts for one week, after which any practitioners who still refuse to give in are thrown into tiny, unlit cells. The practitioners will be completely isolated from the outside world for about a week. One 54-year-old female practitioner was tied to her bed by having both her hands cuffed to the bed's corners for three days and three nights. Whenever she tried to move, her guards kicked her all over her body. Another 56-year-old female practitioner was also tied to her bed in the same way for three days and three nights. It was winter and the practitioner's hands immediately turned purple and became frozen and hard.
7. (Shenyang City) What Really Happens at the Zhangshi Brainwashing Center
Four Falun Gong practitioners are still being held inside Shenyang City's Zhangshi Law and Order Training School (Zhangshi Penitentiary). Practitioner Wei Tianxi is from Liaozhong County, practitioner Lu Bin is a teacher at Shenxi Elementary School, practitioners Li Fengyun and Jiang Sutao were brought to the center right after they were released from the infamous Masanjia Forced Labor Camp after being incarcerated there for fours years. Currently these four practitioners suffer constant mental and physical abuse. For their so-called education expenses, they have to pay 3000 yuan each month. Center staff often kick or beat the practitioners, and are also forced to squat or stand in one position for long periods of time. Periodically they are deprived of sleep for twenty-four hours, they are crowded against each other or they are forced to sit on top of piles of Falun Gong books. Even though there are no actual tools of torture at the site, practitioners are routinely harassed to the point of utter exhaustion. Their legs become so swollen that it is impossible to stand up unaided. The practitioners are also forced to watch the "Tiananmen Square Self-immolation Incident" on television as well as other fabricated cases where Falun Gong practitioners are alleged to have committed murder. The center does everything in its power to use these fabricated cases to negatively influence the practitioners' feelings toward Falun Gong. The ultimate goal of such mental and physical persecution is to force the practitioners to give up their practice of Falun Gong and to give up their beliefs in the principles of "Truthfulness, Compassion and Forbearance."

8. (Wendeng County, Shandong Province) Practitioner Song Xiuyan Arrested
Recently, the Wendeng County Public Security Department and the County 610 Office arrested Falun Gong practitioner Ms. Song Xiuyan from Caobu Village, Songcun Town, Wendeng County, Shandong Province. When Ms. Song's parents, along with her child, who is less than two years old, went to the Public Security Headquarters to ask for her release, her parents were handcuffed and forcibly brought back to their village. The police officers also pinched and squeezed Ms. Song's parents. The perpetrators included Wang Yongjian, Xiang Hongping, Li Yinglin and Sun Guohai from the Wendeng County Public Security Department.

9. (Zhongqing City) Recent Persecution Facts
Recently, police officers and officials from the local "610 Office" harassed Falun Gong practitioners Zhu Ruyu, Pi Tianfeng, He Daxiu, Lao Zuo and some others from Yudong Town, Banan District, Zhongqing City. Wu Taixing from the national security division of Guangde County Anhui Province made a fortune by arresting practitioners and extorting money from them for several years. Almost 50 Falun Gong practitioners were illegally arrested, sentenced and had their homes searched and ransacked by Wu Taixing. Practitioners who did not give him money were sentenced. 3. The Barbaric Slavery at Anhui Women's Forced Labor Camp
In Anhui Women's Forced Labor Camp, inmates were forced to work from 6 a.m. to 9 p.m. and often worked until midnight and 1 a.m. in the morning. Accidents where a needle from the machine pierced a worker's hand occurred repeatedly due to insufficient sleep. Practitioners were treated even harsher. Shao Bixia, Ji Bangxia, Tang Deheng, Wu Jufeng and Nie Yinzhen were forced to work for more than 18 hours every day. They are all in their 50s. The police ordered them to move heavy goods back and forth between second and third floors. Wang Ping was put in solitary confinement for a long time. Duan Gunhua was shocked by an electric baton on her face, which left a permanent scar. 4. An Honest Farmer from Anhui Sent to Forced Labor Illegally and Threatened with Three More Years
Farmer Ms. Cong Lina from Fuyang City, Anhui Province was sent to the forced labor camp in May of 2005. Her family intended to file a complaint but was threatened with three more years of punishment from the police. Mr. Ji Bangxia from Taihe County was illegally sentenced to one year by the officials from the public security station, and the police demanded money from his family. Ms. Ping Yan from Yingshang County was held in the Taihe County Detection Center for practicing Falun Gong. She had to wear a heavy object for one month as punishment in the detection center. Afterwards, she could not stand up straight for more than one month. Ms. Ming Xiulan from Yingshang County, Fuyang City, was harassed by the police because they suspected that she had something to do with Falun Gong. She became destitute and homeless. Her home was broken and that also involved her father, who is in his 70's.
