Two Teachers From Si-chuan Province Fined 40,000 Yuan; Preventing Practitioners from Going to Beijing to Appeal Takes Priority to Preventing Crimes

Recently, two practitioners, who are both teachers in a school of Long-quan-yi District of Si-chuan Province, went to Beijing to appeal for Falun Gong. They were immediately arrested and were required to pay a penalty of 40,000 Yuan (about four years of income of an average employee in China) after they were escorted back from Beijing. In the meantime, the local government announced that the bonus of 30,000 Yuan to be awarded to their school would be cancelled because the school authority failed to prevent them from going to Beijing to appeal.
Long-quan-yi District is located at the Long-quan Mountain. Most of the schools are located in the remote mountain areas. The teachers are leading very hard lives. Their incomes are relatively low. They all hoped that they could get some bonus for celebrating the Chinese Spring Festival. What the local communist government did was unfair to both the school employees and the two Falun Gong practitioners.
Those enterprises that were fined by the police department for failing to prevent their employees from going to Beijing asked the police department to give a reason. The answer was that it was the order of the local government.
In addition, the police department in Si-chuan Province got internal notices that the most important task in the year 2000 is to "transform" Falun Gong practitioners and prevent them from going to Beijing to appeal. This takes priority to the prevention of criminal activities.

Because too many practitioners are being detained in the Heng-yang detention center, some "stubborn" practitioners will be sent to Zhu-zhou City. The police department demanded that these practitioners pay 30,000 Yuan (three years of income of an average Chinese worker) and serve three years of forced labor. The police department threatened that if they refused to pay the 30,000Yuan, they would be jailed for life.
A practitioner went to Beijing to appeal. After he was arrested in Beijing and escorted back to his hometown, he was required to pay 3,000 Yuan (more than three months of salary of an average Chinese worker) for the transportation fee and other unspecified expenses. A practitioner from Chang-sha was escorted back from Beijing by air flight. In addition to the money for the air tickets, he was ordered to pay another 10,000 Yuan (about the annual salary of an average Chinese worker). He refused.

In Chang-sha, the local police monitored some Falun Gong practitioners 24 hours a day in order to prevent them from going to Beijing to appeal. According to the internal news from the government, this city has much less practitioners going to Beijing to appeal than other cities as the result of full-time surveillance. In December 1999, in order to prevent practitioners from going to Beijing to appeal, the police department disconnected the telephones of some practitioners. A practitioner dialed many phone numbers before he heard the voice, "the number you dial does not exist."

According to my knowledge, Beijing is the best area in terms of the recovery of group study and group practice. Since the show-trial of the four major contact people in Beijing, more and more practitioners have resumed the group study. In the early morning, more and more practitioners are walking out to practice Falun Gong exercises openly.
It was said that Mr. Jiang Chao-hui, the major organizer of the Falun Gong news release in Beijing (held on the same day as the Chinese communist regime slanderously defamed Falun Gong as a cult) and the 1999 Guang-zhou Falun Dafa experience sharing conference, was sentenced to 12 years in jail.
Three-year-old Kid Was Carried Onto the Police Alone

In November 1999, a practitioner from Guang-dong Province went to Beijing to appeal for Falun Dafa with his wife and four children. When they were doing sitting meditation on the Tiananmen Square, the police carried their 3-year-old kid onto the police van. Up to now, the whereabouts of this 3-year-old kid is unknown. The parents are looking for this kid.
