This person in charge of the Ministry of Public Security said at the conference, that in early 1999, the public security departments issued a policy, altering the facts relating to superstitious activities (editors note: the word "superstitious" is used by the Chinese government to categorize any activity that is contrary to the communist doctrine of atheism) to act as "proof" against Falun Gong. They put a lot of effort into transforming many superstitious stories and pinning them on Falun Gong. For instance, the conflict between a known village sorcerer and his neighbors was transformed into a conflict between "Mr. Li Hongzhi and his neighbors." The fact that this sorcerer collected money by setting up a "charity box " became a story about "Mr. Li Hongzhi setting up a 'charity box' at his home to collect money.
In addition, events such as people who died because they blindly trusted witches and sorcerers; the case of two people's self-incineration; the case of Ma Jianmin who cut open his own belly; the case of Li Ting who killed his parents; as well as the case of a teacher who hung himself, etc. were all altered to become the results from practicing Falun Gong. This has had a considerable negative effect.
This person in charge also said, when summarizing lessons and experiences in their work, as they did not promptly carry out some of their work, they made some mistakes. For instance, those who were treated by Li Hongzhi and had become healthy due to the treatment and those who had experienced positive effects from practicing Falun Gong, were very difficult to transform. So we had to detain them and restrict their freedom so as to block the truth from spreading rapidly. In addition, we fabricated rumors, such as Li Hongzhi's visit to pornographic places in Thailand, gambling in America, his deposit of a large amount of money in foreign banks, and his purchase of a luxurious house in America. However, because there was not sufficient time for us to fabricate relative "proof", our work was questioned, and we failed to respond. Consequently our work turned out to be very passive.
Especially for the event of "a woman's self incineration" , because the author didn't contact us beforehand, we had no time to make up the "proof" of the identity of the person involved and to create a "scene of self-incineration". As a result, a foreign reporter found out that this event and person did not exist. Therefore, we were put into an extremely passive situation.
Moreover, because we didn't know much about the characteristics of Falun Gong's organization, we didn't fabricate "proof" to label murder, rape and other criminal charges against Li Hongzhi in time. As a result, we were refused by Interpol to extradite him. We drew a lesson from this, as in the case of Zhang Hongbao, the founder of Zhong Gong; we made up "proof" to bring criminal charges against him beforehand, in an attempt to gain the trust and cooperation of the Interpol.
