Every night during the "two sessions", the police department of Jin-zhou City sent out police officers and street officers to the local train station to search for Falun Gong practitioners in order to prevent them from going to Beijing to appeal for Falun Gong. Practitioners would be sent to the detention center directly once they were found.
A practitioner named Hua Yu-ping was found at the train station by some police officers and she was severely beaten to the extent that she was hardly recognizable. Wang Ming and Zhang Shu-jie were beaten up and there were bruises all over their bodies. Because they had gone to Beijing many times, they would be sent to labor camps.
The Lin-hai police department arrested practitioner Li Gang because he was suspected to have collected signatures for the appealing letter to the National People's Congress. He was severely beaten up. There were bruises all over his body, and he could not even take off his pants. The cruelest part was that the police officers even burned his fingernails with a lighter.
Some other practitioners including Zhang Jie, Cao Yu-huan, Liu Shu-yuan, Wang Li-fan and Wu Yan-qiu were arrested at their homes. They were detained because they refused to promise that they would not go to Beijing to appeal for Falun Gong during the "two sessions".
Some practitioners were demanded to pay a deposit of 2,000 Yuan to guarantee that they would not go to Beijing during a certain period. However, the deposit was not returned to them although they had not go to Beijing during the promised period.
Four practitioners were arrested and detained for practicing Falun Gong at their homes.
Some practitioners got detained for signing the appealing letter to the National People's Congress.
The detention center had detained up to 80 practitioners, 72 of them were female. The oldest one was 68 years old. After being detained for 15 days (which is the legal limit for administrative detention), many practitioners had their detention term prolonged for another 15 days.
51 practitioners from Lin-he district (7 male, and 44 female) were sent to the "intensive education class" held by the Railroad detention center after serving 15 days of detention. Practitioners did not have personal freedom. Most of them started hunger strike to protest the illegal detention on March 23. On the fourth day, practitioners' family members were invited to persuade practitioners to give up hunger strike.
