13. Practitioner Li Yinping, female, 26, a resident of Victory Street, A'Cheng, was illegally detained for half a day because she went to Harbin City government to appeal for Falun Gong on July 20, 1999. Then she was escorted back to A'Cheng and detained for half the night. Since then, her home has been disturbed dozens of times by street administrators and policemen. They threatened that if she refused to write a guarantee to give up Falun Gong, they would arrest her. On the eve of Chinese New Year, 2001, the street administration office illegally detained her for two days. The street administrators involved in the bullying are Liu Fengxia and Song Xuejun, and the police officers are Zhou Xiaozhang and Xu Hua.

Practitioner Zhang Guirong, female, 47, a Tongcheng Street resident, A'Cheng, was detained for 48 hours and fined 200 Yuan for going to the Provincial government to tell the truth about Falun Gong on July 22, 1999. In November 1999, her company held her for 4 days and forced her to attend three brainwashing classes to make her give up Falun Gong. In February 2000, she went to Beijing to appeal for Falun Gong and was detained for 91 days. She was forced to pay 4,000 Yuan, and expelled from the Party. During that time, her family traveled a lot and spent about 10,000 Yuan to gain her freedom. In October 2000, her company demanded that her family pay 2,000 Yuan and go to Beijing to find her. On December 20, 2000, she was illegally arrested for demonstrating Dafa exercises in Beijing, and detained for 56 days before being sentenced to one year of labor education. Then, on February 14, 2001 she was sent to the notorious Wanjia Labor Camp. On February 22, for persisting in practicing Falun Gong she was locked into a "little cell" where her hands were tied behind her back, and the rope was pulled up so that her toes barely touched the floor. She was released from the "little cell" on March 9, and her right hand is still numb most of the time. At other times, she was ordered to stand up for almost 16 hours a day, and sometimes not allowed to sleep for over 60 hours. One time she was handcuffed to the cell door for three days and two nights. She is still in the labor camp (This information was provided by another practitioner). Policemen Gao Ruiqiang, Li Min, and Wang beat practitioners very cruelly at Wanjia Labor Camp. As they beat practitioners they shouted, "I will make you suffer inner bruises." There are other policemen who do not dare to show their faces to practitioners so they grab practitioners by their hair and strike their heads forcefully against the walls.
16. Practitioner Li Hongmei, female, 40, is an employee of the A'Cheng Transportation Company. On September 25, 1999, she went to Beijing to appeal for Falun Gong. On the next day, A'Cheng city police searched her home and seized her Falun Gong books, a portrait of Master Li Hongzhi, a Falun emblem poster, and other Falun Gong materials. Then, during the period of September 30, 1999 to January 25, 2000, she was illegally detained at the A'Cheng Detention Center for a total of 11 days. She was cursed and tortured by policemen during that period. When she was released on January 25, she paid 10,000 Yuan as a "warranty deposit" to the director of the 610 office (a bureau specifically created by the Chinese government to persecute Falun Gong. It has absolute power over each level of administration in the Party, as well as over the political and judiciary branches) of the City Police Bureau. The warranty deposit is not returned if the person is caught doing Falun Gong activities again. On the same day, officer Liu of the 610 office extorted 150 Yuan from her.
However Li Hongmei was only at home for eight days before the police illegally took her back to the detention center. This time she suffered much more instrumental torture, and was injected with drugs. She was detained for 112 days and extorted out of another 1,000 Yuan as a warranty deposit by the 610 office on May 24, 2000, before she was released.
On October 20, 2000, Li Hongmei was arrested for appealing for Falun Gong in Beijing, and paid 150 Yuan to Liu Yi, a policeman dispatched from Heping Police Station, A'Cheng. On the next day she was escorted back to the A'Cheng detention center, where Director Lu of the Peace Police Station beat her. Three days later, 8 policemen from the Peace Police Station beat her with their fists and kicked her because she refused to have her fingerprints taken. She was kicked so brutally that she urinated blood and her hips were black with bruises. Other Dafa practitioners also in detention witnessed all of these activities.
Two days after Li Hongmei was released she was illegally taken from her home back to the detention center and sentenced to one year of labor-education. During this time, she was locked into the "little cell" three times for 8 days, 10 days, and 77 days, respectively. She was brutally tortured by police. For example, she was not allowed to sleep for long periods of time, police grabbed her hair and forcefully struck her head against wall, and she also suffered many other physical punishments. She and ten other female practitioners were even locked into male cells where they were not allowed to change their clothes for up to 20 days. They were tied and hung up, tied to the headboard of a bed in the male inmate's cells, tied to a torturing chair for up to 9 nights and 8 days, and only allowed to sleep on the cement floor for a short time after midnight.
