Since the Sixteenth Party's Congress, the police in Dongguang County have illegally arrested more than ten practitioners. They confiscated practitioners' homes and took all their Dafa books, materials, and cash. The city sent more than ten people to the county and formed a group specifically to persecute Falun Gong. The police tortured the practitioners by force-feeding them water with a high salt content, cuffing them to iron chairs for days and nights, depriving them of sleep, and disallowing family visits. During the winter, there is no heat or bedding in the detention center. The police even said, "As long as they [the practitioners] are not tortured to death, as long as they still have breath, [they will be treated this way]." Among these practitioners are mothers who have young children and the elderly. The persecution is still going on. Female practitioner Duan Shulan has been illegally detained in the third squad. Zhang Xiyou is the Communist Party Committee Secretary in Tianjia Village, the Town of Nanding, Zhangdian District. Since July 20, 1999, he has been persecuting Falun Dafa practitioners.

At the Spring Festival of 2000, Zhang persecuted practitioners Zou Liyu and her son Wang Liang for going to Beijing to appeal. He ordered the illegal detention of Wang Liang for more than two months because Wang refused to write a "repentance statement". He also stopped Wang's family members from working and caused conflicts in his family thus forcing him to be divorced. In August 2000, Zhang bribed the doctors in Hongshan Mental Hospital. Without any medical proof or order from the local police station, they forced the family to sign and threw Zou Liyu and her son into a mental hospital. There they brutally tortured the two with electric shocks, force-feedings, and injection of toxic drugs. Zou Liyu lost consciousness many times in several days from the torture and Wang Liang's body was so severely damaged that he still suffers severe insomnia. In May 2001, Zhang continued to persecute Wang Liang and forced him to leave home in order to avoid the persecution. In November 2002, Zhang sent Zou Liyu to a brainwashing center that was organized by the Zibo City "610 Office". All these incidences have caused great pain to the practitioners' families.
