1. [Zhaodong City, Heilongjiang Province] Changwu Division of the Zhaodong Police Department in Heilongjiang Province Persecutes Falun Dafa Practitioners on Blacklist
The blacklist compiled by the Changwu Police Division has detailed information on over seventy Falun Gong practitioners, twenty of whom are categorized as "targets under intensive surveillance." Since July 20, 1999, whenever a "sensitive date" such as a national holiday or when major political occasions approaches, the police harass practitioners by taking them to brainwashing centers and coercing them to write "dissociation statements," "repentance statements," and "guarantee statements." Whoever refuses to comply is detained. The town government has dispatched government cadres, staff from neighborhood administration offices, village residential committees, and workplaces, as well as police officers, to keep an eye on practitioners. Five or six people have been assigned to each practitioner. The local government has also coerced practitioners' family members into acting as guarantors in order to prevent practitioners from filing appeals to higher authorities to present the facts about Falun Gong. Leaders from the town government have stated publicly in official meetings, "Whoever refuses to 'guarantee' [to quit practicing Falun Gong], will lose his or her job: a farmer will be have his or her land confiscated, a businessman will have his or her license suspended, a cadre will be fired from public post, and others will be dismissed from the job."

2. [Jiaozhou City, Shandong Province] Security Section of the No. 7 Construction Company of the China National Petroleum Corporation Persecutes Falun Dafa Practitioners
The liaison office of this large state run company is located at Zhongyun in Jiaozhou City, Shandong Province. There are three employees in the company's security section: Li Chuanjun (Section Chief), Liu Bing, and Ding. Since July 20, 1999, the three of them have done everything possible to help the Zhongyun Police Station abduct Falun Dafa practitioners to the police station, the detention center, and the brainwashing center. They have also enlisted non-practitioners to report on practitioners' activities. Several dozen practitioners have suffered from their persecution.

3. [Beijing] Beijing Women's Forced Labor Camp Opens Up a "Mini-Supermarket" in Order to Mislead the Media
The Women's Forced Labor Camp in Beijing has recently opened a "mini-supermarket," where the prisoners can purchase items at about the same price as in public markets. This strategy, which seems to have superficially improved the prison environment, was enacted to mislead international human rights organizations and the media. This does not affect steadfast Falun Dafa practitioners, however, who are still being held in "small cells" of isolation for torture.
4. [Shijiazhuang City, Hebei Province] Falun Dafa Practitioner Song Zhining from Shijiazhuang City, Hebei Province, Is Unlawfully Sentenced to Two Years of Forced Labor
Mr. Song Zhining was unlawfully sentenced to two years of forced labor in January of 2003. Song is currently being held in the No. 1 Brigade of Shijiazhuang Forced Labor Camp. No family members are allowed to visit. Even clothes and other necessities sent in have to be accompanied by "certificates" verifying the senders' identities.
5. [Shijiazhuang City, Hebei Province] Two Falun Dafa Practitioners Are Unlawfully Held in the Guesthouse of the Heating Factory
On March 18, 2003, two Falun Dafa practitioners were sent from the Changfeng Police Station to the guesthouse operated by the Heating Factory. The police found materials that document the facts of Falun Gong in one of the practitioners' home. Both practitioners are facing prison terms.
6. [Shenyang City, Liaoning Province] Brief Report on Falun Dafa Practitioners Persecuted in Shenyang City, Liaoning Province
(1) Wang Bo, male, over 30 years old, was taken away by the police around the Chinese Lunar New Year's Day (between the end of January and the beginning of the February).
(2) Guo, male, over 30 years old, was taken away by the police around the Lunar New Year's Day and then severely beaten.
(3) Song Mingming, female, around 28 years old, was taken away after the Lunar New Year's Day. Her 3-year-old child and paralyzed mother-in-law must now be cared for by her husband alone.
(4) Wang, female, around 50 years old, was taken away from home on March 24. Her husband Zhang Guojun, also a Falun Dafa practitioner, has already served one year in the Zhangshi Forced Labor Camp for distributing truth-clarifying materials.
(5) Fu Shaotie, who is handicapped, and his wife, both around 30 years of age, were abducted by the police in August of 2002 while they were distributing truth-clarifying materials. They were viciously beaten, and their copier was confiscated. They each were sentenced to 7 years in prison and are being held near the Shenyang Ceramics Factory.
7. [Jiamusi City, Heilongjiang Province] Falun Dafa Practitioner Cao Shuqing, Jiamusi City, Heilongjiang Province, Dies from Persecution
Cao Shuqing was a retired employee of the Electric Services Division of the Jiamusi Railroad Bureau in Heilongjiang Province. She left us after suffering from much illness, mental torture, and unjust treatment.
Prior to her practicing Falun Gong, Ms. Cao had many illnesses. Her physical condition completely turned around after she began practicing Falun Gong. Those who knew her witnessed the power of Falun Gong reflected in the changes in her. On July 20, 1999, the overwhelming suppression of Falun Gong began, and she never again lived a day in peace. Leaders from her work unit would send people to "educate" her, and every other day she was forced to "make a statement of her attitude." Then she would be coerced into writing "guarantee statements," etc. If she could not be found, her son, who was employed in the same work unit, would be called in for a talk. When she returned home, he would pressure her to comply. During the past three years, she withstood tremendous pressures and in the end she passed away because of it.
