(Clearwisdom.net) September 9th report: Luo Gan, a Politburo Standing Committee member who is charged with genocide, torture and crimes against humanity is currently visiting several European countries. According to reports from Iceland, Luo Gan left Beijing on September 7th for a visit to Iceland, Finland, Armenia and the Republic of Moldova.
Luo Gan is the head of "610 Office." (The "610 Office" is an agency in charge of overseeing the persecution of Falun Gong members through organized brainwashing, torture, and murder) Luo is a central character in the execution of this persecution, promoting it systematically against millions of Falun Gong practitioners. The methods of persecution include torture, brainwashing, illegal incarceration and murder.
Before Luo Gan arrived in Iceland, the people of Iceland protested against his visit. They asked, "How can such a person who tramples human rights be invited to Europe?"
A reasonable answer to this question is indeed hard to find in a democratic country.
Who is Luo Gan?
Luo Gan was sent to the former Soviet Union for education in his early days. After the Cultural Revolution, Luo Gan found himself in the Political and Judiciary Department and was quickly promoted through the ranks. In April 1998, Luo was appointed as Secretary of the Central Party Political and Judiciary Commission, thus was given the power to control the Commission. One month later, he became a member of the Secretariat of the Central Party Committee, which enabled him to set direction for the National Security Department.
The most central character in carrying out persecution of Falun Gong
From 1992 to 1999, Falun Gong, a spiritual belief rooted in ancient Chinese culture with the guiding principle of Truth-Compassion-Tolerance spread rapidly throughout China. In 1998, a state-run TV station in Shanghai reported that about 100 million people were practicing Falun Gong, which means one out of every twelve people in China was a Falun Gong practitioner.
Toward the end of 1990's, Luo Gan tried to use the increasing numbers of Falun Gong practitioners to advance his political standing. At first he ordered people to write articles that slandered Falun Gong, to be published in state-run newspapers. He also dispatched police to harass and beat Falun Gong practitioners in an attempt to force the practitioners to retaliate and oppose the government.
When former Chinese leader Jiang Zemin sent the order to "eradicate Falun Gong," Luo Gan became the backbone in carrying out of these policies.
In an article published in South China Morning News on July 16, 2002, Luo Gan is described as the architect of the national persecution movement against Falun Gong. He played an important role in carrying out Jiang's order.
Promoting the bloody persecution
The 2001 report published by United Nations Human Rights Commission describes the inhuman tortures used against Falun Gong practitioners. "In October 2000," the UN report states, "prison guards in the Masanjia Prison in Shenyang, Liaoning Province, allegedly stripped 18 female Falun Dafa practitioners and put them into cells containing male convicted criminals. It is reported that Luo Gan, a high-ranking Communist Party official, was aware of the incident. The 18 women are said to remain in prison." According to a reliable news source from China, Luo Gan visited and inspected labor camps and political and judiciary departments. His job was to ensure that government organs on different levels were carrying out Jiang Zemin's three "annihilation policies:"
1. As acknowledged by the government, through the use of systematic torture, abuse, forced labor, murder, brainwashing, stays in mental institutions and injections of drugs detrimental to the central nervous system, to psychologically destroy Falun Gong practitioners. 2. In national propaganda spread by state-run media, Falun Gong practitioners are described as "dangerous members of an evil cult," who are high-risk members of society. This is used to ruin Falun Gong's reputation. They also forged evidence to support their lies and instigate the Chinese people to hate Falun Gong. 3. Financially destroy Falun Gong practitioners: in China the government is in control of the people's jobs and housing. Jiang cut off the salary that supports the practitioners' basic livelihood, including their basic salary and pension. He also deprives the practitioners of their right to education and takes away their housing.
During illegal detention periods, most practitioners are extorted money. Their personal property is confiscated and they have unlawful fines imposed against them.
"610 Office": a Gestapo-like organization in China
According to an internal document issued on July 7, 1999, Jiang Zemin ordered the establishment of a central group charged with dealing exclusively with Falun Gong. This group is called the "610 Office." Jiang further ordered, "All departments, provinces, cities, autonomous districts and special municipalities must strictly cooperate with the actions of the '610 Office.'" Therefore, "610 Office" became a tightly organized yet independent system. It has absolute power over each level of administration in the Party, as well as over the political and judiciary branches.
The US H. Congressional Resolution 188 (420-0), which was unanimously passed, states, "Jiang Zemin's regime has created notorious government '610 Offices' throughout the People's Republic of China with the special task of overseeing the persecution of Falun Gong members through organized brainwashing, torture, and murder," and officials from this "610 Office" directly report to Luo Gan.
International lawsuits against Luo Gan and the "610 Office"
In October 2002, a genocide lawsuit was filed at a U.S. district court, charging Jiang Zemin and the "610 Office" with torture, genocide and other crimes against humanity.
In December 2002, a criminal lawsuit was filed in a French court, charging Li Lanqing, the former vice prime minister of China and also another head of the "610 Office," with torture. In July 2003, a French criminal court accepted the case and began an investigation.
