Two provincial brainwashing facilities are being set up in Heilongjiang Province. One is located in Shuangcheng City, and the other in Jiamusi City. All other inmates within the Jiamusi Forced Labor Camp are to be transferred to other locations, and the labor camp is expected to be solely dedicated to the persecution of Falun Dafa practitioners. Formerly, this labor camp reported to the Bureau of Justice in Jiamusi City. Now it reports directly to the provincial bureau of justice. It has been reported that the transfer of organizational affiliation is under way. Falun Dafa practitioners are also being abducted across Heilongjiang Province and sent to the Shuangcheng brainwashing center.

Around 7:00 a.m. on September 2, 2003, Falun Dafa practitioner Mr. Li Lianjun who had just returned from out of town was waiting for a bus in a long distance bus terminal in Linghai City. The Liaoning Provincial Police Department had a warrant unlawfully issued for Mr. Li's arrest. The director of the women's affairs committee spotted him and alerted Yang Jiuyi, the village head (Yang's telephone number is 86-416-8128677). Yang immediately called the police. A large crowd of officers rushed to the spot. Mr. Li ran into the sorghum fields to escape, but was captured after 8:00 a.m.

On August 6, 2003, officers from the Taijitun Police Station in the Lianshan District Division of the Police Department in Huludao City came to Koujingzi Village. They unlawfully arrested Falun Dafa practitioners Mr. Jing Zhiyang and his brother Zhen Yulin. Another Falun Dafa practitioner in Tianjiugou was also unlawfully arrested at home. The practitioners are in the process of being sent to the Huludao City Detention Center.

On August 21, officers from the same police station came to Changgouling Village to unlawfully arrest Falun Dafa practitioner Mr. Xu Baotian. Mr. Xu was also sent to the Huludao City Detention Center. Falun Dafa practitioner Mr. Xu Hailong was forced to leave home to avoid arrest and is now homeless.

Falun Dafa practitioner Ms. Fei Jinrong was handcuffed for seven days and nights by directors Liu Zhengdong and Li Xiujin at the No. 9 Regiment. The reason for this torture was that she mentioned that the bread had gone bad and the corn porridge had sand in it.

Falun Dafa practitioner Ms. Pu Yanqing could not feel anything with either hand as a result of being handcuffed. Falun Dafa practitioner Ms. Li Guoyun's left hand was severely injured from handcuffing and she could not use her left hand for half a year thereafter. Falun Dafa practitioner Ms. Chen Pingzhen couldn't use either of her hands after the abuse. Many Falun Dafa practitioners also suffered from heart problems because of this torture.

Officer Li Xiujin claimed, "This is just the way I am. What are you going to do about it? Even so, I'm still an officer. I'm going beat you and curse at you. Be my guest if you want to sue me!"

Since July 20, 1999, Mr. Zhang Xuehong has been illegally detained five times by the Police Department and the Political and Judiciary Committee in Gannazhou City.

During the Spring Festival season of 2001, Mr. Zhang Xuehong went to Beijing to present the facts of Falun Gong and was illegally taken into custody and sentenced to one year of forced labor. His home was ransacked twice, and his wife was illegally detained three times. All of his salary and benefits were suspended while he was in the labor camp.

On April 30, 2002, Mr. Zhang was abducted by four people led by Li Jing, an officer from the Chengnan Police Station. He was held in custody at the Hezuo City Detention Center for ten days before his release.

On November 16, 2002, Mr. Zhang was again taken away while at work. He has remained in custody ever since.

In October 2001, Falun Dafa practitioner Yang Jiuhe was forced out of his home. On the evening of June 24, 2003, informants called the police and officers from the Zhou County Police Department in Gansu Province and unlawfully arrested him at home late at night. He is being held in the county detention center.

6. [Wuhan City, Hubei Province] Falun Dafa Practitioner Ms. Yao Hui Is Being Illegally Held in the No. 1 Detention Center in Wuhan City

On May 24, 2003, Ms. Liu Chunying, age 53, went out to distribute Falun Gong truth-clarifying materials. She has been missing ever since. Her whereabouts remain unknown.

On March 30, 2003, Falun Dafa practitioners Ms. Qiu Zhihua (age 50), Mr. Cao Jingyu (age 29), and Mr. Hu Jianhua (age 39) were unlawfully arrested by the Dongshan District Division of the Police Department in Guangzhou City, Guangdong Province. The practitioners were taken to the Dongshan District Detention Center located at No. 15 Shiguling at Tianpingjia in Shahe, Guangzhou City. On April 30, the Preliminary Investigation Section in the Dongshan District Division of the Police Department and the Dongshan District Procurator unlawfully opened criminal cases and issued arrest warrants to further persecute the three practitioners.
