A Reporter's Notes from Secret Documents: The Plot Hatched in April and May, 1999 - (Part 3)

The movement known as "Dealing with and Solving the Falun Gong Issue" started in July 1999 and still continues today. It was initiated with a series of secret documents and orders. The number of government documents issued during this period was simply startling. There has been a constant stream of official rhetoric, followed by notices and policies handed down. All of this was derived from the letter "Regarding the Issue of Communist Party Members' Fundamental Beliefs" that Jiang Zemin wrote to the Politburo on April 25, 1999. It escalated quickly, until it became common knowledge and policy for law enforcement officials: "No need to follow the law when it comes to Falun Gong practitioners," "police have no responsibility for killing practitioners, they can be reported as suicide."

10. Why did Jiang want to "Eliminate Falun Gong"?

Jiang stated that the fundamental reason to "eliminate Falun Gong" was the issue of belief. He said, "Falun Gong advocates theism," and "Marxism advocates atheism." Of course, this is masking Jiang's deep-rooted jealousy with a political excuse to attack what he perceives as a "political opponent." But based on Jiang's speeches, advocating something other than atheism is a good enough reason to start a campaign of persecution.

Over the past a few years many people have repeatedly asked why Jiang was persecuting Falun Gong when they heard about the persecution. In fact, it is very difficult to find a reasonable answer because it is so inconceivable and evil. It may be something similar to how Nero persecuted the Christians.

Nero Claudius Caesar Augustus Germanicus (37-68 A.D.) was the emperor of Rome. He took the throne in 54 A.D. and is one of the most enigmatic emperors in Roman history. According to some accounts, in the beginning, his rule was very benevolent, and Rome went through a quite prosperous time. If "bread and shows" were small enticements to blind the people to greater problems, then Nero truly did give them both for a period. However, he turned violent in 59 A.D. and began to murder people en masse. Some accounts hold him responsible for the great fire of Rome. After the fire, he accused Christians of starting the fire and condemned them to be killed by wild beasts. In 68 A.D., Nero committed suicide after being deposed.

What surprises some historians is that the early years under Nero's rule were actually among the most prosperous in Roman history. But, who can truly rationalize Nero's evil acts?

11. April 27 1999. The distribution of the "Top Secret Document of [1999] No. 14," Issued by the General Office of the Party Central Committee

On April 25, 1999, more than 10,000 Falun Gong practitioners peacefully appealed at the Appeals Office of the State Council. When Luo Gan and others reported to Jiang about the Falun Gong practitioners' appeal, Jiang could not restrain himself any longer. He waved both of his hands and shouted: "Destroy them! Destroy them! Firmly destroy them!" This outburst took those present by surprise, including Luo Gan.

When the "Zhongnanhai Incident" was discussed for the first time at the Politburo Standing Committee meeting, the then-Premier Zhu Rongji advised, "Let them practice." Jiang stabbed his finger at Zhu Rongji and shouted: "Muddleheaded! Muddleheaded! Muddleheaded! They will destroy the Party and the country!" Zhu Rongji, who was once wrongfully accused of being part of the 'Right Wing" in the Cultural Revolution, said nothing more about Falun Gong after this key meeting, which affected the lives of one hundred million citizens and the country as a whole. When the meeting was over, Zhu Rongji shook hands and said goodbye to every staff member present. The other members of the committee were all silent when confronted by Jiang's frenetic outburst.

While Jiang had the silence of the Politburo Standing Committee members, he needed more. In order to have the "elimination" movement gather momentum, Jiang imitated the technique used by Mao Zedong and wrote a letter to all Politburo members. Moreover, he also made personal declarations many times and described the nature of Falun Gong as "fighting over the people with the Party" and "destroying the Party and the country." While Jiang was promising "freedom to practice" and declaring that he "never took away the right to practice Qigong" in representing the "Two Offices" of the Party and the Government, he asked the Party infrastructure to pass down his instructions, speeches and a notice saying, "Communist Party members and Communist Youth League members are not allowed to practice Falun Gong." Jiang's instructions forced many Party officials and government cadres deliver inconsistent messages through various notices and policies, signaling the start of a major political repression.

On April 27, 1999, the Chinese Communist Party Central Office Secretary Bureau issued a document entitled, "Notice Regarding a Letter from Comrade Jiang to the Standing Committee of the Politburo and other related leadership comrades." This was one of the key documents leading up to the persecution. Its document number is Central Office telegram (1999), No. 14, and the level of secrecy is "Top Secret." The document is classified into five topics: "Social stability, group incident, Jiang Zemin, letter, and notice." Actually, the sole purpose of this document was to circulate Jiang's letter, and the rest was just packaging to legitimize distributing the document on a national level to the leadership.

This secret document that was endorsed by the Chinese Communist Party Central Office was distributed widely. It was sent to every province, autonomous region, and municipality under direct jurisdiction, the Party Secretary at each major military organization, and in turn it was transferred to every central ministry and commission head, and the party secretaries in various organizations. The document indicated that altogether there were 720 copies. The text of the notice is as follows:

"On the early morning of April 25, 1999, some Falun Gong practitioners gathered around Zhongnanhai. The number of people reached more than 10,000. In regards to the situation, the Chinese Communist Party Central Office and the State Council Central Office have issued the following: 'The report regarding Falun Gong practitioners gathering at Zhongnanhai" (Central Office telegram (1999), No. 11), and notice of dealing with the Falun Gong practitioners gathering at Zhongnanhai' (Central Office telegram (1999), No. 12). On the night of April 25, Comrade Jiang wrote a letter to the Standing Committee of the Politburo and other related leaders. This letter analyzed and expounded on the cause of the incident, deep-rooted problems, as well as lessons that should be learned. He has made an explicit request to determine how we can take warning from this event, extrapolate, take measures, complete the work, and take strict precautions against the re-occurrence of a similar incident.' We are now distributing comrade Jiang's letter to you. You should immediately organize party committee members to study and discuss the matter, and research the measure for implementation and realization. Please report the study implementation situation to the Central Committee."

The "Letter from Comrade Jiang Zemin to the Standing Committee of the Politburo and other related leadership comrades", dated April 25, 1999, followed.

For those familiar with the inner workings of the Chinese Communist Party, it is not difficult to see that on April 27, 1999, the Chinese Communist Party Central Office served as a mouthpiece for Jiang Zemin.

In July 2001, Newsweek published a commentary article written by Melinda Liu. The article quoted human rights activist John Kamm, "Some of China's other leaders don't necessarily agree with the need for such a thorough crackdown. Jiang is the one behind the drive to wipe out Falun Gong."

12. On April 25, 1999, Jiang Zemin's letter, the root of another national disaster

The following paragraphs are from Jiang Zemin's letter to the Standing Committee of the Politburo on the night of April 25. It was re-typed based on a fax.

"After this incident (April 25 appeal) occurred, the western media immediately reported on it and distorted the facts in an inflammatory fashion. Is or isn't there a connection with overseas and with the West, and is there a "higher-up" behind the scenes scheming and directing this? This is a new signal that we must pay a lot of attention to. The sensitive time has already approached, we have to take effective measures as soon as possible, and take strict precautions against the re-occurrence of a similar event."

"This group incident involved the largest number of people in Beijing area since that upheaval in 1989. I have emphasized many times to put a stop to things at the outset, and when it comes to significant events, to ask for direction and report status."

"Could it really be that our Communist ideals based on Marxist theory, the belief in materialism and atheism, are not able to defeat what Falun Gong advocates? If it is really so, then wouldn't that be a huge joke!" --The communist party controls the entire Chinese authority, army, police, criminal system, and the propaganda machine. It systematically embeds itself into everybody's thoughts and controls the economic lifeline of everyone in the entire society. Falun Gong is just a group of practitioners that "never participate in politics," "truly cultivate towards what is good and benevolent" and "have loose organizational supervision." Why does Jiang Zemin want to force the Communist Party to "defeat" this group of good people?
