"The Two Offices" Nicknamed "The Gate of Hell for Appealing"

Epoch Times reported on August 3, 2004, that the State Council Appeals Office and the National People's Congress Appeals Office of the People's Republic of China are called "The Two Offices" by the people who visit these offices to appeal for help. Gathered by the entrances to the offices are many plainclothes police from different areas, intercepting people who are visiting the offices. It is said that some of these people are not police, but are thugs hired by the local governments. These people occupied the pathways to the entrance of "the two offices" and their vehicles lined the two sides of the pathways to the entrance. They relentlessly beat the groups of people coming to appeal. The people reported the situation to the police, but the police oftentimes turn around and detain and beat these people instead.

On August 3, 2004, Du Mingrong, a woman from Baishan City, Jilin Province who had come to appeal, was beaten when she was trying to visit "The Two Offices." Ms. Du is not a Falun Gong practitioner.

She told a reporter: Now the police behave exactly like they have gone mad. They even bite people. Around the entrance of ¡®The Two Offices' are mostly hired personnel who are paid a certain amount of money for each person they beat. If the person is beaten to death, the police promise to take the responsibility. Today I went to the ¡®Two Offices' to report that the police want to send me to the mental hospital with the false claim that I am a Falun Gong practitioner. As I was passing by, I saw that they were beating three people. One old man in his 50s was beaten to the ground with blood all over his body and looked like he was in critical condition. A man in his 40s and a woman in her 50s were also beaten. They snatched my handbag away, beating me and kicking me. I asked for my handbag back. They then tried to catch me, so I left in a hurry. They do not let us get through the entrance. Every day there are people beaten bloody and it has become a common occurrence.

Reporter: How many of them beat you?

Du Mingrong: How many? There were so many of them there and they are all strong. They beat me until I was confused and disoriented. I could not tell how many of them beat me. Today there were at least 200 of them intercepting the people coming to appeal.

Reporter: Did they come up to you and beat you without asking any questions?

Du Mingrong: They asked me where I came from. If I told them where I came from, the personnel from my local government would grab me right away and send me back. So I did not say anything and kept on walking toward the entrance. They then started to beat me. Anyway, if you try to go in there without answering them they will beat you. This is not even counted as beating. If your group has 10 to 20 people and you persistently try to get in then you might get in, although several of your people will get beaten. If you have only one or two people, it is very easy for them to grab you. They are trained and beat people very hard. Their morality is very low. They say that they won't let you walk and they grab your body everywhere. I am 51 years old and they touched me where they should not have touched. I asked them why they acted so indecently. They really take liberties with women. We have to put up with all kinds of degradation.

Reporter: You were beaten. Did you call the police?

Du Mingrong: We called the police, but they did not take any action. Last time, they beat an old man and injured him. He was seriously injured and could not move. We called the police and when the police came, I knocked on the police vehicle window. Because I knocked on their window, the police tried to detain me. Then the police ganged up with the others.

The police have beaten me three times. On January 7, 2004, the policewomen of Tiananmen Police Station pulled down my pants; they stripped off all my clothes and snatched away 150 yuan from my underpants pocket that I saved from selling bottles for recycling. Policemen stepped on me and insulted me. On August 18, 2003, Niujie Street Police Station police, after they had beaten me and fractured my rib bones, they tied me up for 12 hours. Why does the Chinese government trample on human right so much? My rib bones were beaten and fractured by the police and I am still suffering the pain, and my physical condition is bad. I have been living on the street and I have been eating from garbage bins; I dare not go home.

Because I reported that the police beat people, they now claim that I am a Falun Gong practitioner and they threatened to send me to the mental hospital. I don't have any spiritual belief. When Falun Gong started to be introduced to the public, I even did not know how to write "Falun." I am not a Falun Gong practitioner and I don't know why they tried to claim that I am. They say that I have a mental disorder and they want to send me to a mental hospital. What proof do they have? What evidence do they have to say that I am a Falun Gong practitioner? If they catch me now, they will probably sentence me to prison. I am in serious danger.

On the 15th of July, a police officer caught me, claiming that I was a Falun Gong practitioner. I denied it, but then the police beat me anyway. On July 22 when I passed by Tiananmen Square after I visited the Procuratorate to appeal, the police grabbed me and pushed me into their vehicle. They beat me in the vehicle and again claimed that I was a Falun Gong practitioner. They forced me to admit that I was a Falun Gong practitioner or they would keep beating me. I had to say it before they finally stopped beating me.

I know that Falun Gong practitioners are good people. One time at Tiananmen, they locked Falun Gong practitioners in metal cages that are used to confine animals. They did not let the practitioners drink or eat, and they even locked male and female Falun Gong practitioners in one cage. They also did not let the practitioners use the bathroom. The practitioners did not say anything. They are really truthful, benevolent, and tolerant. I have to admit that I saw many virtues shining in them. When the police beat us we would shout for help ¡®The police are beating people!', ¡®Please help!' But the Falun Gong practitioners did not say anything no matter how the police beat them. Our people who came to appeal are not as noble as the Falun Gong practitioners, and our characters are not as high as that of the Falun Gong practitioners."

We have reported many times on the plainclothes thugs intercepting the people who come to appeal for help in front of "The Gate of Hell for Appealing." Ye Guozhu, a person engaging in safeguarding the people's rights, female attorney Ni Yulan, as well as many other people who came to appeal, have frequently pointed out this crime. Ye Guozhu said that on July 14 he saw an elderly woman with bound feet in the yard of the "Two Offices." She came from Yunnan Province to appeal for help and she was in her 80s. But the police security violently dragged her in the yard back and forth.

These crimes have shown no signs of abating, even after being exposed. As the time for the Fourth Plenary Session of the 16th Central Committee is approaching, the Beijing government is anxious to get rid of the people who come to Beijing to appeal for help. Those young plainclothes thugs ruthlessly beat people who are in poor health and are suffering, especially the elderly people. This is an indication of how much the traditional Chinese moral standard is being undermined.
