(Clearwisdom.net) The 610 Office was established shortly after the start of the bloody persecution of Falun Gong practitioners on July 20, 1999. The 610 Office is an agency specifically created to persecute Falun Gong, with absolute powers over each level of administration in the Party and all other political and judiciary systems. 610 Office personnel in the police department closely follow Jiang Zemin's regime, carrying out Jiang's secret orders regarding Falun Gong practitioners: "Defame their reputation, bankrupt them financially, destroy them physically," as well as other polices aimed at annihilating Falun Gong. Among them, one big crime is illegally searching Falun Gong practitioners' homes, confiscating their personal property, and extorting huge amounts of money from them in the forms of fines. Most of these so-called "fines" are collected without giving official receipts, or simply writing a receipt on plain, white paper. In fact, the police are embezzling the money for themselves.
The following is a partial record of the fines imposed on practitioners in Yongxing and Anren Counties.
Yongxing County
Some practitioners were fined a total of 169,600 yuan. From this, the county's 610 Office got 159,100 yuan, the public security bureau got 4,000 yuan, the Chengguan Town General Administrative Office got 6,000 yuan, and Gaoting village got 500 yuan. Among these fines, 4,000 yuan is the price of bail and 6,000 yuan is the deposit. All in all, 121,100 yuan (except the fine of 11,500 yuan by practitioners' work units) were collected with no official receipt.
Anren County
Some practitioners were fined a total of 55,000 yuan. From this, 31,000 yuan was the fine, while 24,000 yuan was for bail. All in all, 48,000 yuan were collected without receipts associated with them.
Details of some practitioners' fines:
Chen Zhili was fined 6,000 yuan on December 22, 1999 by the Chengguan Town General Administrative Office in Yongxing County. She was charged 4,000 yuan for bail on March 20, 2000, with the money paid to the Yongxing County Public Security Bureau. She was charged 20,000 on July 6, 2003, with the money paid to the Anren County Public Security Bureau (with no receipt).
Dai Yuzhen was fined 3,000 yuan at the end of December 1999 by the 610 Office and was given no receipt.
Huang Xiaofen was fined 4,000 yuan on January 18, 2000 by the 610 Office, and no receipt was given. The authorities extorted 500 yuan from her in January 2001 through a body search in Gaoting village (with no receipt). She was fined four times for a total of 8,500 yuan from 2002 to 2003 by the 610 Office, and was never given a receipt.
Li Fuxun was fined 8,000 yuan in May 2001 by the 610 Office (4,000 yuan had no receipt), and 6,000 yuan in August 2001 by the 610 Office with no receipt.
He Yingchun paid a 1,000 yuan deposit on January 5, 2000 to the 610 Office with the receipt given only on plain, white paper. He was fined 2,000 yuan on January 22, 2001 by the 610 Office and given a receipt, and was fined 2,000 yuan on June 28, 2002 by the 610 Office and given an official receipt.
He Jiangju was fined 10,000 yuan in May 2003 by the Anren County Public Security Bureau and was not given a receipt.
Zhang Tinglan was fined 6,000 yuan in April 2000 by the 610 Office (with no receipt).
Xu Lanfen was fined 5,000 yuan at the end of 1999 by the 610 Office and paid a 100 yuan deposit (with no receipt), 1,200 yuan in May 2001 by the 610 Office (with no receipt), 1,000 yuan in August 2002 by the 610 Office (with no receipt).
Li Huihan paid a 1,000 yuan deposit (term limit is one year) in January 2000 to the 610 Office with the receipt written on plain, white paper.
Huang Chengfeng paid a 1,000 yuan deposit (term limit is one year) in January 2000 to the 610 Office with a plain, white paper receipt.
Xu Huatang paid a 1,000 yuan deposit (term limit is one year) in January 2000 to the 610 Office (plain, white paper receipt).
Lei Yuguang paid a 1,000 yuan deposit (term limit is one year) in January 2000 to the 610 Office (plain, white paper receipt).
Yi Xuejie was fined 2,000 yuan in July 2003 by the Anren County Public Security Bureau (with no receipt).
Deng Guangfu was fined 7,000 yuan in November 2003 by the Anren County Public Security Bureau (with receipt).
Li Xueren was fined 12,000 yuan in 2003 by the Anren County Public Security Bureau (with no receipt).
Chen Yiyuan was fined 15,000 yuan in November 2003 by the 610 Office (with no receipt); paid a 2,000 yuan deposit to the 610 Office (with no receipt).
Li Fari was fined 6,000 yuan in December 1999 by the 610 Office (with no receipt).
Wu Shengying was fined 10,000 yuan in 2002 by the 610 Office (with no receipt); 15,000 yuan in 2003 by the 610 Office (no receipt); was released on bail for 4,000 yuan, paid to the Anren Public Security Bureau (with no receipt).
Li Yunzhen was fined 3,000 yuan in April 2004 by the 610 Office (paid by practitioner's work unit).
