(Clearwisdom.net) Zhaoyuan City's kind-hearted people warn Falun Gong practitioners when they clarify the truth, "I know Falun Gong is good. Please, be very careful. Don't let the 610 Office catch you." When ordinary people talk amongst themselves about the facts of Falun Gong, they often make sure that no one else hears them, and say quietly, "Please, lower your voice. You don't want to be caught by the 610 Office." It even has gotten to the point where parents hold the 610 Office as a club over unruly children. If children cry and are noisy, the adults threaten the children, "610 is coming!"
After July 20, 1999, when the persecution of Falun Gong began, the Zhaoyuan City government organized a "leadership team for dealing with the Falun Gong problem." The municipal party committee assistant secretary Dong Xibin was appointed team leader. The team immediately went into high gear persecuting practitioners. They confiscated Falun Gong books, arrested Falun Gong practitioners, demanded that everyone declare their stance, and took it upon themselves to slander Falun Dafa incessantly. They kept pace with the accelerating persecution during the first half of 2001.
Zhaoyuan City set up a high-level government agency, the "Municipal Party Committee 610 Offices," followed immediately by 610 Offices in every village, town and business enterprise. They painstakingly established a sinister system, destroying true justice within all levels of the government. They put Liu Weiqun, the Municipal Party Committee Secretary, Zhang Guifen, the assistant secretary in charge of politics and judiciary, Jiang Zhongqing, Political and Judiciary Secretary, and Cai Ping, Public Security Bureau Director General in charge of the 610 Office. They have all committed unpardonable crimes.
Zhaoyuan's 610 Office Brainwashing Center police officers and village and town government staff have participated in torturing and killing Falun Gong practitioners. They implemented the "three policies" of "Arrest, fine, and eliminate all Falun Gong practitioners." They have perpetrated countless crimes.
Over the past five years, Zhao Jinhua, Sun Shaomei, Jiang Liying, Zhang Lin, Sui Songjiao, and Fu Xibin from Zhaoyuan have been tortured to death. Close to 20 practitioners were unlawfully sentenced, and more than 120 people were detained in the forced labor camp. Since early November 2004, the 610 Office sentenced another three practitioners to forced labor, and the 610 Office Brainwashing Center is still torturing Falun Gong practitioners. Nearly 1,000 Zhaoyuan Falun Gong practitioners have been detained, fired, and brainwashed. Their homes were ransacked repeatedly. They were fined large sums and forced to become homeless to escape the persecution. Many were murdered or sentenced to forced labor camps.
Jiang's regime and the 610 Office also have implemented a guilty-by-association policy. They do not let Falun Gong family members join the military, refuse admission to universities, and routinely take hostages in order to arrest more Falun Gong practitioners. They don't hesitate to harass family members and disrupt a family's daily life and work environment. The criminal acts of the Zhaoyuan 610 Office have brought serious losses to Dafa practitioners and their families.
Many of the tragedies suffered by Falun Gong practitioners and their families, perpetrated by Jiang's regime, 610 Office officials, and police officers, have been well documented.
1. On October 7, 1999, Zhangxing Town Police Station Director Wang Qide, Zhang Hai, Sun Shixun, Fu Wenhui, and others tortured Falun Gong practitioner Zhao Jinhua from Zhaojia Village, Zhangxing Town to death. This was the first known murder of a Falun Gong practitioner in the country.
2. Police from Linglong Town and Luan Deqing from the public security sub-bureau persecuted Ms. Sun Shaomei from the Linglong Town Supply and Marketing Cooperative. As permitted under existing law, she had gone to Beijing to appeal in the winter of 2000. She was killed by Beijing police. At that time, her eldest daughter was not yet 20 years old, and her son had just turned 12 (he is now attending an occupational high school).
3. In January 2001, Linglong Town Public Security Deputy Director General Luan Deqing, in collusion with the city vice squad, murdered Ms. Jiang Liying from Jiangjia Village, Linglong Town. Jiang's eldest daughter was not yet 20 years old, and her younger daughter had just turned 13 (she is now attending an occupational high school).
4. In 2003, Mr. Wang Hejiang and his wife, Ms. Zhang Shuqin from Wangjia Village, West Xinzhuang Town, were sentenced because they refused to renounce their belief in "Truthfulness, Compassion, Forbearance." Their daughter, 14, can't afford to go to school, and is now is looking for a job. Her grandparents currently support her.
5. In April 2003, Ms. Sui Songjiao from Lijia Village, Jinling Town was murdered in the Zhaoyuan 610 Brainwashing Center. Ms. Song Shuqin, the head of the brainwashing center, has brutally persecuted several hundred people.
6. In 2003, the Zhaoyuan 610 Office compelled the Judicial and Public Security Department to sentence Mr. Wang Yanqing and his wife Ms. Fu Yingxia, from Dazhuanshan Village, Daqinjia Town, to 8 years in prison. They are now detained in Jinan Prison. The grandmother is the sole support of their 8-year-old son. They are destitute, as the grandmother is on her own and has no income.
Wang Yangqing's 12-year-old nephew lost his father in an accident. His mother is remarried. The boy depended on Wang Yangqing for support. After they were sentenced, the child had to be supported by his grandparents. His grandmother is bedridden due to paralysis. The grandfather is the sole caretaker of his wife and the boy. They are destitute and have no source of income.
7. Falun Gong practitioner Sun Guo from the Electricity Bureau was sentenced harshly, and his wife became homeless to avoid further persecution. Their daughter was 13 years old at the time. She has lived by herself since then, for the past three years. Because of continued harassment and bullying by the 610 Office, Sun Guo's mother-in-law suffered a breakdown and can no longer take care of herself. Sun Guo's parents, who are 80 years old, live in constant fear.
8. In 2002, Zhaoyuan's 610 Office sentenced Ms. Wang Zhujie from Zhanghua Village to forced labor for not renouncing her belief. Her daughter is 9 years old now. After Wang Zhujie was detained, the stepfather threw her out of the house. An aunt now supports her.
List of Perpetrators in Zhaoyuan City
1. The first 610 Office leader in Zhaoyuan City, Qin Yuxian
Qin Yuxian, male, 54, from Old Qinjia Village, Daqinjia Town, is the former deputy director general of the public security bureau. In the first half of 2001, Zhaoyuan City set up the 610 Office. Qin Yuxian was the first leader.
In March 2004, a municipal brainwashing center was established in Linglong Town by orders from the Zhaoyuan City Party Committee Secretary Liu Weiqun, Assistant Secretary in charge of politics and judiciary Zhang Guifen, and Political and Judiciary Secretary Jiang Zhongqin. Qin Yuxian is a loyal follower of Jiang's persecution orders, as is Song Shuqin of the brainwashing center, and they unceasingly persecute Falun Gong practitioners. Their crimes include kidnapping, brutal torture and blackmail.
1) Abductions: When the persecution began, any practitioner who practiced Falun Gong before July 20, 1999 was in danger of being abducted. To assure success, they mobilized all those willing to play a part in the persecution, including public security department staff, citizens in every village, and town and business entities. The 610 Office members have scaled walls to break into practitioners' homes, blocked escape by practitioners, stolen property, deceived practitioners to get them away from the workplace to arrest them, and used plainclothes agents to capture practitioners. They do not hesitate to employ all kinds of sinister methods to abduct practitioners and send them to brainwashing centers. They force them to watch videos that slander Dafa, and stop at nothing to make them renounce their beliefs.
2. Brutal Torture: They force practitioners to write the Guarantee Statement. Those practitioners who refuse to renounce their beliefs are brutally tortured, including beatings and verbal abuse, shocking with electric batons, being hung up by handcuffs, injection with unknown drugs, torture on the Tiger Bench, being tied to a metal chair, being locked up in a small cell, stripped in freezing cold weather, being subjected to sleep deprivation for several days, denial of the use of the toilet, force-feeding, and so on. Nearly 20 kinds of brutal torture methods are being employed there.
3. Blackmail: Jiang's regime uses people's hard-earned money to suppress them. The Zhaoyuan Finance Department appropriated 400,000 yuan for the annual brainwashing center budget. Since Jiang and Luo gave the order of "removing their sources of economic support," the Qin Yuxian group has found another opportunity to get rich. They blackmail the abducted practitioners and demand payment of large fines. Some workplaces were forced to pay 1,000 yuan for each practitioner they sent, and it did not matter how long they were detained. Some village practitioners have to sell all their belongings because they have no money to pay the fine. Liu Yujiu forced a female practitioner to get a divorce when she could not afford the fine. They demanded her divorce settlement for payment to the brainwashing center.
They also extort money from practitioners' families by taking the advantage of their fear for their loved ones. Some family members are afraid that their relatives will be detained. They hand over money and valuables in private. Some paid more than 10,000 yuan, which includes fines and gifts. No receipts are given.
A vicious cycle was thus established. The more practitioners an official arrested, the more he sent to the forced labor camp, the more political achievements and money that official would be given. For example, The 610 Office arrested Li Xiaodong from Chengli Village at her home in 2002, and they confiscated 5,000 yuan. A few days later, the 610 Office members extorted 4,500 yuan from Li's father. This was for not sentencing her to forced labor. Several months later, Li was sentenced to forced labor. Yet on that day the 610 Office extorted another 500 yuan out of her father. They claimed that it was for the forced labor camp. Li's family had turned over a total of 10,000 yuan.
4. Irrational sentences: Falun Gong practitioners are irrationally and unlawfully sentenced. Qin Yuxian's greatest political "achievement" is the unlawful sentencing of Falun Gong practitioners. Within a two-year period, he sentenced 14 people. In 2003, he sentenced Sun Guo, Wang Yanqing, and Fu Yingxia to 8 years each. In October 2003, Fu Yingxia was sentenced in Zhaoyuan. She conducted a hunger strike for more than 40 days and became critically ill. She was sent to prison twice, but was not accepted for fear of the prison being responsible for her death. Zhaoyuan's 610 Office did not give up. They kept sending her to Jinan Prison.
Insiders from the local court disclosed that there are no laws for putting Falun Gong on trial. However, they are ordered to take commands from "the top" and the 610 Office. The 610 Office even decides the prison terms for practitioners.
Qin Yuxian's second achievement is reeducation through forced labor. Forced labor is outlawed by most of the world, but it is still used by the Chinese regime. To sentence someone to forced labor does not require any legal process or established laws, since it is considered "administrative punishment." The 610 Office can sentence anyone to forced labor camp at will. It is easy, convenient, and can be handed down arbitrarily. Qin has sentenced close to 40 people to forced labor during his tenure.
5. Destroying relationships and families. When Qin Yuxian was the head of the 610 Office, he sentenced many Falun Gong practitioners and destroyed many families. Falun Gong practitioners who were tortured to death include:
1) Zhang Lin from the No. 42 Wenhua District. In August 2001, 610 Office personnel arrested her and sent her to the Wang Village Forced Labor Camp. Two months later, Zhang Lin was killed.
2) Ms. Sui Songjiao from Lijia Village, Jinling Town was fined large amounts of money, brutally tortured, and mentally persecuted for a long time in the 610 Office Brainwashing Center. She was persecuted to death in April 2003.
3) Fu Xibin from Daqinjia Village was persecuted to death in October 2003. Among four children, only one daughter could make funeral arrangements. One daughter was critically ill in the hospital, and another daughter and son had become homeless to avoid the persecution. After Fu Xibin died, Qin Yuxian and 610 Office staff, police officers, and town government personnel came in two police cars to Fu's home and the crematory. They hoped to catch the son and daughter that they believed would come home for the funeral.
4) Qin Yuxian also encouraged others to commit crimes. Once he encouraged a group of laborers by saying, "Isn't it difficult and time consuming to earn money the hard way? If you report Falun Gong practitioners, you will be rewarded with 300 yuan. See how easy it is to make money?" The laborers said: "We won't do such an immoral thing, not even for ten thousand yuan."
Qin Yuxian retired at the end of 2003. However, whoever commits sins towards Dafa and Dafa practitioners will be brought to justice in due time.
2. The First 610 Office Leader in Zhaoyuan City, Liu Shuju
Liu Shuju, male, 46, is from Dayuanjia Village, Qishan Town. He lives in Building No. 23 of the Garden District.
In early 2004, Liu Shuju replaced Qin Yuxian as the head of the 610 Office. In February 2004, Liu Shuju attempted to have everyone who practiced Falun Gong before July 20, 1999 sign and declare his or her intentions. This was called "knowing the real situation." Practitioners who refused to sign were harassed. Family members were threatened and held guilty by association. Workplaces were put under pressure. Some workplaces even deducted money from employee wages and refused to manage their retirement accounts. For a while, this signature was the focus of every place in the entire city. To persuade practitioners to sign, schools put pressure on students and companies put pressure on family members. Whoever refused to sign was sent to the brainwashing center.
In April, the Zhaoyuan City 610 Office ordered every village and town government, as well as enterprises, to arrest Falun Gong practitioners and take them to the brainwashing center. Each village and town was given a quota of two to six people. Those who did not reach their quota would be assessed higher taxes at the end of year. All had a direct relationship to the personal interests and promotion of the individual. Ruthless methods were used to force all companies and individuals to commit crimes.
In May, a central government employee with the surname of Zhang held a ten-minute secret meeting with Jiang's cohorts from all levels of the province, city, and county in Chanzhuang Town. The theme was the persecution of Falun Gong. Liu Shuju actively cooperated and enforced the criminal orders from Jiang's regime. He persecuted many innocent people and forced everyone in state enterprises, resident committees, schools, village and town, and village committees to pass an anti-Falun Gong test, put their signatures on an anti-cult document, and to answer questions that slandered Falun Gong. He also assigned police officers and national secret agents to monitor and arrest people.
In June, Liu Shuju coerced the 610 Office into raising the abduction quota for workplaces. He demanded that the number of those arrested increase several times over April's quota. He specifically wanted to arrest the "cadre." Under Liu's command, some policemen even broke into practitioner's homes and arrested them during the daytime.
A number of practitioners were arrested around the same period of time.
Wang Peimao, political secretary of the mine, and police officers arrested Shao Jianhui, a Falun Gong practitioner, who was an employee of the Chanzhuang Gold Mine during his noon time break at his home. He was only wearing shorts.
Wang Peimao and some of his cohorts arrested Pan Junzhu, a Falun Gong practitioner.
There were police who scaled the wall at night to arrest Falun Gong practitioners. Policewoman Sui Songna, along with some people under her charge, scaled a wall to arrest a female practitioner in Chengnan District.
Mengzhi and Luofeng police station staff arrested practitioners in Xiadian, Daqinjia, Chanzhuang, Fushan, Qishan, Jinling and other villages and towns, along with Chanzhuang Gold Mine and Linglong Gold Mine. They searched the practitioners' homes and sent a great number of people to the brainwashing center.
July and August were sensitive dates. The Zhaoyuan City 610 Office held many meetings to direct further persecution. The practitioners had done nothing wrong, yet the authorities search their homes and arrested them anyway. They used the excuse of "checking out reports from people." When practitioners asked them why they were arrested, they responded, "Someone reported you."
In September and October, the Zhaoyuan City 610 Office spread rumors of Falun Gong going to appeal in Beijing. They ordered companies to "monitor, supervise, and prevent any disobedience of their directives." They had plainclothes police watch and monitor every train station and main route. They continued to persecute Falun Gong and instigate hatred.
In mid-November, the Zhaoyuan City 610 Office ordered every police station and resident committee to scrutinize Falun Gong practitioners through phone calls and harassment in person.
Liu Shuju was no better than Qin Yuxian. He made sure that the brainwashing centers employed every available method to force practitioners to renounce their belief in "Truthfulness, Compassion, Forbearance," with the intention to fully "transform" every practitioner. Practitioners who stayed firm were brutally tortured. Since February 2004, the persecution in the brainwashing center has not stopped. Liu continued to use the persecution methods implemented in 2001, including mental and physical persecution of people of all ages, even those older than 70. He did not even spare a disabled, blind person. Since July, the internal order from Jiang's regime was "outside loose, inside tight, no words, just actions."
Song Shuqin's persecution methods of Falun Gong practitioners who refused to be transformed included locking up in small cells, physical assault, sleep deprivation, and brutal torture. Song personally beat a blind mother and son from Lagezhuang Village, Chanzhuang Town.
In September, Sun Qiquan was named head of the brainwashing center. Song Shuqin secretly trained him in all the torture methods used on Falun Gong practitioners. She advised him of her success of moving up the ladder through torturing Falun Gong practitioners. Sun Qiquan was an eager pupil. Liu directed this thug to carry out all sorts of torture methods.
Ms. Xia Meifen of Qishan Town was arrested in September and taken to a brainwashing center. She went on a hunger strike for eight days. Sun Qiquan tied her to an iron chair (1) This torture becomes unbearable after a while. After Xia Meifen was locked up for eight days, her hands and feet became numb and purple, the entire body was in pain, and the lower body became swollen. Xia Meifen did not relent. She was dragged to the second floor, and locked and cuffed in a small cell for ten days. Xia Meifen still refused to give up her belief. Sun Qiquan was at a loss and appeared to be very angry. He slapped her face and smashed his fist into the right side of her face, causing severe pain and swelling. Sun Qiquan still did not give up. He bought a long rope, ordered a police officer surnamed Chi to tie up Xia's arms, force her to squat on the ground, and then hung her from the window frame.
Ms. Qu Meiling from Biguo Town did not renounce her belief, and she went on a hunger strike to protest the illegal detention. She was locked up in a small cell and handcuffed. Sun Qiquan angrily slapped her face hard, which resulted in swelling and her face to become unrecognizable (the perpetrator tortures practitioners alone in a room, so others won't see).
Ms. Yang Songmei from Zhangxing Town held a hunger strike for ten days to protest the persecution. She was violently force-fed and tormented. She suffered great pain.
Mr. Liu Shuwen of Xiadian Town refused to renounce his belief. Sun Qiquan detained him and three female Falun Gong practitioners in a small room, and forbade him to use the toilet. Earlier this year, Liu Shuwen had been detained in the brainwashing center for more than three months.
Ms. Chi Guilian of Biguo Town was detained for more than two months. Sun Qiquan locked her up in a room, separated her limbs widely and cuffed both her hands to the bed. She refused to compromise. Sun Qiquan tied her to the iron chair for more than ten days.
In September, a non-practitioner was also held in the brainwashing center for a month because a family member practices Falun Gong, and because he is sympathetic towards Falun Gong practitioners.
The brainwashing center illegally detained Falun Gong practitioners until at least the end of November.
3. Policeman and Deputy Chief of the 610 Office Yang Liping
Yang Liping, male, 40, is from Qianlujia Village, Xiadian Town, and lives in the residential building of the public security bureau of Chenzhong district near the Electricity Bureau. He was a policeman at Mengzhi Police Station who participated in the persecution of Falun Gong since July 20, 1999. He first was transferred to the special case team, and then to the police department's 610 Office. He is now the deputy chief of the 610 Office.
In November 1999, several Dafa practitioners visited Zhao Jinhua's grave. She had been tortured to death by staff from the Zhangxing Police Station, and they wanted to commemorate her. Yang Liping insulted them with vulgar language and detained them for more than a month.
In February 2000, an elderly practitioner was arrested for going to Beijing to appeal. Family members took him/her home. Yang Liping took people to this practitioner's home, fabricated a story, and detained the practitioner for a month.
The night before New Year's of 2000, several practitioners went to Beijing to appeal. They were arrested and taken to the Zhaoyuan office in Beijing. Policeman Zhu Guijun handcuffed a male practitioner's hands behind his back in a position where he could barely breathe. He fainted after thirty minutes. Yang Liping beat his body with a leather belt, including his head and face. Yang also slapped this practitioner's face with his shoe. Yang Liping and Zhu Guijun kicked the head of Zhao Yuhong, a female practitioner, as well as the head of a male practitioner. Then they held the heads of both practitioners submerged in piercing cold water.
During the January 2000 Chinese New Year, Daqinjia Falun Gong practitioner Fu Caixia appealed as permitted under Chinese law. She was detained in Zhaoyuan Detention Center and Daqinjia Police Station for three months. 610 Office members visited the detention center many times to interrogate her, and they brutally tormented her during the interrogations. One day seven or eight policemen including Yang Liping, Lin Tao, and Sun Lichun shocked her with electricity three times in the afternoon. Fu Caixia loudly shouted from the pain. Yang Liping maliciously said, "Close the door, block her mouth, and let her die."
In November 2000, a female practitioner of 60 was arrested for appealing on behalf of Falun Gong, and she was detained in the basement of Luofeng Police Station. Yang Liping grabbed hold of her hair, punched and kicked her, verbally abused her, and ordered Sun Wei, a young policeman, to beat her. She could not bear the inhuman torture and escaped from the basement. Yang Liping discovered her escape and pursued her. The older lady sprained her ankle and was caught by Yang. Yang then proceeded to punch and kick her, injuring her back.
In May 2003, 610 Office police arrested Daqinjia practitioner Fu Yingxia. The 610 Office leaders Yang Liping and Luan Deqing took over her persecution and tortured her. They used many torture methods, including the Tiger Bench, electric shocks, cuffing with handcuffs and foot shackles, putting burning cigarettes into her nose, beating her feet with thick wooden sticks, beating her legs, and force-feeding.
Qin Yuxian, Liu Shuju, and Yang Liping faithfully carried out Jiang's orders and committed grave crimes against Dafa.

(1) Iron Chair - A torture instrument with two hoops at the bottom that can be locked. The guard forces the practitioner to sit on the chair, slip the legs into the two hoops and locks them. Then a steel chain is tangled, pulled around the waist and locked. The entire body is immobilized.
