Facts of the Persecution

1. Lawless Officials in Jiyuan City, Henan Province Sentence Falun Dafa Practitioners Ms. Feng Xiaoling and Ms. Zhao Yufeng to Forced Labor

In 2005, police from the Yaqiao Substation ransacked at least eight homes of Falun Dafa practitioners in Yaoyuan Village, Tie'an Village of Yaqiao Township, and Mazhai Village in Beihai Township. The officers were led by Jiyuan City Party Secretary Zhou Chunyan (female), Deputy Secretary Liang Dagui (male), Party Political Security Committee Secretary Hao Qingnun (male) of Jiyuan City, together with Deputy Secretaries of Political Security Committee Zhao Zhongjun (male), Yu Wuzhong (male), City 610 Office agent Wang Qingzhu (male), Jiyuan City Police Department Chair Li Baoxing (male), Deputy Chair Chen Jiali (male), State Security Agent of Jiyuan City Division Head Wang Mingli (male), and Political Director Wang Guoyou (male). On February 1-3, 2005, they abducted Falun Dafa practitioners Ms. Feng Xiaoling and Ms. Zhao Yufeng, and held them in a detention center. These two practitioners held a hunger strike in protest and were tortured by being force-fed. The practitioners were later sentenced to two years of forced labor.

2. Falun Dafa Practitioner Ms. Su Shunrong from Jilin City Was Tortured During Interrogation - Her Family Is Attempting to Rescue Her

Ms. Su Shunrong is a Falun Dafa practitioner in Chuanying District, Jilin City, Jilin Province. On March 1, 2005, she was abducted from her home by police officers from Zhihemen Substation, Chuanying District Forth Criminal Division, Chuanying District State Security Agents (610 Office), and Jilin City Police Department. Ms. Su was tortured while being interrogated, and detained in the Jilin City Third Detention Center. Ms. Su was force-fed mustard oil and forced to sit on a tiger bench. On March 18, 2005, Ms. Su's family visited officials who are dealing with Ms. Su's case regarding the tortures she has suffered. They also visited Zhihemen Police Substation, the State Security Division, and the Chuanying District Criminal Division.

3. Statement of Falun Dafa Practitioner Ms. Yan Huawei

To: Luyuan District Police Department and People's Procuratorate of Changchun City

Plaintiff: Ms. Yan Huawei, born on January 29, 1963, began Falun Gong practice in 1995. Plaintiff has been illegally sentenced to nine years in prison and is now jailed in Heizuizi Women Labor Camp in Changchun City.

Plaintiff requests that the Luyuan District Police Department and People's Procuratorate:
1. Charge Yuan Dachuan (male) and Cheng Long (male) with the crimes of torture and illegal detention
2. Charge Zhang Lianji (male) with the crime of illegal detention
3. Charge Zhengyng Police Substation Officers with torture and illegal detention
4. Order Luyuan Police Department to pay victim monetary compensation for torture and illegal detention.

Plaintiff's statement of criminal acts: At 10:00 a.m. on the morning of July 21, 2002, I called a fellow Falun Dafa practitioner from a public phone booth. More than ten policemen from the Zhengyang Police Substation arrested me, and tied me up, beat me, and cursed at me in the substation. My face was deformed, and my eyeballs were displaced due to being severely beaten. On the afternoon of the same day, at around 2:00 p.m., Yuan Dachuan and Chen Long, from the Luyuan District Police Department, together with several officers from the Zhengyang Substation, took me to the Luyuan District Police Department Office. There they tortured me on a tiger bench for an extended period of time and used the big hang up (1) torture.

Note:

(1) Big hang up - There are two forms of this torture: (a.) With both hands cuffed behind the back and only toes touching the ground, the practitioners are hung by a rope that is tied to the metal window frames. (b.) One hand is cuffed to one bunk bed and the other hand to another bed, and the two beds are pulled in the opposite directions. The practitioners feel extreme pain as the body is pulled.
