(Clearwisdom.net) On page A2 of the Jinzhou Daily published on December 8, 2005, there was a piece of news about Jinzhou City's Third "Outstanding Young Guards." Among those selected was Zhang Chunfeng, the Deputy Head of the No. 2 Division of the Jinzhou City Forced Labor Administrative Bureau. In describing his deeds it said, "In the work of forcing the practitioners to renounce their belief, he has demonstrated his capabilities, skills, and the use of tricks. During the last six years, he has written more than 40 thousand words of materials denouncing Falun Gong."
Now let's rip the mask off this "outstanding" young guard and see what kind of tricks and abilities he uses in his work. Over the last six years he has used violent brainwashing and cruel torture to force steadfast practitioners to renounce Falun Gong. He is one of the most vicious police guards at the Jinzhou Forced Labor Camp. Because of his "prominent" performance in the persecution, he was promoted to Deputy Head of the No. 2 Division, a strictly controlled division that specializes in persecuting Falun Gong practitioners. The following are some of the crimes he has committed.
On September 13, 2000, practitioner Mr. Shi Baodong was forced to sit on a ridged stool for 16 hours--from 6 a.m. until 10 p.m.--simply because he refused to renounce Falun Gong. After sitting on the stool for a long time his lower back was excruciatingly painful and he had blisters on his buttocks. He had to scratch them once every few minutes. One week later Mr. Shi took off the sleeveless garment that inmates wear and refused to sit on the stool. He was hung up and handcuffed in the Iron Cage. In the afternoon of the third day, Zhang Chunfeng and some other guards brought with them inmate Jiao Baomin, who was holding an electric baton. When Zhang Chunfeng entered the cell, he asked Mr. Shi if he would wear the sleeveless garment. Mr. Shi did not answer, so Zhang slapped his face and incited inmate Jiao Baomin to use the electric baton to shock Mr. Shi's face, neck, chest, and armpits until the battery died.
In April 2002, Zhang Chunfeng began selling sentence reductions. He charged 1500 yuan for a month's reduction. It is not hard to see that Zhang Chunfeng is not only cruel and ruthless but also extremely greedy. In August, Zhang Chunfeng tied the practitioners to "iron chairs in various postures from 5 in the morning until 9 in the evening. Then he handcuffed practitioners to the beds. Mr. Li Zhongjie was tied for six months and his buttocks festered. One time Mr. Li Zhongjie was tortured and deprived of sleep for five days and four nights.
Beginning in September, Zhang Chunfeng took the steadfast practitioners to a dark room on the northern side of the building one at a time to try to brainwash them with cruel torture. The brainwashing would be carried out as follows:
First, the perpetrators would handcuff the practitioner behind his back, put a plastic safety hat, on his head and use a large desk to shove the practitioner into a corner. Then they would keep an eye on him and make sure that his eyes did not close. There were three shifts on duty around the clock with two guards and one inmate in each shift. They took turns interrogating the practitioner. They continuously slandered Dafa. They also forced the practitioner to watch slanderous video programs. They forced the practitioner to stand still for 24 hours, 48 hours or 72 hours and shocked the practitioner with as many as four electric batons at the same time.
Next, those that refused to cooperate after the torture were forced to sit on an iron chair with their arms and legs restrained. The perpetrators used more electric batons to shock them and inserted hard objects underneath their buttocks. Guard Li Songtao would come up with venomous schemes and Zhang Chunfeng and his men would execute them. Practitioner Wang Yuquan suffered from gastric bleeding as a result of the torture, and ever since then he passes out repeatedly. Practitioner Wang Zoushan was tortured for two days and nights. After he was finally released from the iron chair, his legs were bow-legged, his lower body was all purple, and he was mentally unstable.
Practitioner Mr. Hu Gengkuai, 64 years old, had suffered from various illnesses before practicing Falun Gong, including diabetes, hypokalemia and skin tinea. The third day after he started practicing Falun Gong, all his chronic and stubborn illnesses disappeared. He saved a huge amount on medical expenses for the country. After the Communist Party started to persecute Falun Gong, this man who had benefited both physically and mentally went to Beijing to appeal to the government. However, he was arrested and sent to this forced labor camp. In the autumn of 2002, he was transferred to the No. 2 Division for refusing to renounce Falun Gong. Zhang Chunfeng did not reduce his persecution of Mr. Hu because of his advanced age. He and several other guards handcuffed the old man to the pipes of the central heating system so that he could not stand up nor squat down. He was not allowed to sleep and was repeatedly tortured.
In the morning on December 30, practitioner Mr. Wang Guilin was transferred from the New Arrivals Division to the No. 2 Division. As soon as he arrived at the No. 2 Division, Zhang Chunfeng handcuffed him behind his back, put on a helmet on his head, and forced him to stand in the corner behind a big desk. After more than ten hours of violent brainwashing torture, Mr. Wang still refused to renounce his belief. At 9 p.m. Chunfeng and the other guards were very angry. They called in criminal inmate An to help. These perpetrators handcuffed Mr. Wang behind his back, forced his legs into the double lotus position, pulled him backwards, tied him up, and made him sit on the ceramic tiles. Half an hour later Mr. Wang still refused to renounce Falun Gong, so they pushed Mr. Wang down on the floor and stripped off his clothes and socks. Then they used several high voltage electric batons to shock his chest and back, both legs, and the arches of his feet. The new batons were all fully charged with tens of thousands of volts. Because of the extreme pain, Mr. Wang struggled so vigorously that he twice broke the ropes that bound him. How painful that torture must have been!
Zhang Chunfeng not only persecuted local practitioners but also actively joined the persecution in other parts of the country. From December 2002 to January 2003, prison guards from all over the country gathered at the Masanjia Forced Labor Camp in Shenyang. Zhang Chunfeng and four other guards also went to take part in the "transformation" with cruel torture. They stayed for 20 days before returning to Jinzhou. On December 5, 2003, Zhang Chunfeng and four other guards--Li Songtao, Li Houyu, Zhou Jinyue and Han Jianjun--went to Benxi and Fuxin, bringing with them the torture tools (handcuffs, electric batons and helmets). Working together with the guards from Benxi and Fuxin forced labor camps, they tortured more than 70 steadfast female practitioners for 21 days. They returned to Jinzhou on December 26. The five of them each received a 300-yuan bonus from the Ministry of Justice for their "work."
In March 2003 practitioner Mr. Huo Yinshan was taken to the first floor for refusing to renounce Falun Gong. Zhang Chunfeng and several other guards tied and hung him up. Then Zhang Chunfeng personally heavily stepped on Mr. Huo's feet. As a result Mr. Huo fainted several times.
In the summer of 2004, practitioner Mr. Liu Wansheng was extremely weak after a long hunger strike and had difficulty going to sleep. One evening he could not fall asleep, and Zhang Chunfeng and Li Songtao kicked and punched him.
On August 12, practitioner Mr. Wang Lin was brought to the forced labor camp and soon after sent to the No. 2 Division. Zhang Chunfeng locked him up in a separate cell. Mr. Wang refused to go through the brainwashing and shouted at top of his voice, "Falun Dafa is good!" Zhang Chunfeng and Li Songtao ordered the criminal inmates to tie Mr. Wang's legs with bed sheets. They untied him three hours later and then tied him again. Zhang Chunfeng also incited criminal Zhang Tiejun to step on Mr. Wang's legs with leather shoes while Mr. Wang's legs were tied up. The inmate also pinched his thighs. As a result Mr. Wang was unable to walk for three months. Even today he still feels pain in his knees. In September, the guards of the Jinzhou Forced Labor Camp increased the persecution to force the steadfast practitioners to renounce Falun Dafa. Therefore, all the guards ate and lived in the forced labor camp. At around 1 or 2 o'clock, practitioners who were kept downstairs often heard the horrible sounds of beatings and painful screams from practitioners as they were badly beaten. According to an investigation, this increase in persecution was instigated by Zhang Chunfeng, and the methods he used were extremely cruel.
In 2005, practitioners Mr. Cai Lianbao, Jiao Lin, and Yan Bai were severely persecuted. Zhang Chunfeng tied Cai Lianbao's legs with bed sheets and did not let him sleep. He also ordered inmates Feng Ying, Pan Xuehai and Zhang Tiejun to beat Mr. Cai. After the beating he began the so-called violent brainwashing.
In August that same year, practitioner Mr. Liu Cheng from Yi County was extremely weak from the persecution and both of his ears were deaf as a result of severe beating. One morning criminal Pan Xuehai told Mr. Liu Cheng to get up. Mr. Liu could not hear properly and was a bit slow in getting up. Because of this, criminal inmates Pan Xuehai and Jiang Hui beat Mr. Liu up until his face was out of shape, his mouth was bleeding, and his nose was broken. After that, Pan and Jiang were frequently praised by Zhang Chunfeng, and these two criminals became even more aggressive. In December 2005, Jinzhou Forced Labor Camp started another round of frenzied persecution of the Falun Gong practitioners who refused to give up their belief. Zhang Chunfeng was most rampant. He repeatedly incited prisoners Pan Xuehai and Jiang Hui to badly beat the practitioners.
These are the "capabilities, skills and tricks" Zhang Chunfeng used in "transforming" practitioners. Under such cruel torture, some practitioners found it hard to bear and they made compromises against their will. This is where the 90 percent "transformation" rate came from. This was described as "transformation by helpful influence and education" by the Chinese official media. Zhang Chunfeng's "merits" won praise from his boss, Zhang Haiping. Therefore, he was very pleased with himself and began to write articles to slander Falun Gong and used lies to cover up his crimes.
In persecuting practitioners Zhang Chunfeng violated articles 251, 248, and 399 of China's Criminal Law, constituting the crimes of illegally depriving citizens of their right to freedom of belief, of mal-treatment of detainees, and of breaking the law to benefit himself. He also violated the Police Law, which says that extorting a confession by torture and malfeasance are crimes; and he violated the "UN Convention against Torture." Therefore he should be punished by law. However, this thug not only remains at large but was recognized as a Jinzhou City's "Outstanding Young Guard." What makes it worse is that the department responsible approved the recommendation.
At face value it is hard to believe that the Jinzhou Justice Department could select this prison guard, who is stained with the blood of Falun Gong practitioners, as an "outstanding guard." It is clearly a challenge to the morality of society and citizens' rights, as well as showing contempt for and trampling on human kindness. Looking at it from a deeper level, however, it is inevitable, because that is the nature of the Communist Party. How did the Communist Party grow? What does it advocate? They use evil and violence. Just like the Nine Commentaries on the Communist Party pointed out, the nature of the Chinese Communist Party determined that it would be afraid of "Truthfulness, Compassion, Forbearance" and persecute Falun Gong. It was only natural for the CCP to collaborate with Jiang Zemin to start this evil persecution of Falun Gong.
