On the evening of January 22, 2002, police officers from the Panzhihua Public Security Bureau, led by Qiu Tianming, illegally arrested Falun Dafa practitioner Wang Xiaohui, a female in her twenties.
At the Public Security Bureau, Qiu Tianming and other police officers used two pairs of handcuffs to hang Ms. Wang from the window frame with her hands twisted behind her back. Her toes barely touched the ground and her back could not stretch. She was hung like this for four days and nights consecutively. Furthermore, policewomen Tian Ping, Qi Li, and others took turns brutally beating her. After a few days of being hung and beaten, Ms. Wang’s legs, low back, and entire body were unbelievably dark purple and covered with bruises.
