Dear Minister Finley,
I have been informed that on Monday, May 28, your government has invited Chinese Commerce Minister Bo Xilai to visit Canada. Mr. Xilai is on the list of the 45 perpetrators of crimes against humanity accepted for consideration by the Interdepartmental Operations Group of Canada's Crimes Against Humanity & War Crimes Program (2003), which allows for the mechanism that may lead to barring from entering, denial of visa, deportation or prosecution of perpetrators of crimes.
It is my understanding that in 2005, Bo Xilai's visit to Canada was aborted after attention was raised with regard to his role in the torture and killing of Falun Gong practitioners. As well, in 2006 it was disclosed that large-scale organ seizures from Falun Gong practitioners had occurred in the Liaoning Province since 2001 while Bo Xilai was the governor.
Given the above, I ask that you revoke the invitation to Minister Xilai, and bar him from entering Canada. Further, I support his arrest as well as a criminal investigation into his alleged crimes, should he set foot in Canada.
Canada's War Crimes Program upholds the government's position that Canada is not a safe haven for anyone involved or complicit in crimes against humanity, war crimes or genocide. I therefore urge you to take the necessary steps to ensure that Canada's reputation and images is not harmed by the visit of Minister Xilai.
Respectfully,
Borys Wrzesnewskyj
