Mr. Cong Rixu
Officers Zhao Jiajiang, Jin Zhong, and Liu Wenbo of the Criminal Investigation Unit of the Ganjingzi District Police Department arrested Mr. Cong on Xiangzhou Road in Dalian City on January 13, 2009. Mr. Cong has been brutally interrogated several times since his arrest.
According to Mr. Cong, "A plainclothes officer of the Criminal Investigation Unit, a man in his forties, beat me. He slapped my face twice and then punched me in the chest, causing an internal injury. I experienced pain in one of my lungs and had difficulty breathing. He then struck me in the head four or five times. I was interrogated again on March 2, 2009. Four officers took me to Room 116 of the Criminal Investigation Unit. They attempted to take my fingerprints and photograph me, but I refused to cooperate. An officer (possibly the commander, possibly named Zou) kicked me in the lower back and slapped my face over and over again. He then banged my head against the wall several times, kicked me to the ground, and trampled my body, head, chest, and lower back. My nose and mouth bled, the entire right side of my head was swollen, and my lower lip was open and swollen as well. Then four officers lifted me to the table and took my fingerprints."
The district attorney had rejected Mr. Cong's case twice before, citing insufficient evidence. But the Ganjingzi District Police Department finally presented an acceptable case at the end of May after detaining Mr. Cong for six months.
Mr. Cong's attorneys are Han Zhiguang from the Beijing Gongdao Law Firm, Wang
Yonghang from Dalian City, and "escort attorney" Yao Hexiang from the
Dalian City Tangda Law Firm. The "escort attorney" is a special
requirement of the Dalian City Justice Bureau. An official document from the
bureau states that an attorney may not enter a "not guilty" plea for
practitioners, and a local ("escort") attorney must be present when an
out-of-town attorney is visiting his client.
