(Clearwisdom.net) In testimony by an eyewitness from the police system in Liaoning Province (http://www.zhuichaguoji.org/en/index2.php?option=content&task=view&id=192&pop=1&page=0), it is stated that, prior to the harvesting of organs from this Falun Gong practitioner while she was alive, she was tortured and interrogated for a month. The witness stated that this did not take place in the police station. Instead, over ten rooms in a small building had been rented for this purpose.
Partial transcript of the conversation:
Question: This is what you witnessed in the police station where you stayed?
Witness: I didn't stay in a police station. I was in a training center, which was the backyard of a hotel. [The policemen] rented ten rooms in a small building. They did this in a small mansion.
Question: A black jail?
Witness: More or less so.
Question: As long as they are Falun Gong practitioners, they were sent there?
Witness: Yes.
In 2002, the price for a room in a hotel in the northeast was, in general, 100 to 200 yuan per day. Renting ten rooms would have cost about1,500 yuan a day. In addition, the police officers incurred expenses for food (maybe 3 to 5 yuan per meal), beverages, cigarettes (5-10 yuan per pack), and transportation (10-15 yuan for a taxi). The cost per person per day would have been about 150 to 200 yuan if one police officer stayed in one room. That would have amounted to a minimum of 45,000 yuan per month just to persecute this one practitioner. This atrocity did not take place in the police department, which implies that there was no arrest warrant or any files. It occurred completely outside of the judicial process. The funds were not from regular channels, either.
The Ministry of Public Security issued internal information early January of 2001 that the daily expenditures in Tiananmen Square were only between 1.7 million and 2.5 million yuan. The yearly expenditures were 620 million to 910 million yuan. Besides these fixed expenses, over 95 percent of these funds became direct cash income for the on-site officers. Personnel on duty includes police officers in uniform, plainclothes police officers, and temporary staff (including borrowed "resources" that are still serving their jail sentences). The cash payments occurred daily, and no names or signatures were required.
According to reports from foreign news agencies on February 27, 2001, Jiang's regime embezzled 4 billion yuan for monitoring and tapping into Falun Gong practitioners' phones. In December 2001, according to information from the Ministry of Public Security, Jiang Zemin squandered 4.2 billion yuan in order to establish brainwashing bases across the country, in order to try to force Falun Gong practitioners to give up their belief in Truthfulness-Compassion-Forbearance.
Let's take Jilin Province as an example. Jiao Zhengzhong, the head of the Department of Finance in Jilin Province, reported the following statistics in the 2001 budget and the draft budget for 2002: The total reserved funds for the whole province at the beginning of 2001 was 292.13 million yuan. This was used for: (1) Drought relief and reconstruction expenditures in the amount of 23.19 million yuan; (2) Subsidy expenditures for workers laid off from state-owned enterprises, payments to cover the minimum living expenses for urban residents, and employee subsidies for low-performing enterprises in the amount of 47.84 million yuan; and (3) funds to carry out the "strike hard" campaign and fight against the "Falun Gong" organization in order to maintain social stability, in the amount of 85.13 million yuan.
The reserved funds on the provincial level only were 121.26 million yuan at the beginning of 2001. These funds were spent as follows: (1) Disaster relief grants for areas such as Baicheng, Songyuan, in the amount of 13 million yuan; (2) expenditures for the "strike hard" campaign were 43.75 million yuan; (3) employee subsidies for low-performing provincial enterprises were 9.73 million yuan; (4) a project grants for the Changchun City Shitoumen reservoir capacity increase were 20 million yuan; (5) Tibet-aid project expenditure was 18.3 million yuan; (6) expenditures for the expansion of "transformation" bases for "Falun Gong" forced labor detainees were 10.09 million yuan.
More was spent on those "transformation" bases than on subsidies for employees of struggling enterprises. If we deduct the "strike hard" campaign fees, the cost for the persecution of Falun Gong was 41.38 million yuan, which is more than what was spent on drought relief and reconstruction combined. It was equal to the subsidies for workers laid off from state-owned enterprises plus the payments for minimum living expenses for urban residents and employee subsidies for low-performing enterprises. If the Chinese Communist Party (CCP) was not persecuting Falun Gong, the subsidies for those in Jilin Province living in poverty could be doubled immediately.
As early as 2002, a high ranking officer from the Justice Department in Liaoning Province openly admitted in the general assembly at the Masanjia Forced Labor Camp, "Expenditures to deal with Falun Gong have exceeded what would have been needed to fight a war." An officer from the Department of Finance at the State Department said, "The suppression is supported by a surplus of funds. Without this monetary support, this could not continue."
Hao Fengjun, a former officer from the Domestic Security Bureau in Tianjin and the 610 Office and a former police superintendent, said, "Police officers that torture Falun Gong practitioners usually want to make a fortune or get promoted. For example, I had a coworker who was transferred from a remote county and was very active in persecuting and torturing Falun Gong practitioners. Later, he was promoted to section chief and did not need to go back to his original, remote county. It did not necessarily have to be monetary incentives. As long as one gets promoted, one is in charge of different funds. For example, if one becomes a section chief or team leader, one has funds at his own disposal, such as for eating out and entertainment. It is a very subtle situation."
The testimony by the eyewitness from the Police System in Liaoning Province confirmed this. The police officers that tortured and sexually abused the Falun Gong practitioner did so without focusing on what they were supposed to do as police officers. In order to cover up their acts, they did not operate within the police system. If no extra funds or bonuses were offered, who would ever commit such a crime?
In August 2004, the second session of the National Transplant Conference was held in Shenyang. Huang Jiefu, the deputy minister of the Ministry of Health, said in his speech that they needed to pay attention to the cost of removing organs from their donors, but that the trading of human organs must stop. Zhang Yamin, a doctor from the Dongfang Organ Transplant Center, said that removing organs from a donor is a very expensive process. Besides the high cost for personnel, the solution in which organs are preserved is not a small expenditure, either. Four bags of preservative are needed for each major organ, and each bag costs 5,000 yuan. What Huang Jiefu said is actually true, because the sale of organs will cause an increase in expenses. Since the organs of Falun Gong practitioners are readily available and free of charge, why would they need to buy organs from the population at large?
In the above case where the organs from a living Falun Gong practitioner were harvested by doctors from the Army General Hospital, the expenses were close to 100,000 yuan: 40,000 to 80,000 for the police officers, and 60,000 for the preservative for two kidneys and one heart. The main reason for harvesting organs from living practitioners is the huge profit margin. Just look at a price table for transplantation put out by the Network Support Center of the First Affiliated Hospital of the China Medical University: A kidney transplant is priced at more than $60,000 (approximately 400,000 yuan); a liver transplant, $100,000 (about 700,000 yuan); and lung and heart organ transplants, more than $150,000 (about 1.2 million yuan). Profits from these free organs certainly do not go back to the hospital alone. A part of the profits is funneled to the police system to fund the bonuses of police officers involved and the further persecution of Falun Gong practitioners.
Even though the harvesting of organs from Falun Gong practitioners has resulted in huge profits, the Treasury keeps setting aside more funds for the persecution of Falun Gong, which has meant that the state finances are insufficient to support the massive political and legal expenses. As a consequence, people are required to buy treasury bonds to support the persecution. In the first five years of the persecution, Jiang's regime ruled, in the form of a national policy, that "the building of infrastructure for the judicial and police system will be the focus of treasury bonds." The bonds issued in China in 2004 were worth a total of 700 billion yuan. One seventh of those funds were for the judicial and police system. Because people were buying bonds to fill the black hole, the general population unknowingly supported the persecution, which also caused people additional suffering. Obviously, the money that has filled the black hole is beyond recovery.
The money in the treasury is the hard-earned money of hardworking people. This money was not used to improve the lives of the Chinese people, but largely for the persecution of Falun Gong. While most kindhearted Chinese people do not want to participate in the Party's evildoings, since the CCP established its regime, it has been hijacking the country's economy and tying people to the economic chain, using their hard-earned money to persecute the innocent.
For those who still support the CCP, they should consider carefully: "Which words are truly your own? Who taught you the words that support and uphold the CCP? Every word is from the school textbooks, television, and radio. These media channels are all precisely and carefully filtered by the CCP. They deliberately fabricate things. They serve to brainwash and indoctrinate."
Nobody became a Party member when they were born. The nature of the communist regime is clearly stated and analyzed in the Nine Commentaries on the Communist Party. The Chinese people do not need this evil organization and should not be associating with it.
Quitting the Party is not only to avoid being buried in the CCP's tomb but also--and most importantly--to keep from unwittingly becoming a victim of the CCP by supporting and encouraging it.
