(Minghui.org) Wang Guilin and Chen Zhi from the Domestic Security Division of Lingyuan City, Liaoning Province have been actively involved in the persecution of Falun Gong practitioners. Since February 2012, they have illegally arrested many Falun Gong practitioners, while Zhou Kaiqing, Yang Xiuguo, Wang Yuguo, Yao Yuxia, and Ma Cuizhen are still detained.
Wang Guilin and Chen Zhi were promoted for their involvement in the persecution of Falun Gong. Since they became the head and deputy head (respectively) of the Domestic Security Division, they have arrested many practitioners and ransacked their homes. Many practitioners were sentenced and their families were torn apart. Wang and Chen used these opportunities to take practitioners' money and personal belongings.
On August 1, 2007, Wang Guilin and Chen Zhi were directly involved in the arrests of forty-two practitioners. Ms. Hu Yanrong, one of the practitioners they arrested, was tortured to death and Wang and Chen should be held responsible. Ms. Li Cuizhi suffered a mental collapse due to the abuse she was subjected to after she was arrested. As a direct result of Wang and Chen's aggressively persecuting innocent people, nine practitioners were illegally sentenced to many years of imprisonment. Some practitioners were extorted out of money. Wang Guilin extorted about two hundred forty thousand, seventy-five hundred yuan from twenty four practitioners, and Chen Zhi extorted seventy thousand yuan from five practitioners.
Practitioner Ms. Guo Fengxian was arrested and her husband had to leave home to avoid further persecution. Without informing any of the couple's relatives, Wang and Chen used a key to enter their home five times, taking away ten thousand yuan of cash as well as cell phones and other valuables.
On July 19, 2008, nine practitioners from Sanjiazi Township were taken away by Wang Xiaofeng and officers from Pingfangzi Police Station in Kazuo County. They were held in the Kazuo Detention Center. The next day, Chen Zhi, along with officers from the Pingfangzi Police Station, went to ransack their homes and illegally arrest Ms. Pang Yulian, Mr. Liu Shufeng's wife. They also took a satellite dish from their home. When they went to Mr. Fan Zhenguo's home, his family resisted them. Chen Zhi said that he would punish the family. In 2011, Mr. Fan Zhenguo was tortured to death. Wang Guilin and Chen Zhi should be held responsible.
On August 21, 2007, Han Ximin, Du Qingxiu and her husband, Xu Lanfen, Lu Min and other practitioners were arrested by officers from the Xiyao Police Station and taken to the Domestic Security Division. Chen Zhi took Du Qingxiu's purse as well as the key to their home. When no one was at home, Wang Guilin and Chen Zhi, along with some others, broke in and ransacked it. They took away a computer, a printer, their identification cards, bank deposit book and over one thousand yuan in cash.
During the last six months of 2008, over twenty practitioners were arrested, harassed and their homes were ransacked. Liu Xin was held at a labor camp and the police took away his cell phone, bikes, MP3 players and 1,685 yuan in cash. Can Chunfang, Li Yajun, Shi Fengping, Li Zhen, Gong Juhui, Liu Chunhua, Lou Caihua and Ms. Xiaoxue were arrested, sentenced and imprisoned in a labor camp. Their homes were ransacked. The police followed Ms. Xiaoxue into her home to take away her computer and thirty thousand yuan. Ms. Xiaoxue fell from the sixth floor and half of her body was paralyzed. She passed away soon after.
On June 30, 2009, Wang Guilin, Chen Zhi and Fang Zhiguo, the Goumenzi Police Station head along with five to six officers, broke into practitioner Li Rushan's home to arrest him. Li Rushan lived in Guqiaozi village in Goumenzi Township. When the police came, Li Rushan refused to be taken away by them. Then Wang Guilin ordered thirty more officers to come and they used a tear gas bomb. They took Mr. Li to the Domestic Security Division where he was beaten by Fang Zhiguo. Practitioner Wang Hanjie was also illegally arrested.
On May 13, 2009, practitioners Zhang Guihua, Tian Xiulan and Deng Suxia were taken away by Li Yumin from the Dongchen Police Station. They were held there for ten days and extorted one thousand yuan. Deng Suxia's relatives were extorted one thousand yuan and Deng was released after ten days, but Zhang Guihua was still tortured at the detention center.
In 2010, Shi Fengxia, Li Yuzhen, Li Shulian, Liu Weiguo and his wife, Guo Fengzhan, Wang Shaohong, Chen Xiuhua, Wang Kui, Wang Shan, Yang Cuirong, Wang Cuilan, Guo Fengshan, Li Shulan, Liu Yufang and other practitioners were arrested and detained. Guo Fengzhan and Liu Yufang were sentenced.
In 2011, Tian Xiulan, Liu Xiuzhi, Zheng Huihai, Wang Yulan, Li Shufang, Li Shulan, Li Shulian, Wang Hong, Huang Zhenfeng, Cui Shulian, Xia Shuyuan, Wang Shuyuan, Zhang Fengxia, Wang Yanjun were arrested, extorted and sentenced.
