(Minghui.org) The current Chinese Communist Party (CCP) Central Political and Legislative Committee secretary, Zhou Yongkang, is a member of the Central Politburo Standing Committee of the Communist Party of China, and also the current head of the so-called “Central Committee Leading Group for Handling the Issue of Falun Gong.” This committee was set up by the CCP under the leadership of Jiang Zemin for the purpose of persecuting Falun Gong. As an agency of the CCP, the Committee of Political and Legislative Affairs is the CCP's primary agency for undermining the independence of the judiciary. The “Comprehensive Administration Office,” the “Stability Maintenance Office,” and the 610 Office are all under the control of the CCP's Central Political and Legislative Committee . All of these agencies share a joint office and members. The Political and Legislative Affairs Committee and the 610 Office work in cooperation in the planning and implementation of the persecution of Falun Gong.
The Central Political and Legislative Committee was founded by the CCP Central Committee after 1980. Since that time, the Public Security Bureau, the Procuratorate, the courts, the judiciary, the Domestic Security Division, and the Armed Police Force that supposedly were under the control of the government, are now controlled and manipulated by the CCP Central Political and Legislative Committee. The very existence of this committee is a violation of Article No. 126 of the Constitution, which states: “The People’s Court exercises judicial power in accordance with the law independently, without interference from any administrative organization, community groups, or individuals.” The CCP Central Political and Legislative Committee is an unlawful organization without legal basis that undermines the independence of the judiciary.
Zhou Yongkang's Ruthlessness Made Him the Head of the Political and Legislative Affairs Committee
During the period that Zhou served as secretary of the Sichuan Provincial Party Committee, he is alleged to have raped a number of women. After his wife died in a car accident, which was widely believed to have been orchestrated by Zhou, he quickly married Jiang Zemin's niece. Jiang chose Zhou to be in charge of persecuting Falun Gong because he was aware of his ambition. Zhou's desire for power and unscrupulous nature made him an ideal fit as the executor of Jiang's policy in persecuting Falun Gong.
In the late 90's, Zhou was transferred from being the minister of Ministry of Land and Resources to be the secretary of the Sichuan Provincial Party Committee. He then became a member of the CCP Politburo Standing Committee during the 16th People's Congress. In March 2003, Zhou was promoted to State Councilor and the leader of the Ministry of Public Security during the People's Congress. Each promotion was appointed by Jiang directly. Jiang hand-picked and placed Zhou in the Politburo Standing Committee. He needed Zhou in Luo Gan's former position as the person in charge of the Political and Legislative Affairs Committee, so that his persecution of Falun Gong could be carried out.
Zhou Yongkang Persecutes Falun Gong with No Consideration for Morality or the Law
After the devastating Sichuan earthquake, a number of facts came to light which outraged the masses. The CCP initially failed to report the large-scale earthquake and it was discovered that most of the school buildings that collapsed were “Tofu Crumb Projects” (a term used describe construction projects using poor quality materials or that were poorly built). Because Zhou was the former provincial official for Sichuan Province, the blame was placed squarely on his shoulders. In order ease mounting pressure from society, Zhou attempted to shift focus away from the crisis by continuously slandering Falun Gong.
Instigated by Zhou, CCP agents violently attacked Falun Gong practitioners outside of China using methods including surveillance, verbal abuse, threats, and beatings. During a time of national crisis, Zhou used the media inside and outside of China to incite hatred toward Falun Gong. He used the China Press USA to change a published message from Falun Gong practitioners. The original message read, “Heaven to disintegrate the Communist Party of China; gods bless China.” It was changed to “Heaven to disintegrate China.” This was done to stir up outrage and hatred towards Falun Gong.
On February 26, 2011, Falun Gong practitioner Mr. Qin Yueming of the Heilongjiang Yichun City Jinshan Village died as a result of the persecution he suffered at the Jiamusi Prison. His wife, Wang Xiuqing, and their two daughters overcame many difficulties to appeal to each level of government in an attempt to redress the injustice for her husband, but got nowhere. On November 13, 2011, Wang Xiuqing and the younger daughter, Qin Hailong, were arrested and taken to the Qianjin Forced Labor Camp, leaving only the older daughter, Qin Rongqian, to appeal for her parents and sister.
Accompanied by a conscientious lawyer from Beijing, Qin Rongqian went to the forced labor camp and requested to visit her younger sister, Qin Hailong, which was in accordance with the law. After Qin Rongqian and the lawyer left, the superintendent, Wang Yaluo, under orders from Zhou Yongkang, made a long distance phone call to Beijing ordering that the lawyer be “severely punished.”
Zhou Yongkang not only oversees all levels of government that persecute Falun Gong, he also personally visits many regions of the country and directly commands the local 610 Office, the Domestic Security Division, the Public Security Bureau, and local spies and thugs hired to persecute Falun Gong practitioners. Everywhere he goes, the persecution escalates, local practitioners are arrested, brainwashing centers are set up, and the people in the area are poisoned by new slander against Falun Gong.
From the end of 2009 to the beginning of 2010, Zhou specifically targeted Falun Gong. He handed down instructions to the various political departments, including the courts, stating that they should handle cases involving Falun Gong practitioners “swiftly and harshly.”
While Zhou was visiting Chongqing City in 2010, Bo Xilai was the secretary of the CCP Chongqing Municipal Committee, and Wang Lijun was the director of the Chongqing Police Department. Bo and Wang set off a reign of terror in Chongqing with a program known as “community prevention and control.” Zhou and Wang used the 610 Office, the Domestic Security Division, the Public Security Bureau, and community spies to closely monitor those who regularly appealed for justice, including dissidents, persecuted religious believers, and Falun Gong practitioners. In order to curry favor with Zhou Yongkang and Bo Xilai, the Chongqing 610 Office, the Domestic Security Division, and community spies arrested dozens of Falun Gong practitioners on November 16, 2010 during a well organized and premeditated operation.
In November 2010, Falun Gong practitioners successfully broadcast the truth about Falun Gong on the Liaoning Dalian City Traffic Radio Station. The CCP authorities panicked. Zhou Yongkang was stationed in Dalian at the time. He dispatched a huge number of police and even military troops to arrest local Falun Gong practitioners.
The Facts Come to Light
The sensitive phrase “organ harvesting” and other relevant terms considered “high security” to the CCP were recently unblocked and readily available for view on the Baidu website, a popular Chinese web services company. A considerable number of articles revealing the atrocities of the CCP's organ harvesting against Falun Gong practitioners became accessible. Zhou appeared in public to refute the rumors on March 23, 2012. The tragedy of organ harvesting from Falun Gong practitioners took place in the major provincial or municipal forced labor camps that were systematically administrated by the Political and Legislative Committee. Former director of the Chongqing Police Department, Wang Lijun, was directly involved. When the facts were exposed implicating the Shenyang Army General Hospital in participating in harvesting organs from living Falun Gong practitioners, Zhou went to Shenyang to personally oversee the persecution of local Falun Gong practitioners.
Zhou has committed heinous crimes in the persecution of Falun Gong. He will inevitably be exposed and judged when the CCP collapses. It is widely believed that Zhou will lose his power and influence in the fallout of the CCP's current internal conflicts. Behind all of this turmoil is the manifestation of wickedness meeting its deserved karmic retribution. People are becoming more and more aware of the crimes committed by Jiang's group and the CCP's brutal persecution of Falun Gong, as well as Zhou Yongkang's role in the tragedy.
