Ms. Miao Shuqing is a practitioner from Fushun, Liaoning Province. She was sentenced to three and a half years in prison on April 22, 2013, for posting small adhesive “Falun Dafa is Good” signs. It was the second time Ms. Miao has been sentenced to a prison term.
Ms. Miao was arrested while putting up the signs in a residential area of the Shuncheng District. She was detained for six months and sent to trial at the Shuncheng District Court in Fushun.
It was reported that Ms. Miao was charged with “undermining the implementation of law.” During the process of investigation, prosecution, and trial, the public security authorities never named or explained the specific article of law that Ms. Miao undermined.
Ms. Miao has been arrested many times and sentenced to prison once in the past. The following is a summary of the persecution she has suffered in past years:
Ms. Miao was taken to the police station in June 2000 and beaten, because she was putting up posters that exposed the truth of the persecution of Falun Gong. She was released after 500 yuan was extorted from her family.
Ms. Miao went to Beijing in late November 2001. She held a banner in Tiananmen Square and shouted “Falun Dafa is good! Truthfulness-Compassion-Forbearance is good! My Teacher is innocent.” She was arrested and detained at a police station near Beijing.
That same day, 70-80 practitioners were arrested and detained at the same police station. They were not allowed to eat or use the restroom. Eventually Ms. Miao and several other practitioners from Fushun were taken back to a detention center in Fushun. Jingyu Police Station officials took Ms. Miao to the Fushun Forced Labor Camp, however Ms. Miao was in poor health and needed medical attention, thus the labor camp refused to accept her. Ms. Miao's family paid 5,000 yuan to bail her out, and they were not given a receipt. Ms. Miao's family asked for the money back, and 2,500 yuan was later returned. Gong Wei, the Jiangjun community Chinese Communist Party secretary extorted 500 yuan from her family as well.
Ms. Miao was arrested for the third time on October 8, 2002, and she and three other practitioners were taken to the Nanzhan Police Station, where their personal belongings were confiscated. Ms. Miao was then taken to the Qianjin Police Station. The police took off her jacket and shoes, and they had her stand on the cement floor barefoot, with her hands separated and handcuffed to metal rails. They dipped a towel in cold water, placed it on her neck so that she would feel very cold and not fall asleep.
Ms. Miao was taken to a small windowless room at around midnight on October 10 for interrogation. She was forced to sit on a tiger chair torture device, with shackles on both of her feet. Her hands were stretched apart and tied to metal rails, and her lower body tied to the chair. Her legs were then lifted up until they were above her head, then let down. This was repeated several times. This kind of torture was used on other practitioners, and many of them were unable to walk afterwards due to tendon injury.
The police station director shocked Ms. Miao with an electric baton. He targeted the sensitive areas of her body, such as her breasts, genitals, eyes, mouth, back, neck, arms, and the insides of her thighs. The electric shocks burned her skin. Another officer inserted toothpicks under the fingernails of her left hand, and there was a pool of blood on the floor from the stab wounds on her fingers. However, none of these tortures worked on Ms. Miao, and she remained steadfast. She was not allowed to eat or sleep during the interrogation. The officers also tried to deceive her by saying that all the other practitioners had made "confessions."
Ms. Miao was later sentenced to four and a half years in prison. She was transferred from Fushun Detention Center to Shenyang Women's Prison in July 2003.
While at the Second Squadron in Shenyang Women's Prison, prison guard Wang Dan arranged for two criminal inmates to closely monitor Ms. Miao. She was not allowed to speak, look at others, or walk around on her own. She was forced to read materials slandering Falun Dafa during the daytime, and at night convicted murderer Shi Xiuli took her to a place with no one else around, and pressured her to write the three statements. If Ms. Miao refused to write, she would be tortured or beaten with clubs. She was not allowed to sleep until midnight and had to sleep without any covers. She had to write a “thought report” every month, and perform forced labor. She was beaten and insulted at every opportunity.
Ms. Miao wrote a solemn declaration on January 1, 2004, stating that all her past statements were invalid and that she would resume practicing Falun Gong. Policewoman Wang Dan then arranged for Shi Xiuli to be in charge of brainwashing Ms. Miao again. On the morning of January 3, prison guard Wang Dan instructed Shi Xiuli and two other criminals, with the last names Zhang and Bai, to beat Ms. Miao. Bai twisted her arms behind her body, while Zhang and Shi Xiuli each stepped on one of Miao's feet. They stomped on her chest, slapped her face, and beat her after covering her head with a thick jacket.
Ms. Miao was scheduled to be released on April 7, 2007. Since she refused to give up her belief, prison guard Li Jing notified the Fushun Political and Legal Affairs Committee (PLAC) and the 610 Office, who went to Ms. Miao's home, and told her family not to go pick her up. They said that they were going to send her directly to the Fushun Brainwashing Center.
On the afternoon of April 6, 2007, prison guard Li Jing took out a cloth banner with “Falun Dafa is Good” written on it, and claimed that Ms. Miao wrote it. That night Ms. Miao was sent to a solitary confinement cell and made to stand barefoot on the cement floor. They said, “Even though your term is up, we can still punish you.”
Ms. Miao's two children went to the PLAC and 610 Office to speak up for their mother, “Our mother is a good person. Not releasing her when her term is up is intentionally breaking the law.”
Ms. Miao's family went to the Shenyang Women's Prison to pick her up at around 9:00 a.m. on April 7. No one from the 610 Office was there, so the prison had to let her family take her home.
