(Minghui.org) Mr. Qu Bin from Dalian, Liaoning province was arrested by plainclothes officers on August 2, 2013, near the Xigang District Court, in Dalian. His whereabouts are currently unknown.
Mr. Qu, 40, has suffered countless episodes of physical and psychological torment since the Chinese government started to persecute Falun Gong 14 years ago.
1. Arrested again
Mr. Qu arrived at the Xigang Courthouse in Dalian early on the morning of August 2, 2013. He was concerned about his fellow practitioners because the court was trying practitioners that day. Security around the courthouse was very tight, so he found a spot in a nearby residential garden to wait.
At 8:30 a.m., the time the trial was to start, three plainclothes officers walked up to Mr. Qu and said: “Come with us.” Mr. Qu replied: “I don't know you. I will not go with you.” One officer said: “However, we do know you.” They dragged Mr. Qu away. An elderly Falun Gong practitioner came up to them and said: “How can you arrest innocent people in broad daylight for doing nothing wrong?”
“It's none of your business,” replied one of the policemen. Mr. Qu was taken away in a white sedan with license plate number BZ7111. The car belonged to the chief of Group No. 5, a group assigned specifically to persecute Falun Gong, at the Domestic Security Group of Dalian.
Mr. Qu was last arrested on July 6, 2012. A total of 79 Falun Gong practitioners in Dalian were arrested on that day. Practitioners who helped their friends and relatives install satellite dishes to receive New Tang Dynasty TV programs were the target of the arrests.
Many of the practitioners arrested that day were severely abused and some were tortured to death. Ms. Zhang Guilian, 69, was tortured to death in Dalian Detention Center. Ms. Hou Chunli suffered a broken leg and a damaged kidney from beatings. Mr. Qu nearly died. Over a dozen arrested practitioners were sent to labor camps. About 30 practitioners faced sentencing.
Mr. Qu was released just a few months ago.
2. No one is held accountable when a Falun Gong practitioner dies
On July 6, 2012, Mr. Qu was arrested at a bus stop by police from the Qingniwa Police Station in Dalian. His home was ransacked, and 1000 yuan was confiscated and never returned to him. He began a hunger strike on the day he was sent to the Dalian Detention Center.
The guards forcibly inserted a tube into his windpipe and he was force-fed. Mr. Qu nearly lost consciousness from the extreme pain. One guard noticed that the tube was inserted wrong and took it out: “Let him suffer. It won't be fun unless he suffers,” someone said. Then they continued the force-feeding. Mr. Qu collapsed when they were finished. Chief Xing claimed that he was faking the collapse and kicked him in the back.

Mr. Qu had his arms and legs bound to rings bolted to the floor. He was unconscious. That evening, he was rushed to the 210 Hospital at approximately 10:00 p.m. in critical condition.
Mr. Qu was returned to the detention center ten days later, and immediately underwent forced-feeding that afternoon. In the evening Chief Xing said to him, “It's useless to go on a hunger strike. We won't release you even if you die. No one is being held accountable when a Falun Gong practitioner dies.”
The guards continued to force-feed him the next morning. At around 5:00 p.m., Mr. Qu fell into a deep coma. He was then rushed to the 210 Hospital again. Although Mr. Qu was in critical condition, the guards still tried to make him sign a guarantee statement, promising to release him if he signed. They didn't stop until they realized that Mr. Qu was actually in critical condition.
3. Torture: “Hanging buckets”
Mr. Qu, Mr. Xu Zhibin, Jiang Bo, Liu Shuchun, and Jin Feng were monitored and then arrested by the 610 office chairman Gao Mingxi of Jinzhou District Police Department and Wang Xiaobo from Longwangmiao Police Station on April 28, 2000.
At the Longwangmiao Police Station, the arrested practitioners endure a torture called “hanging buckets”. This method involves hanging practitioners with their arms stretched out and toes barely touching the floor. Two buckets filled with about 55 pounds of water were hung from their arms. Those being tortured in this manner would soon pass out from the pain. After the person woke up, the torture would continue.
Cold water was poured on Mr. Qu as soon as he closed his eyes. This was done starting in the afternoon and lasted until midnight.
To mistreat practitioners without leaving any visible sign, the police would put a motorcycle helmet on the practitioners and hit their heads with a wooden bat. They would also punch them in the face wearing boxing gloves.
The arrested practitioners were later sent to Jinzhousanli Detention center. Mr. Qu, Mr. Xu and Jin Feng went on hunger strike and were release several months later. Liu Shuchun was sentenced to seven years and sent to the Shenyang Prison. Jiang Bo was also sentenced to prison.
4. Stripped naked, hung up and shocked with electric batons
Mr. Qu endured the tortures of “hanging”, electric shock and other physical mistreatment at the Dalian Labor Camp from December 2000 to August 2001. His body was covered in unhealed wounds from the abuse.
Guards Wang Jun and Zhu, along with four criminals who had been promised reduced prison terms, stripped Mr. Qu, Mr. Qu Fei and Mr. Chang Cheng of their clothes and whipped them with rubber sticks. The practitioners were shocked using several electric batons simultaneously on the the soles of their feet, the legs, the underarms, the face, the mouth, and the groin.
5. Interrogation and confiscating practitioners' money
Officers from the Longwangmiao Police Station in Jinzhou district arrested Mr. Qu, Liu Guichun, Jiang Bo, Jin Feng and others on the evening of April 27, 2002. They were charged with “producing 8000 pamphlets” and later interrogated.
The practitioners were sent to the Jinzhou Detention center the next day, where the police and guards on duty confiscated the practitioners' money during registration. The practitioners later asked that their belongings and money be returned. However, only a small portion of the money was returned to them.
Later, Liu Guichun and Jiang Bo were sent to the Shenyang No. 2 Prison. Liu Shuchun was sentenced to seven years in prison.
6. Sentenced without proper legal procedures, eye injures from beatings
The Zhongshan District Police Department in Dalian arrested Mr. Qu at work on January 11, 2003. Mr. Qu was detained at Yaojia Detention Center District 6. Mr. Qu was interrogated, beaten and tortured by the the Zhongshan District Police. He became extremely weak and his eyes were injured during the beatings.
The Shahekou District Court in Dalian secretly tried Mr. Qu with a predetermined prison sentence of four years in prison. Although a lawyer could have represented Mr. Qu, the court allowed only a guilty plea. A confession was submitted to the court without Mr. Qu's consent. During physical torture Mr. Qu was forced to give his signature. The testimony was inconsistent and contradictory.
7. Beatings, physical abuse
Mr. Qu was sent to the Dalian Prison ward No. 3. Group leader Xiao Baoling did not allow Mr. Qu to receive the personal belongings that his family had sent him like his daily necessities and money. Mr. Qu's family repeatedly asked tosee him and sent him 500 yuan in cash. All of the cash was confiscated.
Mr. Qu's elderly parents were also threatened by Xiao Baoling. He told them that if Mr. Qu continued to “resist reform”, they would extend his prison term.
Xiao Baoling and criminal inmate Li Zhen beat and tortured Mr. Qu on September 28, 2004. Xiao instructed criminals Liu Fei and Ren Liangliang to strip off Mr. Qu's clothes. Xiao tortured and insulted Mr. Qu for almost three hours.
8. Ms. Qu Jun persecuted
Mr. Qu's elder sister, Ms. Qu Jun, is from Jinzhou district, Dalian. She went to Beijing to seek justice for Falun Gong in May 2000 and was arrested. She was detained at the Jinzhou Detention Center for 15 days and paid a fine of 4000 yuan.
In May 2002, the Domestic Security Group of Dalian intended to arrest Mr. Qu. Through telephone surveillance, the police found that Mr. Qu was in contact with his sister. Ms. Qu and her husband (non-practitioner) were taken to the Domestic Security Group of Dalian. Ms. Qu later fell from a building and suffered fractures to the spine, femur and ankle. She was sent to the Dalian Youyi Hospital in critical condition. The results of those injuries are very noticeable in her movements even today.
Mr. Qu was arrested in Tieling on October 9, 2002, by the Tieling Yinchuan District Police Department. He was sent to the Tieling Detention Center, where he was force-fed, handcuffed and chained with foot shackles. He was released after his family paid a 3,000-yuan fine.
Mr. Qu was also arrested on August 2, 2006 by the Wanli Police Station at Kaifa District, Dalian. He was detained at Kaifa District Detention Center.
9. Mr. Qu Tingyue was sentenced to one year in labor camp
Mr. Qu's father Mr. Qu Tingyue, 70, was arrested and detained for over 40 days at the Jinzhou Detention Center in March 2000, for going to Beijing to seek justice for Falun Gong. He was fined 5,000 yuan and his pension was withheld for three years.
In April 2000, there was a massive arrest of practitioners in the area. Mr. Qu Tingyue was sent to the Jinzhou Detention Center. He was arrested three times and detained at the Jinzhou Detention Center for a total of 12 months.
He was sent to Dalian Labor Camp for one year and released in April 2004. He was homeless for another year until he finally went home to take care of his wife.
Mr. Qu Tingyue's wife could not bear the mental and physical strain from her husband and children being repeatedly arrested and persecuted. She suffered a stroke and is now mentally ill.
Xiao Baoling, a group leader at Dalian Prison, was responsible for the torture of Mr. Qu.
