Falun Gong practitioner Ms. Yang Shumei from Nong'an County, Jilin Province, has been imprisoned in Jilin Women's Prison for over two years. She was mistreated and became incapacitated. Prison officials have refused to allow medical parole, despite her family's repeated requests.
When her family came to visit, Ms. Yang was rolled into the reception area on a utility cart. Her family noticed a big change from before. She was weak and clumsy, slow to comprehend things, and not clear-headed. Her eyes were surrounded by bruises, and she could not speak fluently. Her face was swollen. She could not walk without assistance. Three prisoners held her by the arms to move her to the reception window. Ms. Yang's family suspected that she had been drugged. Last year during a visit, her family asked her about her medication. As she was about to speak, a prisoner nearby stopped her. “Don't talk about it.” A guard immediately indicated that the visiting time was over, “Time is up.”
Ms. Yang's family asked Captain Liu and prison official Sha in June 2013 to release Ms. Yang on medical parole. Both Liu and Sha said, “She [Ms. Yang] is fine. She has improved greatly since she came here. She is not qualified for release on medical parole.”
Ms. Yang's family asked to see her physical exam report when she was admitted, as well as the provisions for a release on medical parole. Liu and Sha refused to provide them. Her family probed further, “She has been imprisoned for such a long time. At least you have a record of her health problems.” Liu and Sha told them to contact Wang Tong, Ms. Yang's attending physician.
Ms. Yang's family contacted the doctor and asked to review Ms. Yang's medical records. They also requested a release on medical parole. Wang said she was too busy to look for Ms. Yang's records. She told the family that medical parole has to be requested through the “penalty section.”
A family member went to the “penalty section” but was dismissed by a staff member and sent to a prison official. The family member was told to go through “procedures,” including physical examinations and approval by all levels of the prison. The staff member told Ms. Yang's family to go home and wait until further notice. “Further notice” never came.
When Ms. Yang's family visited her in July 2012, her condition had deteriorated even worse. On her wrist, about two inches away from the back of her right hand, was a 1-cm black circle with a dark spot in the center. The prisoners who monitored Ms. Yang said it was caused by the syringe drawing blood for a blood test. Blood is drawn from blood vessels. Why would there be a black circle on the back of her hand? Ms. Yang's family went to check with Captain Liu. Liu said, “It's a mosquito bite.”
Ms. Yang's family again requested her release on medical parole. Liu answered, “She is in good health. Her mental condition is also fine. She is not qualified [for medical parole].” Ms. Yang's family tried to see prison official Sha. Sha refused to meet with them and told them to call. Ms. Yang's family called Sha and told her that Ms. Yang couldn't take care of herself, and needed to be on medical parole. However, Sha said, “She 's all right. She is much better now after she was admitted to the prison. We think she is fine. She is not qualified for medical parole.” Sha also said that Ms. Yang's health records couldn't be shown to her family members, unless it was a notice of critical condition.
Ms. Yang's family members were never allowed access to the results of the health examination that Ms. Yang was given when she was admitted to the prison, nor the doctor's reports during her stay in the prison for the past two years. Prison officials would not even give information on Ms. Yang's current health. When her family asked for documents listing requirements for medical parole and related provisions, Lu and Sha said they couldn't find the documents.
Ms. Yang Shumei was arrested at home at 5:00 p.m. on March 2, 2011, by officers from the Nong'an County Domestic Security Division. She was detained and persecuted at Nong'an County Detention Center, and was subsequently in critical condition. Without a trial and without notifying Ms. Yang's family, the Chinese Communist regime secretly sentenced her to four years in prison. She was transported from Jilin Province Forced Labor Camp Hospital to Jilin Province Women's Prison. She has been imprisoned for over two years in the fourth section, eighth supervisor district (also called Educational District) in Jilin Province Women's Prison.
