(Minghui.org) Doctors have issued a “critical condition” warning for Ms. Zhang Haixia, but the authorities at Harbin City No. 2 Detention Center still refuse to release her for treatment. Moreover, they continue to punitively force-feed her.
Ms. Zhang's health has rapidly deteriorated as a result of torture suffered while unlawfully detained for her belief in Falun Gong.
Torture re-enactment: Force-feeding
Ms. Zhang Haixia, from Dongli District, Harbin, was arrested on June 18, 2014. Her husband, Mr. Wen Yingzhou, was arrested along with her. On July 9 and 10, their teenage daughter and elderly mother, who is in her 80s, went to the Domestic Security Division, Xiangfang Police Bureau to talk to the officials who handled the couple's case.
They requested Ms. Zhang's release on account of her poor health, but officials lied to them and shifted the blame to other departments. With nowhere to seek justice, the daughter and her elderly grandmother took to the streets to call for help.

After Ms. Zhang Haixia and her husband were arrested, they were first taken to the Junminjie Police Station, where police officer Wang Zhinan interrogated them. Later they were transferred to detention centers. In the meantime, their case was transferred to the Domestic Security Division of the Xiangfang Police Bureau.
However, neither the officials from the police station nor those from the police bureau could give Ms. Zhang's family a clear answer as to her whereabouts and her potential release date. Both sides shifted responsibility to the other.
When Ms. Zhang Haixia's daughter and elderly mother went to the Xiangfang Police Bureau to ask the officials to release Ms. Zhang Haixia, the officials lied to them repeatedly, claiming that they would look into it and get back to them.
At 8:30 a.m. on July 9, Ms. Zhang Haixia's daughter and mother saw commander Qian Luping at the entrance of the Xiangfang Police Bureau. The daughter asked Qian to release her mom. Qian introduced her to another commander, “This is commander Yuan. Just talk to commander Yuan if you have any question.”
Yuan asked her in a threatening tone, “What's your home address?”
Qian told Ms. Zhang's daughter that officials from the Junminjie Police Station and the Xiangfang Police Bureau were holding a meeting on her parents' case. “They will come to a decision today on whether to release them or not. You just go home and wait.”
The daughter said, “I have been waiting for more than 20 days, but you didn't call me once. When we inquire, you always ask us to wait! I will stay here, waiting for an answer.” Qian then promised the daughter that she would give her an answer when the meeting was over.
The daughter went to the Xiangfang Police Bureau again in the afternoon. The entrance guard claimed that Qian was in a meeting. The daughter then called Qian's office. Qian answered the phone, but she lied and said, “Qian had to go to the hospital.” The daughter recognized her voice and said, “You are commander Qian. I know your voice.” Qian hung up the phone immediately.
The girl and her grandmother went to the Junminjie Police Station, but officials there said the couple's case had been transferred to the Xiangfang Police Bureau. They then went back to the Xiangfang Police Bureau, but they were denied entry. Several times, they went back and forth like this between the Xiangfang Police Bureau and the Junminjie Police Station.
Finally, the daughter came across Wang Dianbin, an official who directly handled the couple's case. She asked him anxiously, “What can you tell me about my mom's case? Doctors have announced that her life is in danger.” Wang Dianbin promised, “I will give you an answer in a couple of days. Wait for my call. If you want your mom to go home early, let me handle it.”
On July 10, Ms. Zhang Haixia's daughter and mother went to the Xiangfang Police Bureau again and asked to meet with Wang Dianbin, but they were turned away.
With nowhere else to turn, the girl and her grandmother stood in front of the Xiangfang Police Bureau holding a banner. Under the scorching sun, the grandmother grew so exhausted that she couldn't stand any longer and sat on the ground.
Many people stopped to find out what was going on. The girl told the bystanders her parents' story: arrested, home ransacked, personal property confiscated, mom's life in danger, authorities refused to help, etc. Many were sympathetic and some said they would call the mayor about it.
An hour later, Wang Dianbin allowed the daughter into the building. He claimed, “Your mom is all right now. She started eating and can walk now. I will definitely give you an answer in 30 days.”
After all their efforts, the daughter and her grandmother appear to be no closer to securing Ms. Zhang's release. They are worried that what Mr. Wang said about Ms. Zhang's health improving is simply another cover-up.
