(Minghui.org) Ms. Hou Baoqin from Qingdao, Shandong Province, was arrested on March 12, 2015. After 10 days of administrative detention, she was moved to criminal detention.
Ms. Hou’s family received a phone call from the Procuratorate on April 3 that her arrest had been approved. According to China's legal system, once an arrest is approved, the procuratorate may proceed with an indictment and trial, which most often results in a guilty verdict and a sentence.
The family hired a lawyer for Ms. Hou, who is a Falun Gong practitioner. The lawyer found significant irregularities with her case after he visited her in Pudong Detention Center on April 20.
The police never presented a detainment document or an arrest warrant. Officers first held Ms. Hou in "administrative detention" for 10 days, then switched her to criminal detention, which is not allowed. When investigators interrogated Ms. Hou, they never identified themselves.
The lawyer told Chen Bin, the arresting officer, that his client did not commit any crime and demanded her release.
The lawyer also brought this to the attention of Liu Kebo, Team Leader of the Domestic Security Division of the Licang District. He pointed out other irregularities and demanded that her case be withdrawn.
Ms. Hou's lawyer also went to the Licang District Procuratorate to get the arrest approval reviewed.
