(Minghui.org) A Falun Gong practitioner in China has submitted criminal complaints against former Chinese Communist Party (CCP) leader Jiang Zemin for launching and sustaining the persecution of Falun Gong.

Unlike in some western countries where the government files criminal complaints against defendants, Chinese citizens are allowed to be the plaintiffs in criminal cases.

Ms. Zhu Hefei exercised her legal right by submitting a complaint to the Supreme People's Court on May 16, 2015, and the Supreme People's Procuratorate on May 19.

She wrote in the complaint, “The Supreme People's Court and the Supreme People's Procuratorate shoulder the responsibility of protecting the Chinese Constitution and upholding justice. It's the time to hold Jiang Zemin accountable.”

Ms. Zhu started practicing Falun Gong in 1996, at which time she was the head of a CCP organization department and director of personnel at the Jiangsu Second Normal University (formerly Jiangsu Institute of Education). She was promoted to Secretary of the Commission for Discipline Inspection at the university in 1998.

She was terminated by Jiangsu Province shortly after the persecution began in July 1999, and has since been illegally detained, arrested, and also subjected to psychiatric torture at a mental hospital in Nanjing, the capital of Jiangsu Province. Her latest arrest occurred in July 2013.

Ms. Zhu argued in her complaint that Jiang Zemin imposed his personal will on other Politburo standing committee members when he launched the persecution. His actions violated Chinese laws and the Constitution, and led to a manmade disaster in China's society for over ten years.

“Many people at provincial, city, and grassroots levels are under pressure from above to carry out the persecution policy. They know that Falun Gong practitioners are innocent, but they have to commit wrongdoings to maintain their jobs, living, and self-protection. They too are victims of the persecution. My suing Jiang Zemin is also helping them,” Mr. Zhu wrote in the complaint.

“If they don't correct their wrongdoings, they too will eventually be brought to justice. Only Jiang Zemin is listed as the defendant in this complaint because he started all of it, and is the culprit who created the situation in which so many others are ordered to commit crimes.”

Background

Jiang Zemin single-handedly started the persecution of Falun Gong in 1999. Despite disagreement by the other Politburo standing committee members, he took advantage of his position at the time as head of the Chinese Communist Party and imposed his personal will to launch the persecution.

The persecution has led to the deaths of many Falun Gong practitioners during the past 16 years. More have been tortured, and even killed for their organs. Jiang Zemin and company are directly responsible for the inception, progress, and sustainment of the persecution.

Under his personal direction, the Chinese Communist Party established a Party-based security organ called the 610 Office on June 10, 1999. It overrides the Chinese laws and executes the persecution policy of ruining their [Falun Gong practitioners] reputation, cutting off their financial resources, and eliminating them physically.
