(Minghui.org) Falun Gong practitioner Ms. Fang Guilan, 62, a retired teacher, filed a criminal complaint against the former Chinese Communist regime head Jiang Zemin.

In her complaint, Ms. Fang charged Jiang with murder, torture, illegal detention, violation of freedom of belief, as well as inflicting mental and physical harm.

The criminal complaint was mailed via express mail to the Supreme People's Court and the Supreme People's Procuratorate on May 27, 2015. She received a confirmation receipt on May 29, 2015.

Since the onset of the persecution, Ms. Fang Guilan has been illegally arrested four times, sentenced to forced labor for one and a half years, and her home was ransacked.

Summary of Her Persecution

At the onset of the persecution, Ms. Fang Guilan and her daughter appealed for the right to practice Falun Gong at the Heilongjiang Provincial Government on July 22, 1999.

A large police contingent surrounded practitioners, arrested them, took them to a school and forced them to watch videos that slandered Falun Gong.

She went to Beijing with fellow practitioners to appeal for justice for Falun Gong on July 26, 1999, was arrested by policeman Zhang Guofu (张国富) and detained for 10 days. Her house was ransacked by a group of policemen who confiscated all of her Falun Gong related books and items.

Deputy principal Xiong Jicheng (熊继成) and teacher Jiang Yanlin (姜艳丽) monitored her upon her return to the school. In addition, people were assigned to monitor her whenever she was not in school.

When she visited her fellow practitioner Ms. Zhou Zhichang, who was persecuted to death in May 2007, Wang Kunpeng (王坤鹏), a security guard from the Career Teaching Center assigned to monitor her, searched for her. Wang charged the cost for taxis and meals to Ms. Fang.

Heilongjiang Province Party Secretary Xu Youfang (徐有芳) set up a picture exhibition slandering Falun Gong at the Harbin Museum in June of 2000. Ms. Fang was arrested outside the building and detained in the Shuangcheng Detention Center for 15 days.

Guards Zhang Guofu (张国富) and Jin Wanzhi (金婉智) demanded that family members sign a statement denouncing Falun Gong on her behalf. They extorted about 700 yuan from them before Ms. Fang was released.

She went to Beijing on June 27, 2000, was arrested by police in Tiananmen Square and held in the Changpeng Prison.

She went on a hunger strike and was brutally force-fed in a psychiatric hospital.

After Ms. Fang was taken home, officials extorted another 5,000 yuan. Her freedom was curtailed because her identification card was confiscated.

When vising another practitioner in November 2011, she was arrested. She was sentenced to forced labor at the Qinjin Labor Camp, where she was tortured. She was shocked with electric batons, brutally beaten and injected with unknown drugs. She was released on May 19, 2013.

Background

In 1999, Jiang Zemin, as head of the Chinese Communist Party, overrode other Politburo standing committee members and launched the violent suppression of Falun Gong.

The persecution has led to the deaths of many Falun Gong practitioners in the past 16 years. More have been tortured for their belief and even killed for their organs. Jiang Zemin is directly responsible for the inception and continuation of the brutal persecution.

Under his personal direction, the Chinese Communist Party established an extralegal security organ, the “610 Office,” on June 10, 1999. The organization overrides police forces and the judicial system in carrying out Jiang's directive regarding Falun Gong: to ruin their reputations, cut off their financial resources, and destroy them physically.

Chinese law allows for citizens to be plaintiffs in criminal cases, and many practitioners are now exercising that right to file criminal complaints against the former dictator.
