(Minghui.org) Mr. Yuan Xingren, 60, is the former director of the Jiaonan Municipal Taxation Office in Shandong Province. He recently filed a criminal complaint against former Chinese Communist Party (CCP) leader Jiang Zemin for launching the persecution of Falun Gong that resulted in his arrests and torture, once almost to the point of death.
Account of Inhuman Torture
In his lawsuit, Mr. Yuan gave the details of the torture he was subjected to at the Qingdao Forced Labor Camp, where he was imprisoned for three years for printing materials containing facts about the Tiananmen Square self-immolation hoax. Excerpts from his complaint, detailing his experiences in the camp, are as follows:
The Qingdao Forced Labor Camp was a living hell.
The first torture [they used] was called the “roll call.” When the lead inmate called my name, I had to respond by yelling back as loudly as I could. But that part was only for show, as no matter how loud practitioners yelled, they were beaten anyway.
Two inmates, each armed with a three-foot-long rubber stick, then hit my head. The lead inmate called my name again and again, and the inmates kept beating me again and again.
[...]
Limiting our water intake was one of the most vicious tortures there. Water was given once in the morning and once in the afternoon. Eleven inmates had to share a tiny basin of water. Each person was only able to take four small sips. If one took more, the ten others would beat him mercilessly.
I became so thirsty that I drank the water used to wash the toilets. I got caught, and was beaten on the urine-soaked ground. I was beaten four times for taking four drinks.

The lead inmate used pincers to hit my head when I was working in the camp sweatshop. I lost consciousness immediately and went blind in my left eye. Fortunately, I regained vision in that eye after ten years. However, it still aches and tears up from time to time.
[...]
Five strong guys once beat me. One sat on a chair to give the orders, two held my arms, and the last two punched my ribs from my sides. I could barely breathe. That night, I kept coughing, and could not sleep due to the pain.
[...]
The lead inmate once knocked me out by hitting me in the head with a leather shoe.
“We were afraid that you'd be a goner,” a friendly inmate told me after I came to. “Four people had to carry your limp body to a bed. We thought you would never wake up.”
[...]
Another time I fainted and fell to the ground during my sweatshop hours. When I woke up, I found myself in the emergency room of a hospital. I didn't have the strength to get up or speak.
Why He Took Up Falun Gong
Mr. Yuan also described when he first started practicing Falun Gong, and the other ways he was persecuted in his complaint.
He had colon cancer which was diagnosed as very late stage. Doctors said that he could live at most for another year, even with the best treatment. Luckily he learned Falun Gong. His cancer disappeared after he consistently practiced the Falun Gong exercises.
Jiang Zemin launched the national wide persecution of Falun Gong shortly afterwards, in 1999. Having benefited so much from the practice, Mr. Yuan was determined to tell the government and the public that the persecution was wrong.
Other Types of Persecution
Mr. Yuan went to Beijing to appeal for justice for Falun Gong in January 2001. He was arrested and detained at the Shandong Province's Beijing Liaison Office and a few other places. His hands were cuffed behind the back of a chair, and he was not allowed to use the bathroom. He held a five-day hunger strike to protest the mistreatment.
The police also began to monitor Mr. Yuan's phone conversations. The Municipal Party Committee punished him by expelling him from the Communist Party.
The Municipal Taxation Office gives each employee an apartment, worth 300,000 yuan, but Mr. Yuan was purposefully not given one. The office also canceled his pension and gave him only 300 yuan each month to support himself.
To support his mother, wife, and three-year old granddaughter, he had to pick up wild herbs to eat instead of buying vegetables. He also collected grass to burn for cooking since he couldn't afford gas for his stove.
Background
In 1999, Jiang Zemin, as head of the Chinese Communist Party, overrode other Politburo standing committee members and launched the violent suppression of Falun Gong.
The persecution has led to the deaths of many Falun Gong practitioners in the past 16 years. More have been tortured for their belief and even killed for their organs. Jiang Zemin is directly responsible for the inception and continuation of the brutal persecution.
Under his personal direction, the Chinese Communist Party established an extralegal security organ, the “610 Office,” on June 10, 1999. The organization overrides police forces and the judicial system in carrying out Jiang's directive regarding Falun Gong: to ruin their reputations, cut off their financial resources, and destroy them physically.
Chinese law allows for citizens to be plaintiffs in criminal cases, and many practitioners are now exercising that right to file criminal complaints against the former dictator.
