(Minghui.org) Twenty-four years after the Chinese Communist Party (CCP) began persecuting Falun Gong in 1999, practitioners from 44 countries submitted a new list of perpetrators to their respective governments in advance of Human Rights Day, December 10, 2023, urging them to hold these individuals accountable for the persecution of Falun Gong in China. The practitioners asked their governments to bar the perpetrators and their family members from entry and to freeze their overseas assets.
Among the perpetrators listed was Xue Shiqian, head of the “Anti-Cult Office” of the Heilongjiang Provincial Public Security Department.

On March 21, 2018, the CCP underwent an institutional reform that put the Central “610 Office” under the Central Political and Legal Affairs Committee and the Ministry of Public Security. This change was passed down to the provincial, city and county levels.
The Anti-Cult Office of the Heilongjiang Provincial Public Security Department exercises some of the responsibilities and powers of the Heilongjiang Province 610 Office. Xue Shiqian, the head of the Anti-Cult Office, has become one of the main leaders in the persecution of Falun Gong practitioners in Heilongjiang Province.
Heilongjiang Province is one of the provinces with most severe persecution. Out of the 31 provinces, municipalities, and autonomous regions in China, it has reported most death cases of 645 in the past 25 years.
Xue actively implemented the persecution policy by organizing activities slandering Falun Gong, inciting and spreading hatred. In April 2021, Xue participated in the Launching Ceremony of Anti-Cult Education on Campus at Heilongjiang University, which was hosted by the Heilongjiang Provincial Public Security Department.
On April 15, 2023, another ceremony for the “Anti-Cult Education Campaign” was held in the Heilongjiang Provincial Public Security Department, celebrating wider adoption of the campaign in schools across the province, including 80 higher-education institutions and 3,055 primary and secondary schools and kindergartens. The campaign reach 2.85 million students and 248,000 teachers. At the same time, the Provincial Public Security Department, in conjunction with the Department of Education, mailed 320 copies of defamatory propaganda materials to provincial universities.
Xue also directed many large-scale arrests, house ransacking, and harassment of the practitioners. In the first half of 2023, at least 12 practitioners from Heilongjiang Province died as a result of persecution, 78 were sentenced, 161 were arrested, and 80 were harassed.
In 2022, 22 practitioners were tortured to death, 35 were sentenced, 477 were arrested, and 388 were harassed, the worst in the country.
On July 12, 2022, police from all over Daqing City arrested over 100 practitioners, including a practitioner who was 98 years old and many other practitioners in their 70s and 80s. The police ransacked the practitioners’ homes without a warrant. All items and materials related to Falun Gong were used as prosecution evidence against the practitioners. According to police, the practitioners had been tracked and videotaped for over nine months.
In July 2022, 33 practitioners in Harbin were arrested, and 39 were harassed.
On the afternoon of August 27, 2022, at least 11 practitioners in Suihua City were arrested. According to an insider, the police had begun to monitor the practitioners three months earlier. The Suihua City PLAC and 610 Office called it “100-day battle.”
In 2021, at least 24 practitioners died as a result of persecution in Heilongjiang Province, ranking the second highest in the country. The number of practitioners sentenced was 125, ranking the second in the country. There were another 463 practitioners arrested and 872 harassed, ranking the fourth in the country.
In 2020, the CCP carried out the “zero-out” involving local authorities pressuring Falun Gong practitioners to sign a statement renouncing the practice. In this campaign, a large number of practitioners were arrested or harassed at their homes or workplaces.
In April 2020, twelve practitioners from Xiangfang District, Harbin City were arrested over the course of two days by police from Daqing City National Security Bureau and the Longnan Branch of Ranghu Road District. It was reported that the mass arrest was ordered by the Anti-Cult Office of the Heilongjiang Provincial Public Security Department, which directed the Daqing City Public Security Police to arrest practitioners from other regions.
On September 22-23, 2020, in a coordinated police sweep in Harbin City, Heilongjiang Province, 27 practitioners and three of their family members were arrested. It’s reported that the Provincial Political and Legal Affairs Committee and the Public Security Department were involved in this mass arrest. Practitioners were arrested according to names on a blacklist and police would get a bonus for catching one practitioner.
In 2019, the Heilongjiang PLAC, 610 Office, and Public Security System intensified harassment and arrests of Falun Gong practitioners so as to “maintain stability” during the 70th Anniversary of the CCP’s taking over the country. At least 384 practitioners were arrested and 118 were sentenced.
Beginning in June 2019, the Heilongjiang Provincial Public Security Department instructed cities to persecute Falun Gong practitioners and issued arrest quotas. On July 25, the “Supervision and Persecution Team” of the Heilongjiang Provincial Public Security Department came to Jiamusi City and worked with the local police to arrest at least 40 practitioners. Mr. Yang Shengjun was tortured to death.
Since Xue became the head of the Anti-Cult Office of the Heilongjiang Provincial Public Security Department, at least 26 Falun Gong practitioners from Heilongjiang Province have been tortured to death. They are: Ms. Zhang Chunyu, Ms. Wang Shumei, Ms. Wang Yufang, Ms. Zuo Xiuwen, Mr. Zhang Xingguo, Mr. Dai Zhidong, Ms. Guan Fengxia, Mr. Zhong Guoquan, Ms. Yan Jinxia, Ms. Li Shuangyan, Ms. Liu Fengyun, Ms. Sun Yumei, Ms. Li Jingxia, Ms. Li Huifeng, Mr. Yang Shengjun, Ms. Teng Shuli, Ms. Cui Jinshi, Mr. Liu Yunxiang, Ms. Kang Aifen, Ms. Wang Shukun, Ms. Li Jingxia, Ms. Li Yanjie, Ms. Ma Shufang, Mr. Zhao Chengxiao, Ms. Gao Xiulan, and Ms. Mou Yongxia. Below are select death cases.
Case 1: Ms. Li Shuangyan Arrested and Tortured to Death in One Day
Ms. Li Shuangyan was arrested on December 16, 2021 for making informational materials about Falun Gong. She was interrogated and tortured for nearly 30 hours at the Fuli Police Station. When she was on the verge of death, the police ordered her husband to pick her up after he got off work.
When Ms. Li’s husband arrived at the police station, she was unable to walk on her own and was carried out by three officers. Her husband called an ambulance upon returning home. Ms. Li died before the ambulance arrived.
Case 2: Dr. Wang Shukun Dies Days After Being Beaten by the Police
Dr. Wang Shukun, a 66-year-old physician in Haining City, Heilongjiang Province, was ordered to renounce Falun Gong in late June 2020. As she refused, the police beat her for hours. She suffered sharp pain in her leg and begged the officers to let her go. They agreed, but threatened that they would come for her again a few days later.
Dr. Wang crawled up the stairs to get back to her apartment unit. Her husband noted that she had bruises on her body. Her kneecaps were broken, and she was soaked in sweat. She suffered a cerebral hemorrhage on the afternoon of July 1. She was extremely dizzy and felt like throwing up. She passed away at around 4:25 a.m. on July 2.
Case 3: Ms. Kang Aifen Dies Five Months After Her Latest Arrest
Ms. Kang Aifen, of Jiamusi City, Heilongjiang Province, was arrested at home on June 17, 2021, and taken to the Jiamusi City Detention Center. While in custody, she developed a severe heart condition and systemic edema. She was unable to stand or walk, had difficulty breathing, and her vision deteriorated to the point where she was almost completely blind.
On the verge of death, Ms. Kang was released and placed under house arrest on August 17. She passed away three months later on November 18, 2021. She was 64.
Case 4. Mr. Yang Shengjun Dies Nine Days Following His Arrest
Mr. Yang Shengjun, 61, from Jiamusi City, Heilongjiang Province, and his 81-year-old mother were arrested at home on August 2, 2019. His mother was released that night, but Mr. Yang was held at a detention center. On the morning of August 11, the police informed his mother that he vomited blood in the detention center in the morning and had been taken to a hospital for treatment. Mr. Yang passed away at 9 p.m. that night. The hospital charged his family 30,000 yuan for his treatment.
Case 5. Ms. Yan Jinxia Develops Cancer While in Custody, Dies Months after Release
Ms. Yan Jinxia, of Harbin City, Heilongjiang Province, was arrested on the evening of September 22, 2020, as part of the “Zero-out” harassment campaign that was sweeping across the country in 2020. The detention center guards forced her to sit on a small stool for long hours and exposed her to low temperatures, which caused her to have excessive vaginal bleeding. The guards would not get her any medical attention until her family paid them first. Although she was diagnosed with late-stage uterine cancer, the guards refused to release her and continued to pressure her to write statements renouncing Falun Gong.
Despite her condition, Ms. Yan was still made to stand trial and was sentenced to six months in prison. She was released after serving the full term. Her condition continued to deteriorate after she returned home. Although her family took her to the hospital, the doctor said she was beyond help. She passed away in less than a year, on January 17, 2022. She was 59 years old.
Case 6: Ms. Mou Yongxia Dies in Heilongjiang Province Women’s Prison
Ms. Mou Yongxia, a 75-year-old retired teacher, was tortured to death at the Heilongjiang Province Women’s Prison on July 13, 2023. The guards arbitrarily cremated Ms. Mou’s body before notifying her family.
Ms. Mou was arrested in September 2019 and sentenced to a six-year prison term by the Ranghulu District Court in May 2020. Guards at the Heilongjiang Province Women’s Prison instigated the inmates to beat and verbally abuse her. Years of torture took a toll on her health and she could barely move.
After Ms. Mou suffered fecal incontinence in August 2022, an inmate beat her and poured cold water on her. She also subsequently suffered a mental disorder, yet the guards and other inmates continued to beat her.
A prisoner complained that Ms. Mou walked too slowly, and pushed her from behind in late December 2022. She fell to the ground resulting in bruises on her face. That night she developed frequent urination, and had to get up over ten times each subsequent night. The inmates assigned to watch her often verbally abused her and beat her because of this.
Ms. Mou often woke up in the middle of night screaming because of the ongoing abuse. It was so loud that inmates in other cells could hear her. She was disoriented and could not even recognize other Falun Gong practitioners who were staying in the same cell with her.
Her son demanded that the prison authorities release her on medical parole, but his requests were repeatedly rejected.
