After the Chinese Communist Party ordered the persecution of Falun Gong in 1999, Ms. Liu Xingmin, who used to work at the Fifth Hydropower Bureau in Sanhe City, Hebei Province, went to Beijing to appeal for the right to practice Falun Gong. She was arrested and held at the Shijingshan Stadium. After being escorted back to Sanhe, she was forced to attend a brainwashing session and ordered to renounce Falun Gong. Because she refused to comply, her employer arranged for people to monitor her around the clock and didn’t let her leave her subdivision. If she did, they called the police to arrest her.
Ms. Liu managed to return to Beijing to appeal again on February 12, 2000. She was arrested and held at the Sanhe City Detention Center for 45 days. The 200 yuan she had with her was confiscated, and the police also extorted 2,000 yuan from her family when they picked her up. Her home was ransacked and her Falun Gong books and a media player were confiscated.
Ms. Liu was doing the Falun Gong exercises outdoors with over ten practitioners on the morning of April 14, 2000, when the police arrested them. The police forced them to kneel, shocked them with electric batons, and verbally abused them. They were released that evening.
Ms. Liu went to Beijing to appeal for a third time on June 29, 2000, and was arrested. The police escorted her back to Sanhe and ordered her to write a statement, promising never to go to Beijing again. When she refused, they slapped her in the face, leaving her with drumming in her ears. She held a hunger strike in the detention center and the guards beat her. She continued the hunger strike and was released six days later.
Ms. Liu appealed to the government again on October 6, 2000, and was detained. She held a hunger strike for a week and was released.
Because of her repeated trips to Beijing to appeal, her employer fired her in December 2000. Her family’s jobs were also impacted. Her manager later found her and attempted to persuade her to renounce Falun Gong by promising to allow her to come back to work. She didn’t comply and went to Beijing on December 18, 2000, to appeal again.
On December 30, 2000, shortly after she returned from Beijing, the police arrested her outside of her home. She resisted and was released soon after.
The police stopped Ms. Liu when she was out walking on June 8, 2001, and took her to the Kaiping Forced Labor Camp to serve a two-year term. She held a hunger strike to protest and was held in solitary confinement, watched by two inmates. The inmates intimidated her, tortured her, force-fed her and deprived her of sleep. She was released on April 18, 2002.
Ms. Liu was harassed at home around 11:30 p.m. on July 19, 2008. The authorities attempted to confiscate her ID to keep her from going to Beijing during the Olympics. She strongly resisted. The officers didn’t leave until next day.
Between November 8 and 25, 2012, during the Communist Party’s 18th Congress, the authorities harassed Ms. Liu and monitored her daily life again, just as they did during all major holidays and anniversaries related to Falun Gong.
Succumbing to the ongoing persecution, Ms. Liu’s health began to deteriorate. She passed away on December 10, 2017. She was only 43.
