(Minghui.org) The Chinese Communist Party (CCP) has suppressed Falun Gong for 26 years. Around Human Rights Day, December 10, practitioners in 48 countries submitted another list of perpetrators related to the persecution of Falun Gong in China to their governments. They also requested that these perpetrators and their family members be barred from entering the country and that their assets be frozen.
An increasing number of governments and human rights organizations have now recognized the CCP’s persecution of Falun Gong, which began in July 1999. With a clearer understanding of the CCP’s disregard for humanity and its harm, elected officials pointed out that the persecution of Falun Gong—the worst example of human rights abuse in China—has been largely ignored.
During the annual China Forum hosted in Washington D.C. by the Victims of Communism Memorial Foundation in October, 2025, Samuel Brownback, former Ambassador-at-Large for International Religious Freedom, said the CCP spends billions of dollars every year oppressing faith systems. Among them, the persecution of Falun Gong is the worst.
In that same meeting, Ileana Ros-Lehtinen, former chair of the House Committee on Foreign Affairs, said Democrats and Republicans must maintain bipartisan unity on issues like genocide and religious persecution and that the Magnitsky Act should be applied to hold these CCP officials accountable.
According a press release from the U.S. Department of State on December 3: “The United States is taking decisive action in response to the mass killings and violence against Christians by radical Islamic terrorists, Fulani ethnic militias, and other violent actors in Nigeria and beyond. A new policy under Section 212(a)(3)(C) of the Immigration and Nationality Act will allow the State Department to restrict visa issuance to individuals who have directed, authorized, significantly supported, participated in, or carried out violations of religious freedom and, where appropriate, their immediate family members.”
When Falun Gong practitioners submitted the list of perpetrators to the U.S. Department of State recently, officials said they would review the materials carefully. Years ago, officials from the related government agencies said some laws were easy to apply. For example, regarding entry bars, a visa can be refused based on “reasonable doubt” without informing the applicant why it was refused. However, those who committed these wrongdoings would know the reason.
It is worth noting that the CCP’s ongoing persecution persecution of Falun Gong over the past 26 years has no legal basis. The mistreatment of Falun Gong practitioners violates China’s Constitution and its laws. It is just a matter of time before these perpetrators face consequences for violating the law.

The 48 countries involved in this submission include members of the Five Eyes (the United States, Canada, the United Kingdom, Australia, New Zealand) and all 27 countries of the European Union (Germany, France, Italy, Spain, the Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czechia, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta), as well as 16 other countries from Asia, Europe, and the Americas (Japan, South Korea, Indonesia, Switzerland, Norway, Iceland, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, the Dominican Republic, Paraguay, Peru, and Ecuador). This is the first time Iceland, Peru, and Ecuador have participated in this joint action.
