(Minghui.org) Shandong Province Prison, located in the capital city of Jinan, has been used to imprison and torture male Falun Gong practitioners in the province since the Chinese communist regime began its brutal suppression of Falun Gong, a traditional Chinese mind and body practice, in 1999.
The 11th Division of the prison was specifically set up as a brainwashing center aimed to force Falun Gong practitioners to renounce their faith. To that end, prison guards order the inmates to physically and mentally torture the practitioners, including punching, kicking, slapping, shocking them with electric batons, restraining them in metal chairs, tying them with ropes, hanging them up, depriving them of sleep, and forcing them to stand for long periods of time.
Mr. Wang Zhongshi, of Zibo City, Shandong Province, died on July 22, 2024, as a result of the torture. His death came less than three years after he was admitted to the prison to serve an eight-year term for practicing Falun Gong.
In this article, we report on the torture of two other practitioners, both of Linyi City, Shandong Province. Mr. Liu Nailun was taken to the prison around September 2019 to serve an eight-year term; Mr. Zhu Tonggui, 52, was admitted to prison in September 2020 to serve a nine-year term.
Mr. Liu Nailun
Mr. Liu, a former accountant with the Mengyin County Production Materials Company in Shandong Province, was arrested on September 7, 2018 for distributing Falun Gong informational materials. He was secretly sentenced to eight years by the Lanshan District Court around September 2019.
Upon Mr. Liu’s admission to the 11th Division of Shandong Province Prison, inmates Wu Jinda, Liu Huailiang, and Jiang Hong forced him to sit on a small stool and watch videos smearing Falun Gong. He was allowed to sleep for a very short amount of time, and sometimes was allowed no sleep at all. After two months of constant beatings and sleep deprivation, he was forced to write a statement to renounce Falun Gong against his will.
In August 2020, drug offender Xu Chao began to torture Mr. Liu again. As soon as Mr. Liu got up every morning, Xu brought him away for “talks” all day long, which were a mix of slander against Falun Gong and personal attacks on Mr. Liu. Xu once beat him during the talk. The “daily talks” lasted over 20 days and Mr. Liu began his work shift after that.
For a period of time in 2021, Mr. Liu suffered excruciating headaches. The guards forced him to take unknown drugs. Despite his condition, he was still made to do hard labor without pay until November 2021. The “talk sessions” started again during his days off and this time by inmate Tang Long.
In early 2022, Mr. Liu was transferred to the high security area on the sixth floor, which was specifically used to detain Falun Gong practitioners who refused to renounce their faith. The rooms there are much smaller; the windows are also smaller; and the walls are padded. The four big lights in each room are never turned off at night. Every practitioner is forced to sit on a small stool and watch slanderous videos every day. The inmates watch the practitioners closely around the clock. The practitioners’ movements, taking of showers, and drinking water are strictly restricted.
As Mr. Liu refused to write “thought reports” as required, head inmate Wu Jinda instructed inmates Shi Deshan and Huang Zaiqian to “talk” to him again. They constantly beat and verbally abused Mr. Liu, but he remained firm in his faith.
Mr. Liu was moved to the fifth floor in November 2022, when the prison experienced a surge of COVID-19 cases. He tested positive and was put in quarantine.
After the COVID-19 pandemic eased in early 2023, Mr. Liu and other Falun Gong practitioners were taken back to the high security area on the sixth floor. They were still forced to sit on a small stool and watch slanderous videos all day long. They were only allowed to sleep for six hours each day, which was split into two three-hour periods, with a two-hour “eyes wide open” shift in between. Several practitioners experienced various medical conditions as a result of this torture.
In October 2023, the high security area was closed and Falun Gong practitioners were moved back to the regular cells downstairs. They were allowed to have a break after lunch and no longer needed to stand for the “eyes wide open” shift at night. The guards and inmates still constantly talked to Mr. Liu and attempted to force him to give up practicing Falun Gong.
Mr. Zhu Tonggui
Mr. Zhu was arrested on May 23, 2018 and later sentenced to nine years by the Lanshan District Court. It was during the height of the COVID-19 pandemic when he was admitted to the Shandong Province Prison in September 2020; he was quarantined for a month before being taken to the 11th Division on October 4.
Instigated by guards Chen Shuo and Shi Qiang, inmates Sun Youda, Liu Huailiang, Xu Chao, Wu Kejun and Li Feng tied Mr. Zhu up and beat him on the first day of his arrival. They held his fingers tightly and then inserted a pen between his fingers and rotated it. They also pulled his neck backward, which caused severe injury to his upper spine. After five hours of intense torture, he was forced, against his will, to copy a statement renouncing Falun Gong. Due to the persecution, his hair was messy and his eyes were dull; he looked like someone in his upper 50s or 60s, although he was only 47 at the time.
For over a year after that abuse, inmate Wu Kejun often “talked” to Mr. Zhu and inmate Wu Jinda forced him to watch videos and read books that promoted Buddhism.
The guards began to force Mr. Zhu to do labor in the spring of 2021. Due to the injuries to his neck, he suddenly fainted one day. Although the guards stopped forcing him to work after that, they continued to arrange for the inmates to “talk” to him and force him to write thought reports on a regular basis.
As Mr. Zhu wrote a solemn declaration to nullify the statement renouncing Falun Gong that he was forced to write earlier, he was taken to the high security area after the 2023 New Year. He was forced to sit on a small stool and watch videos smearing Falun Gong; he wasn’t allowed to leave the cell or have any other movements; his drinking water was restricted; he could take only one shower every month; and he was only allowed to sleep for six hours every night, with the two-hour “eyes wide open” shift in between. The long-term sitting caused his buttocks to develop blisters and open sores, which later oozed pus and became very itchy.
As a result of the abuse, Mr. Zhu was hospitalized once and forced to take unknown drugs. He later refused to take the drugs and was surprised to find that most of his symptoms went away.
