Falun Gong Practitioners Forced to Sign Contracts Before Being Released from Shandong Province Women’s Prison

(Minghui.org) When Ms. Jiao Linhui finished serving a two-year term on May 9, 2025, for practicing Falun Gong, she was forced to sign a five-year contract with the Shandong Province Women’s Prison in the capital city of Jinan before being released.

While details about the contract aren’t clear, it likely prohibites Ms. Jiao from practicing Falun Gong again or talking to people about it.

Ms. Jiao, 62, of Tianjin, moved to Longkou City, Shandong Province, years ago to avoid being arrested in Tianjin for her faith in Falun Gong. She was arrested in Longkou during a police sweep on May 9, 2023, after the police hired a locksmith to open her door and raided her place.

The Longkou City Court sentenced Ms. Jiao to two years on March 12, 2024. She served time in the Shandong Province Women’s Prison and was released on May 9, 2025. Police in Tianjin also came to the prison on the day of her release.

The Shandong Province Women’s Prison has been notorious for torturing Falun Gong practitioners and forcing them to renounce their faith. According to an insider, every practitioner serving time in the prison has been forced to write a statement to renounce Falun Gong, even if she knew in her heart it was not illegal to uphold her faith. Those who initially didn’t write the statements were brutally tortured. Some had a mental breakdown while others were tortured to death.

Ms. Wang Yuling of Zibo City, Shandong Province, was severely tortured and subjected to involuntary drug administration in the prison while serving a 1.5-year term. She was very weak and struggled with severe complications when she was released on January 30, 2023. She died from multiple organ failure on October 7, 2024.

Ms. Lin Jianping of Qixia City, Shandong Province, was taken back into custody in mid-October 2024 to serve a three-year prison term handed down in March 2023. She was released on medical parole on January 30, 2025, in serious condition and died on February 13.

When Ms. Duan Guixiu’s daughter visited her at the Shandong Province Women’s Prison on September 5, 2024, Ms. Duan was wheeled into the meeting room. Her body kept jerking, and she vomited repeatedly. Her daughter couldn’t believe that her once-healthy mother was in this condition only months after she was sent to prison on December 27, 2023, to serve a three-year term.

Ms. Yin Peiqin, a 76-year-old resident of Xintai City, Shandong Province, was frequently beaten, verbally abused, and denied restroom use while serving a five-year term. Six inmates dragged her to the corner of the restroom on April 21, 2023, where the surveillance camera couldn’t see. They kneed her inner thighs and slammed her hand against the wall. She couldn’t walk for a day and her hand was injured. Although the guards get her injuries treated, they forced her to say that the incident was her fault.

After Ms. Xu Jinfeng from Liaocheng City, Shandong Province, was taken to the prison on June 13, 2024, to serve a seven-year term, her vision and memory declined significantly in just a month.
