(Minghui.org) Falun Gong practitioners in 45 countries submitted another list of Chinese Communist Party (CCP) officials who participated in the persecution of Falun Gong in July 2025, 26 years after the CCP ordered the persecution. The practitioners demand their governments hold the perpetrators accountable, bar them and/or their family members from entry and freeze their assets.
These 45 countries include: The Five Eyes (United States, Canada, United Kingdom, Australia, New Zealand), all 27 countries in the European Union (EU) and 13 countries on other continents. The EU countries are Germany, France, Italy, Spain, Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czechia, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta. The remaining 13 countries are located in Asia, Europe, and the Americas: Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, the Dominican Republic, and Paraguay.
According to a report published by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), the CCP highlighted a goal in a May 2024 meeting organized by the Ministry of Public Security, “Pay special attention to the cooperation between Falun Gong and Western politicians to sanction high-level Chinese leaders. Stop such behavior at all costs.”
Among the perpetrators listed was You Rong, deputy director of the Detention Administration Bureau of the Ministry of Public Security.

Major Crimes
Since the CCP began persecuting Falun Gong in July 1999, the Ministry of Public Security served as a tool for the regime to carry out the nationwide persecution. Countless Falun Gong practitioners have been arrested and detained. Under secret directives from the CCP, such as “killing without mercy” and “treating persecution death as suicide,” the guards in the lockups and detention centers at all levels employed various torture methods on practitioners who refuse to give up their faith. Many practitioners became disabled or even died as a result.
Wang Fengming and Wei Ping, director and deputy director of the Baicheng Detention Center in Jilin Province tortured Falun Gong practitioners with beatings, involuntary drug administration, and pouring cold water on them. When Ms. Han Hongxia was tortured to death in the detention center in March 2017, the guards bragged to their colleagues that, “It was fine to torture Falun Gong [practitioners] to death.”
Li Peng, the captain of the 14th team of the Lanzhou City First Detention Center, openly tortured Falun Gong practitioners. After Ms. Jin Yijun was taken there on October 2, 2021, Li ordered the guards to put her on the “Back handcuff-to-shackle” torture, because she refused to memorize the regulations or squat during roll calls. Her hands were cuffed behind her back and the cuffs were attached to her shackles with a short chain so that she constantly leaned backward while kneeling down.
The torture lasted for 15 days, during which time, the guard ordered the detainees to beat, kick, and pull her hair to prevent her from adjusting her position or closing her eyes. Besides not being allowed to sleep for 15 days, she could not fetch water to clean herself or wash her clothes. Sometimes she was not allowed to drink water.

From January 2017 to December 2024, at least 47 Falun Gong practitioners died as a result of torture in detention centers and many more became disabled. As one of the top leaders in the Ministry of Public Security’s detention management system, You must be held accountable for persecuting practitioners.
Select Death Cases
Case 1: 77-Year-Old Guizhou Woman Dies in Custody, Her Body Cremated Without Family’s Consent
Ms. Zhou Guixiang, a 77-year-old resident of Guiyang City, Guizhou Province, became emaciated and was found to have tumors in her liver and intestines, while being held in Guiyang City Women’s Detention Center. Her parole application was still pending when she passed away on October 23, 2024. Her body had already been cremated without her family’s consent by the time they rushed to the detention center when they were notified that she died.
Case 2: Jilin Man Dies 21 Days After Being Released on Bail, Posthumously Threatened with 3 Year Prison Sentence
Mr. Tian Yuchun from Changchun City, Jilin Province, was arrested at his home on April 18, 2024. A guard from the Changchun City First Detention Center notified his family on June 20, 2024, that he vomited and lost consciousness that day and was diagnosed with an intestinal obstruction. His family asked to visit him but their request was denied. When the detention center found out that Mr. Tian also had bile duct cancer eight days later, they told his family to apply for him to be released on bail.
It took several days to process the required paperwork. By the time Mr. Tian was released on bail on July 3, 2024, he was so weak that he could not walk without assistance. He died 21 days later. After he died the Chaoyang District Court threatened to sentence Mr. Tian to three years.
Case 3: Hubei Woman Released in Critical Condition, Dies Two Months Later
Ms. Chen Xuzhen, of Danjiangkou City, Hubei Province, died on March 14, 2024, one month after she was released in critical condition after serving one year in the Shiyan City Detention Center. Her passing capped years of persecution because she practiced Falun Gong. She was previously arrested multiple times and faced constant harassment.
Case 4: Ms. Ji Yunzhi: “If I Die, It Will Be the Result of Torture”
Ms. Ji Yunzhi, a 66-year-old Falun Gong practitioner, was arrested at home on February 1, 2022. The officers took Ms. Ji to the Balin Zuoqi No. 2 Hospital and forced her to undergo a medical examination.
During the examination, Ms. Ji began to have convulsions. She not able to stand or speak, and she kept vomiting. Despite her condition she was taken to the detention center and held there.
Ms. Ji went on a hunger strike to protest her arrest. In retaliation, she was beaten and tortured by Gao Yonggang, the director of the Bairin Left Banner Detention Center, and Tian Zhijun, a forensic doctor, along with various police officers and inmates. The physical abuse left Ms. Ji in critical condition.
On March 21, Ms. Ji’s family was notified that she had passed away. Her family asked to enter her hospital room to see Ms. Ji one last time, but the Public Security Bureau would not let them. As they stood outside the room her family could see that Ms. Ji’s trachea had been cut open, and her face and shoulders were covered in blood.
Many police officers were stationed in the hallway of the hospital when the family came to visit. They ordered the family to leave that floor of the hospital and closed the hospital elevator so that no one could enter the floor Ms. Ji was on.
The authorities did not get her family’s consent and cremated Ms. Ji’s body on the morning of April 8. Before Ms. Ji died, she told the people in her cell, “If I die, it will be the result of torture.”
Case 5: Woman Dies Under Suspicious Circumstances in a Prison Hospital
Ms. Li Changfang from Linyi City, Shandong Province, was arrested on October 23, 2018. She was sentenced to two and a half years in prison and fined 10,000 yuan on March 27, 2019.
Ms. Li began to have a stomachache in June 2019 while she was held in the Linyi City Detention Center. The pain later spread to her back and legs. Shortly after she was hospitalized on July 6, doctors operated on her without her family’s consent. She remained in a coma after the surgery and her eyes were taped shut the entire time. The doctors claimed there were complications with her liver and kidneys and they put her on dialysis. She died on July 12 after the police removed the life support machines. Her body was cremated without her family’s consent. Her family suspected that her organs were removed.
Select Torture Cases
Case 1: Woman Beaten and Verbally Abused for Not Renouncing Falun Gong
Ms. Sun Chan from Susong County, Anhui Province, who lived in Haikou City, Hainan Province, was arrested on March 26, 2025 for distributing Falun Gong flyers in her neighborhood. That night, guards at the local lockup tied her up in a bed and did not remove the restraints for three days. After an additional two days, director Li Yubo and six officers of the Haikou City Domestic Security Office came and attempted to force her to renounce Falun Gong. When she didn’t comply they beat her and verbally abused her. She held a hunger strike to protest the persecution. After she was detained for 15 days she was released and taken back to Susong.
Case 2: Tortured and Force-Fed in Custody, Heilongjiang Man Sentenced to Six Years for Practicing Falun Gong
Mr. Feng Guoqing, around 59 and from Yichun City, Heilongjiang Province, was arrested on December 4, 2024 and his home was repeatedly ransacked. More than 200,000 yuan in cash was confiscated during the raids.
At the Yichun City Detention Center, Mr. Feng refused to cooperate with the police when they interrogated him and he went on a hunger strike for more than 40 days. In retaliation, the police removed his clothing and restrained him on a bed in a spread eagle position. Then they force-fed him. He had no choice but to relieve himself on the bed. He suffered failure in both kidneys as a result of the torture.

Mr. Feng was tried by the Nancha County Court on June 20, 2025. His lawyer was informed on July 5 that he was sentenced to six yeas and fined 10,000 yuan.
Case 3: Liaoning Woman Tortured Into Serious Condition in Detention Center
Ms. Chen Yan, 44 and of Benxi City, Liaoning Province, was arrested on July 14, 2024 for distributing information about Falun Gong. When her lawyer visited her at the Benxi City Detention Center on October 30, 2024, he learned that she was beaten three times on August 5 by four inmates who were instructed by the guards to abuse her.
The lawyer noticed that Ms. Chen was in low spirits, was slow to respond, and appeared weak. He returned the next day for another meeting and was shocked that she had no recollection of their meeting the day before. She complained about heart palpitations and had blood in her sputum.
When the local court later scheduled a hearing of her case, Ms. Chen refused to attend, because she was protesting guard Wang Naihan’s continually encouraging the inmates to beat her and forbidding her from appealing to end the abuse.
Case 4: Arrested in a Police Sweep, Two Hebei Women Strip-Searched Every Day
Ms. Li Li and Ms. Shi Rui, of Cangzhou City, Hebei Province, were both arrested on April 17, 2024 and taken to the Cangzhou City Detention Center later that day. Upon admission to the detention center, Ms. Li was ordered to remove her clothes for a search. When she refused to comply the guards instructed several inmates to strip her naked. The same process happened again in the evening.
Ms. Li went on a hunger strike to protest the twice-a-day strip-search and she became emaciated after about two weeks. Only then did the guards stop the humiliating body searches.
According to insiders, Falun Gong practitioners and non-practitioners alike are subjected to strip-searches in the detention center, which took place around the time Ms. Li and Ms. Shi were taken there.
The new policy also required inmates to be filmed naked before they were released or transferred to a different facility. They must turn their naked bodies around to face the camera and answer questions like: “Were you given enough food to eat?” and “Were you ever beaten here?” Those who did not answer the questions “correctly” were not released as scheduled.
Case 5: 62-Year-Old Woman Emaciated and Anxiety-Stricken After Being Tortured and Drugged in Detention
Ms. Dai Mingrong, a 62-year-old resident of Zhaoyuan County, Heilongjiang Province, was arrested on October 10, 2022. While being held at the Daqing City Detention Center, the guards instigated inmates to smear an unknown drug on Ms. Dai’s face and place an unknown substance in her food. She soon had a mental collapse. Her body shook uncontrollably and she talked to herself. When she was asked what she was saying, she had no clue. She also appeared to have lost control of her facial expressions.
Despite her condition, the guards still forced her to stand for long periods of time and didn’t allow her to sleep. They also beat her and verbally abused her. Her body was covered with bruises after being pinched hard by the inmates.
Ms. Dai was later secretly sentenced to ten months in prison. By the time she was released on September 17, 2023, she was emaciated, her body twitched uncontrollably, and she seemed to be in a state of panic.
