(Minghui.org) Falun Gong practitioners in 45 countries submitted another list of Chinese Communist Party (CCP) officials who participated in the persecution of Falun Gong in July 2025, 26 years after the CCP ordered the persecution. The practitioners demand their governments hold the perpetrators accountable, bar them and/or their family members from entry and freeze their assets.
These 45 countries include The Five Eyes: (United States, Canada, United Kingdom, Australia, New Zealand), all 27 countries in the European Union (EU) and 13 countries on other continents. The EU countries are Germany, France, Italy, Spain, Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czechia, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta. The remaining 13 countries are located in Asia, Europe, and the Americas: Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, the Dominican Republic, and Paraguay.
According to a report published by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), the CCP highlighted a goal in a May 2024 meeting organized by the Ministry of Public Security, “Pay special attention to the cooperation between Falun Gong and Western politicians to sanction high-level Chinese leaders. Stop such behavior at all costs.”
Among the perpetrators listed was Li Jing, first-level inspector of the Prison Administration Bureau of the Ministry of Justice.

During her tenure in the Prison Administration Bureau of the Ministry of Justice and especially after she became the deputy director of the Prison Administration Bureau, Li Jing actively participated in the CCP’s systematic persecution policy that targets Falun Gong. The national prison system not only continued the unlawful detention of Falun Gong practitioners, but also intensified the “transformation rate” assessment mechanism, explicitly designating the forced renunciation of belief by Falun Gong practitioners as a political task for prisons at all levels.
To achieve a certain “transformation rate,” prisons use various torture methods such as electric shocks, hanging up by the wrists, sleep deprivation, force-feeding, beatings, brainwashing, and involuntary drug administration. The inmates were also instigated to take the lead in torturing practitioners. Those who did had their sentences reduced.
Between 2017 and 2023, at least 145 Falun Gong practitioners passed away due to torture in prison, including those who died in prison and those who died shortly after their release.
The 145 practitioners came from seventeen provinces, two autonomous regions, and four municipalities. Liaoning Province had the most cases of 33 (23.8%), followed by 20 cases in Heilongjiang Province, 14 cases in Jilin Province and 10 cases in Hebei Province.
The remaining 19 regions had single-digit cases: Sichuan Province (8 cases), Henan Province (7 cases), Shandong Province (6 cases), Hubei Province (6 cases), Yunnan Province (5 cases), Jiangsu Province (5 cases), Gansu Province (4 cases), Hunan Province (4 cases), Tianjin (4 cases), Zhejiang Province (3 cases), Chongqing (3 cases), Anhui Province (3 cases), Shanxi Province (3 cases), Guangxi Zhuang Autonomous Region (2 cases), Inner Mongolia Autonomous Region (1 case), Guizhou Province (1 case), Shaanxi Province (1 case), Beijing (1 case), and Shanghai (1 case).
In 2017, 32 Falun Gong practitioners from 17 provinces, autonomous regions, and municipalities passed away due to torture while they were imprisoned.

Case 1. Liaoning Man Passed Away Three Weeks After Being Released from Prison
Mr. Lu Yuanfeng, from Shenyang City, Liaoning Province, was sentenced to three years in prison. In early November 2016, the guards at Benxi Prison took Mr. Lu to the workshop warehouse and instructed inmates to hold him down. They verbally abused him while kicking him and shocking him with three electric batons. The continuous electric shocks went on for more than forty minutes. Mr. Lu rolled around due to the pain. His head, neck, hands, ankles, and other areas of his body were severely burned.
By the time he was released on November 18, 2017, he changed drastically—he went from being strong and healthy to being very weak and sick. His eyes were dull, his speech was slurred, and he had a stroke. His femoral head was broken and displaced, and he was paralyzed. He died on December 9, 2017, just 21 days after returning home. He was 63.
Case 2. Liaoning Teacher Tortured to Death in Liaoning Province Women’s Prison
Ms. Sun Min, a teacher in Anshan City, Liaoning Province, was tortured to death in Liaoning Women’s Prison on March 8, 2018, while serving a seven-year term. She was 50 years old. Her father said he was finally allowed to visit her in prison on February 7, 2018, nearly two years after she was arrested on June 28, 2016. She was carried to the visitation room on someone’s back. She could no longer walk as a result of torture. One month later on March 8, the prison notified her father that Ms. Sun was transferred to the Liaoning Province Prison Management Bureau General Hospital. When he arrived at the hospital at 12:50 p.m. that day, he was told that she was dead.
Case 3. Liaoning Woman Dies 14 Days after Being Sent to Prison
Ms. Li Yanqiu, of Jinzhou City, Liaoning Province, was arrested on December 14, 2018, while she distributed Falun Gong informational calendars. Her computer, Falun Gong books, and other personal belongings were confiscated. She was held in Jinzhou City Women's Detention Center. On the morning of January 21, 2019, while Ms. Li was very weak and couldn’t talk clearly, the Taihe District Court tried her secretly in the detention center and sentenced her to five years in prison. She was transferred to Liaoning Provincial Women’s Prison on February 19, 2019. On March 4, on her 14th day in that prison, she was tortured to death at the age of 52.
Case 4: 65-Year-Old Woman Dies 17 Months Into Her Prison Term
Ms. Zhang Yaqin, of Xiangtan City, Hunan Province, was arrested on December 30, 2018, for talking to people about Falun Gong at a farmer’s market. She was later sentenced to three years. She was admitted to the Hunan Province Women’s Prison on August 13, 2019, and held in the High Security Division. She was subjected to intensive brainwashing aimed at forcing her to renounce Falun Gong. Her family was not allowed to visit her during that time. She developed high blood pressure and became emaciated as a result of the torture. She passed away in prison on December 12, 2020, at the age of 65.
It’s been reported that, since 2017, all Falun Gong practitioners newly admitted to the prison have to spend the first two months in the High-Security Division and be subjected to brainwashing and coercion designed to force them to give up Falun Gong.
They are made to stand for long hours each day and not allowed to use the restroom. When they end up relieving themselves in their pants, the guards only allow them to wash their pants quickly but not their bodies. They also force practitioners to wear the soiled pants, even in the winter. Their lower bodies become infected and the wounds fester.
A guard once instigated an inmate to torture Falun Gong practitioners this way: “We’ll let them eat but not use the restroom.”
Case 5: Hubei Woman Dies 13 Days After Being Admitted to Prison
Ms. Hu Hanjiao of Hanchuan City, Hubei Province, passed away 13 days after being admitted to prison to serve a four-year term. Ms. Hu was arrested on March 15, 2021, and sentenced on June 16, 2021, for talking to people about Falun Gong.
At 8 p.m. on November 9, 2021, 13 days after she was transferred to the Hubei Province Women’s Prison, a guard called Ms. Hu’s husband and said that she had a disease and died at the hospital. The authorities didn’t allow her husband to see her body or her medical record. They also pressured him to dismiss the lawyer he hired to seek justice for Ms. Hu and ordered him to not discuss her death with local Falun Gong practitioners.
Case 6: Retired Colonel Dies in Prison, Family Suspects Foul Play
Mr. Gong Piqi was the former Deputy Chief of Staff of the Reserve Antiaircraft Artillery Division in Shandong Province. Under instructions from Qingdao Political and Legal Affairs Committee (PLAC), 610 Office, and the Shibei Domestic Security Bureau, the Shibei Procuratorate indicted him and the Shibei Court sentenced him to seven and a half years on July 20, 2018. He was ordered to serve time in Shandong Prison in Jinan.
He died in prison on April 12, 2021. He was 66. His family saw wounds on his head, which was also wet and swollen. Blood dripped from his ears.
Shandong Prison is notorious for torturing Falun Gong practitioners. Many practitioners were killed, disabled, and injured there. Instigated by the guards to torture practitioners, some inmates say, “We were told not to kill you, but to make your life a living hell – so you would rather die than live.”
Case 7: 30-Year-Old Former Radio Host Beaten to Death in Prison
Mr. Pang Xun, a former host for the Sichuan Province People’s Radio Station, was tortured to death on December 2, 2022, just six months after he was admitted to Jiazhou Prison, Sichuan Province, to serve a five-year term because he practiced Falun Gong. He was 30.
According to another Falun Gong practitioner who was also detained in Jiazhou Prison, Mr. Pang was subjected to many rounds of torture, including being handcuffed and shackled, shocked with electric batons, sprayed with spicy water, force-fed, and forced to stand under the scorching sun for long hours. The scars from electric shocks on his head were still visible months later.
When they saw that torture couldn’t shake Mr. Pang’s will, the guards and inmates tortured him for eleven days straight, eventually killing him. They sprayed spicy water into his nostrils, eyes and ears. He couldn’t open his eyes as a result. At night, the guards restrained him in the metal interrogation chair and didn’t give him a blankets.
Mr. Pang held a hunger strike to protest and the guards continued to shock him with electric batons, until he was on the verge of death. Despite the temperature drop, the guards still left him in the metal interrogation chair in thin clothes, and did not give him a blanket.
When Mr. Pang passed away around 2 a.m. on December 2, the guards ordered the inmates to call an ambulance. They claimed they were still trying to resuscitate him.
Case 8: Family Suspects Foul Play in 72-year-old Man’s Sudden Death in Jidong Prison
Mr. Wang Jian, a resident of Zunhua City, Hebei Province, was arrested at home on July 6, 2019, and later sentenced to seven years in prison and fined 5,000 yuan. He appeared to be fine and in good spirits when his family visited him on March 19, 2023. However, the family received a surprise phone call from the prison on April 3, 2023, and were told he died. He was 72 years old.
Mr. Wang had large areas of deep bruises around his ears and on his back, as well as some bruises on the back of his right hand. There was a circular mark on his chest and some scratches on his back. When the coroner turned his body over, fluid came out of his left ear.
The prison claimed that Mr. Wang died suddenly of a disease, but did not specify which disease. To the family, the bruises on Mr. Wang’s head and back seemed unusual, and not caused by a normal disease. They asked if they were caused by torture or other mistreatment that the prison was trying to hide.
Case 9: 75-Year-Old Retired Teacher Dies in Heilongjiang Province Women’s Prison
Ms. Mou Yongxia, a 75-year-old retired teacher in Daqing City, Heilongjiang Province, died from ongoing abuse at the Heilongjiang Province Women’s Prison on July 13, 2023. The guards cremated Ms. Mou’s body before they notified her family that she died.
Ms. Mou was arrested in September 2019 and sentenced to a six-year prison term by the Ranghulu District Court in May 2020. Guards at the Heilongjiang Province Women’s Prison instigated the inmates to beat and verbally abuse her. Years of torture and abuse took a toll on her health and she could barely move.
When Ms. Mou suffered bowel incontinence in August 2022, an inmate beat her and poured cold water on her. She also subsequently suffered a mental disorder, yet the guards and other inmates continued to routinely beat her.
In late December 2022, a prisoner complained that Ms. Mou walked too slowly and roughly pushed her from behind. Ms. Mou fell to the ground resulting in bruises to her face. That night she developed frequent urination, and she had to get up more than ten times every night. The inmates assigned to watch her often verbally abused her and beat her because of this.
Ms. Mou often woke up in the middle of night screaming because of the ongoing abuse. It was so loud that inmates in the other cells could hear her. She was disoriented and could not even recognize other Falun Gong practitioners who were staying in the same cell with her.
Her son demanded that the prison authorities release Ms. Mou on medical parole, but his requests were repeatedly denied.
