(Minghui.org) Former Hong Kong leader Leung Chun-ying, now vice chairman of the Chinese People’s Political Consultative Conference, was filmed threatening and verbally intimidating Falun Gong practitioners in Helsinki’s Sibelius Park on August 13, 2025. Police confirmed that practitioners’ activity was legal and assured them that if they located Leung’s group, they would inform them that Finland law prohibits interference with such legal activities. The incident sparked serious concern among observers and international human rights organizations regarding the Chinese Communist Party’s (CCP) transnational repression.

It’s reported that Leung, his wife Leung Tong Ching-yee, and two others went to the park and approached a peaceful Falun Gong information booth around 2:15 p.m. on Thursday, August 13, 2025. They asked practitioners to provide their personal information, including their names, home addresses, and workplaces. When a practitioner refused to give his name out of safety concerns, Leung responded, “Once we have your names, we can immediately look you up.”

Exercising their right of peaceful assembly, the practitioners filmed the scene as evidence. In the video, Leung seems to imply he was involved in the surveillance and persecution of Falun Gong in Hong Kong, saying, “Everything you did in Hong Kong has been exposed.” “Falun Gong has been in Hong Kong for many years, and we have thoroughly investigated everything.” He and his wife also photographed practitioners and accused them of “spreading rumors.”

When a young practitioner refused to talk to Leung and his wife, Leung Tong Ching-yee told him, “It’s harming you, kid. It’s going to kill you. Don’t listen to this.” When the practitioner said he had the right to remain silent, Leung continued to press him for his identity, causing him to worry that his family in China might be implicated.

“They were clearly threatening with their tone and actions,” said a practitioner who was present during the incident, “We are worried that even in a democratic country like Finland, the CCP’s officials dare to intimidate the public in this way.”

Police: Finland Law Prohibits Interference with Legal Activities

Police received a report and rushed to the scene, but Leung and his group had already left. Police listened to practitioners’ statements and confirmed that their activity was legal. They assured practitioners that if they found Leung’s group, they would inform them that Finland law prohibits interference with legal activities.

The incident occurred amid growing concerns about the CCP’s transnational repression, and similar cases have previously been documented in democratic countries.

Under Jiang’s personal direction, the CCP established the 610 Office, an extralegal security organization that has the power to override the police and judicial systems. Its sole function is to carry out the persecution of Falun Dafa.
