(Minghui.org) Falun Gong practitioners in 45 countries submitted another list of Chinese Communist Party (CCP) officials who participated in the persecution of Falun Gong in July 2025, 26 years after the CCP ordered the persecution. The practitioners demand their governments hold the perpetrators accountable, barring them and/or their family members from entry and freezing their assets.
These 45 countries include The Five Eyes (United States, Canada, United Kingdom, Australia, New Zealand), all 27 countries in the European Union (EU) and 13 countries on other continents. The EU countries are Germany, France, Italy, Spain, Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czechia, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta. The remaining 13 countries are located in Asia, Europe, and the Americas: Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, the Dominican Republic, and Paraguay.
According to a report published by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), the CCP highlighted a goal in a May 2024 meeting organized by the Ministry of Public Security, “Pay special attention to the cooperation between Falun Gong and Western politicians to sanction high-level Chinese leaders. Stop such behavior at all costs.”
Among the perpetrators listed was Li Mingwei, secretary of the Jilin Provincial Political and Legal Affairs Committee (PLAC).

Main Crimes
Jilin Province is one of the provinces in China where the persecution of Falun Gong is most severe. It ranks 4th among all 31 provinces and municipalities nationwide in terms of confirmed death cases of practitioners.
After Li took office as secretary of the Jilin Provincial PLAC in June 2022, he ordered large-scale harassment, arrests, and wrongful convictions of practitioners. At least 21 practitioners died as a result: Zhang Xiuxiang, Gu Jinfen, Ma Changqing, Yang Xin, Qu Guiqing, Tian Yuchun, Jiang Bing, Zhu Yuxia, Zhao Xudong, Wang Guiqin, Zhao Xin, Meng Xiangfu, Wang Ligong, Wang Yuying, Zhang Fengling, Wang Hongyan, Dong Yusu, Kong Fanqin, Feng Yuqiu, Liu Guizhi, and Li Changhai.
Persecution in 2025
From January to April 2025, 60 practitioners in Jilin Province were sentenced, 68 were arrested, and 53 were harassed.
Eight practitioners from Helong Town, including Mr. Wang Sanheng, Meng Min, Zhu Changbo, Shan (first name unknown), and Ms. Zhang Guirong, were arrested at their respective homes on the morning of April 23, 2025. The officers confiscated photos of the founder of Falun Gong, Falun Gong books, and other items. Meng Min and two other practitioners in their 70s were released, while the remaining five practitioners were detained for 15 days.
Persecution in 2024
In 2024, 14 practitioners died as a result of the persecution, 78 were sentenced, 396 were arrested, and 287 were harassed. Among them, 216 had their homes raided, 11 were taken to brainwashing centers, seven were forced to live away from home to avoid the persecution, and 18 were subjected to financial persecution, leading to a loss totaling 157,850 yuan.
At least 46 practitioners in Changchun City, Jilin Province were arrested between mid-April and mid-May 2024. April 19 and May 10 saw the most arrests, with 16 arrests each day. According to insiders, the mass arrests were orchestrated by the Jilin Province PLAC and its subordinate Changchun City PLAC and the 610 Office. Most of the arrests were carried out by the Erdao District Police Department and its subordinate police stations.
Another group arrest of at least 35 practitioners took place in Shulan City on June 5, 2024.
Ms. Dong Yusu of Dongfeng County, Jilin Province, was arrested on August 8, 2024, while studying the Falun Gong teachings with other practitioners. Due to the abuse while she was in custody, she developed systemic edema and had difficulty breathing. She was released on bail on an unknown date and was hospitalized for a while. She moved in with her daughter after being discharged and died at her daughter’s home on December 15, 2024. She was 59.
The Longshan District Procuratorate in Liaoyuan City (which oversees Dongfeng County) indicted Ms. Dong on an unknown date. She was facing trial at the time of her death.
Persecution in 2023
In 2023, 11 practitioners died as a result of the persecution, 56 were sentenced, 239 were arrested, and 283 were harassed. One hundred and forty-nine had their homes ransacked and 38 suffered financial persecution: the total extorted was 184,728 yuan.
Ms. Liang Lixin, of Hinggan League, Inner Mongolia, died six days after she was arrested in March 2023 while visiting her daughter in Changchun City, Jilin Province. She died in the Jiutai Detention Center while the police were in the process of building a case against her.
According to the insider, Ms. Liang was not the only Falun Gong practitioner drugged at the same detention center. Ms. Zhou Yafen, who was arrested in late August 2022, was also forced to take unidentified pills every day. When she refused, the inmates assigned to watch her grabbed her hair and held her head to force-feed her the drugs. When she cried out in pain, they stuffed her mouth with dirty socks or the rags used to mop the floor. She was later given a prison term and transferred to the Jilin Province Women’s Prison on April 29, 2023. She was tortured for four straight days after she was admitted to prison. The guards didn’t stop until she passed out.
On June 4, 2023, authorities from the 610 Office and the Jilin City Police Department in Jilin Province dispatched a large number of agents and arrested more than 30 Falun Gong practitioners. The police monitored the practitioners for a long time and collected footage from surveillance cameras before making the arrests. If any practitioners or their families refused to open their doors, the police broke in, sometimes breaking windows, to arrest the practitioners and ransack their homes.
Between November 30 and December 4, 2023, the Qianguo County 610 Office and the Qianguo County Domestic Security Office mobilized local police, arresting and harassing more than 10 Falun Gong practitioners. Many practitioners were detained for five to fifteen days.
Persecution in 2022
In 2022, four practitioners were persecuted to death, 40 were sentenced, 338 were arrested, 384 were harassed, 41 had their pensions suspended, 34 were held in brainwashing centers, and seven were forced to live away from home.
Mr. Ma Changqing, a 70-year-old resident of Yushu City, Jilin Province, was arrested around August 10, 2022 for putting up a Falun Gong poster. The Dehui City Court sentenced him to four years in 2023.
The Jilin City Prison called Mr. Ma’s sister-in-law on September 18, 2023, and said that they were taking him to the hospital for an operation for a small intestinal hernia. Hours later, the prison called again and said Mr. Ma died. Because the prison refused to provide any details about Mr. Ma’s death, his sister-in-law suspected that the prison was trying to hide the true cause of his death, since a hernia usually isn’t a life-threatening condition. She worried that he was tortured to death in prison because he refused to renounce Falun Gong.
Select Death and Sentencing Cases
Case 1: 31-year-old Man Dies while Serving 8.5 Years for Practicing Falun Gong
Mr. Jiang Yong, a Changchun City, Jilin Province resident, was arrested on June 28, 2021, and sentenced to 8.5 years in Gongzhuling Prison on the trumped-up charge of “subverting state power.” Even though he was in critical condition after holding a prolonged hunger strike to protest the persecution, the authorities refused to release him on medical parole, citing his refusal to renounce Falun Gong. He died on January 23, 2023, the second day of the Chinese New Year. He was 31 years old.
Case 2: Jilin Man Dies as a Result of Persecution
Mr. Jiang Bing, of Changchun City, Jilin Province, was arrested on November 11, 2022, while he was distributing informational materials about Falun Gong. The police beat and verbally abused him during the arrest. Mr. Jiang was taken to the Changchun City Second Detention Center on November 13 and was denied admission due to his physical condition. But instead of releasing him, the police held him at a hotel. When his physical condition worsened, the police transferred him to the police hospital on November 16. His feet were shackled to the bed. He was forced to take unknown drugs and received seven bottles of IV drips, while remaining seated instead of lying down. Afterwards he was nauseated, had systemic edema, and had difficulty walking and breathing.
Mr. Jiang was taken back to the police station on November 28, 2022 and released on bail that evening. By then, his generalized edema lasted for nearly two weeks and he was unable to walk on his own.
The police knocked on Mr. Jiang’s door again on March 19, 2023. He didn’t open the door for them. They stayed in the hallway of his apartment building for half an hour before they finally left. The harassment left Mr. Jiang in deep distress. His condition quickly deteriorated and he passed away nine days later on March 28, 2023. He was 60.
Case 3: Arrested for Their Faith, 68-Year-Old Sister Dies One Month Later, 80-Year-Old Brother Faces Indictment
Ms. Wang Yuying, of Gongzhuling City, Jilin Province, died in the local detention center around September 10, 2024, one month after her arrest. She was 68. The authorities offered her family 30,000 yuan in exchange for their silence regarding her suspicious death. Her loved ones consulted a lawyer and were told that no one could help them win a lawsuit, as the police would block all channels if they tried to collect evidence. Her 80-year-old brother, who was arrested with her on the same day, is facing indictment for practicing Falun Gong.
Case 4: Jilin Man Dies 21 Days After Being Released on Bail, Posthumously Threatened with 3 Year Prison Sentence
Mr. Tian Yuchun from Changchun City, Jilin Province, was arrested at his home on April 18, 2024. A detention center guard notified his family on June 20, 2024, that he vomited and lost consciousness that day and was diagnosed with an intestinal obstruction. His family asked to visit him but were turned down. Eight days later the detention center learned that Mr. Tian also had bile duct cancer. They told his family to apply for him to be released on bail.
It took several days to process the required paperwork. By the time Mr. Tian was released on bail on July 3, 2024, he was so weak that he could not walk without assistance. He died 21 days later. The Chaoyang District Court went so far as to send a threat to sentence Mr. Tian to three years after he died.
Case 5: 75-Year-Old Jilin Woman Dies Within Two Months After Her Daughter Dies. Both Victims of Persecution of Falun Gong
Ms. Zhang Fengling, 75, of Daan City, Jilin Province, died on March 27, 2025, less than two months after the death of her daughter. Both women died as a result of the persecution of their faith, Falun Gong.
Ms. Zhang was last arrested on July 15, 2022, and sentenced to ten months around January 15, 2023. Her family was never allowed to visit her or given any updates about her case. It wasn’t until January 18, 2023, that they managed to find out that she had been admitted to prison. Even today, they still do not know where Ms. Zhang served time.
By the time Ms. Zhang was released in May 2023, she was extremely weak due to the abuse in custody. She often fainted at home. The social security office suspended her pension during her ten-month imprisonment (totaling nearly 28,000 yuan). A widow, she struggled to make ends meet. The police kept harassing her at home and taking pictures of her against her will. They also ordered her to sign paperwork, asserting that all Falun Gong practitioners jailed for their faith had to be under strict surveillance for three years following their release.
In addition to Ms. Zhang’s own ordeal, her daughter, Ms. Wang Hongyan, was also targeted for her shared faith. Ms. Wang struggled with poor health and a severe liver condition after she finished serving a four-year term for practicing Falun Gong in 2021. She passed away on February 9, 2025, weeks after she was harassed again. She was 52.
Ms. Wang’s death devastated Ms. Zhang. She fell into a coma on March 27, 2025, and died later that day.
Case 6: Jilin Man Sentenced to Ten Years for Practicing Falun Gong
Mr. Jiao Chuanfu, in his 50s, was arrested on February 19, 2023 by officers from the Erdao District Domestic Security Division. It was confirmed in mid-May 2024 that he had been admitted to the Gongzhuling Prison to serve a ten-year term. Prior to his latest sentencing, Mr. Jiao was repeatedly arrested and served one labor camp term for upholding his faith, Falun Gong.
