Ms. Zhou Qi was emaciated, weak, and almost blind when she finished serving a three-year prison term on May 12, 2023, for practicing Falun Gong. She also suffered from hypertension, myocardial ischemia (reduced blood flow to heart), and other symptoms. The abuse and hard labor she was put through at the Hubei Province Women’s Prison also caused her teeth to loosen. She was unable to chew hard food and could only swallow noodles.
The Xishui County, Hubei Province resident, who was born on July 23, 1956, never recovered. She died in late 2025 or early 2026. She was 69.
Ms. Zhou’s passing capped her decades of persecution for exercising her constitutional right to freedom of belief. Besides her last three-year prison sentence, she previously served one year of forced labor and two prior prison terms totaling nine years. Below is a quick recap of her earlier persecution.
Ms. Zhou was arrested by Xishui County Police Department officers on December 26, 1999, and detained for 15 days. The same police department arrested her again on October 30, 2000, and kept her in custody for another 15 days.
Ms. Zhou was arrested in January 2001 and taken to the Shizishan Labor Camp in Wuhan (the capital city of Hubei Province) to serve a one-year term.
The Xishui County Police Department officers arrested Ms. Zhou on December 19, 2005, and took her to the Xishui County First Detention Center. The Xishui County Court sentenced her to five years on March 27, 2007. She appealed but lost. She was admitted to the Hubei Province Women’s Prison on December 23, 2007.
After another arrest on August 8, 2012, Ms. Zhou was threatened with prison by officer Guo Jianli from the Xishui County Domestic Security Office (who now serves as a deputy chief of the Xishui County Police Department). The Xishui County Court held a secret hearing of the case on March 20, 2013, without notifying Ms. Zhou’s lawyer or family. She was sentenced to four years on April 9, 2013.
Officer Guo broke into Ms. Zhou’s home on May 12, 2020, and arrested her again. The Xishui County Court sentenced her to three years and she suffered brutal torture at the Hubei Province Women’s Prison. She never recovered after she was released in May 2023, and died two and a half years later.
