(Minghui.org) A 43-year-old man in Handan City, Hebei Province, was twice beaten unconscious during and after his arrest on February 19, 2025, for his faith in Falun Gong. He sustained severe injuries, including a broken left arm, but was rendered no medical treatment.
The police did not release Mr. Ma Yongxiao, an employee at the Liushigang Township government, until May 2, 2025, when they noted he was in critical condition. He remained in a coma for two or three days after he was sent back home.
His family took him to the Xingtai General Hospital of the North China Medical and Health Group on May 9, 2025. The MRI report showed that he had bone marrow edema in the distal left humerus, possible damage to the left ulnar nerve, damage to the common flexor tendon, effusion in the left elbow joint cavity, and soft tissue edema around the left elbow. The fracture site on his left arm developed a growth deformity that could no longer be surgically corrected. He has mobility issues with his arm to this day.
Mr. Ma’s family took him to the First Hospital of Hebei Medical University on May 22, 2025, for further examination. This hospital diagnosed him with complex partial seizures secondary to generalized seizures, intracranial space-occupying lesion, and hyperhomocysteinemia. He was also found to have brain tissue damage, which required hospitalization.
In addition to the physical damage, Mr. Ma also suffered psychologically, resulting from his arrest and detention. He remains dazed and confused from time to time. He has also had multiple seizures since his release.
Mr. Ma’s wife, Ms. Du Likun, 41, and her mother, Ms. Yang Fenglian, 71, were also arrested along with him for practicing Falun Gong. They filed complaints in April 2025 against the family’s perpetrators, including chief Liu Wenming and captain Lu Yinghai of the Hanshan District Police Department; deputy chief Chen Libin and officer Yin Yuefei of the Hanshan District Police Department; chief of the Kaiyuan Police Station; the Luochengtou Police Station; the Fudong Police Station; and director Cui Shumin and section chief Wang Cunyin of the Handan City Second Detention Center.
As the family received no response to their complaints, the local Falun Gong practitioners are again calling for an investigation of the perpetrators and a dimissal of the case against the family. Mr. Ma, his wife, and mother-in-law are still facing indictment for their faith in Falun Gong.
Minghui.org has detailed Mr. Ma’s arrest and torture (see the first related report). This article provides newly emerged information.
Mr. Ma was arrested after 10 p.m. on February 19, 2025, while staying overnight at his mother-in-law’s house along with his wife. He was beaten unconscious during the arrest and taken to the Fudong Police Station at close to 11 p.m. About 24 hours later, the police took him to a building and beat him unconscious again. He was taken to the Handan City Second Detention Center on the night of February 21, 2025, after 45 hours in police custody. The guards noted that his wrists were oozing bloody pus, and he had injuries all over his body. They still admitted him, but sent him straight to a police hospital after completing the required paperwork.
Mr. Ma couldn’t fall asleep for several days and had seizures multiple times. He also lost control of his bladder and was delirious. The police got him diapers and a chamber pot. His wife was being held at the same police hospital at the time, with her ward right across from his. She saw him wheeled around for examination. He was not treated for his broken arm however.
A few days later a large number of police officers came and used a bed sheet to carry Mr. Ma away. They drove him straight to the Handan City Second Detention Center.
The guards put Mr. Ma in a cell all by himself. The cell shared a glass wall with another cell that housed nearly 30 other inmates. They saw him badly wounded and slammed the glass wall asking the guards to remove his handcuffs and shackles, and offer him medical treatment.
The guards didn’t remove the shackles until a few days later. The shackles had cut into his flesh, and his ankles were bleeding. After another few days, the guards removed his handcuffs because higher-ups were scheduled to inspect the detention center. They asked him to cover the wounds on his wrists (due to the tight handcuffs) so the inspectors would not see them.
During Mr. Ma’s detention, deputy chief Chen and officer Yin of the Hanshan District Police Department threatened his father and father-in-law five times, warning them not to hire lawyers for him. His father-in-law, Mr. Du Jiaxiang, who does not practice Falun Gong, was arrested on March 29, 2025, and released around May 1 of that year.
When Mr. Ma’s father and lawyer went to the detention center, the guards claimed that he did not want to see them. His father then wrote a letter asking him to meet with the lawyer. The guards however did not show the letter to him. They told him verbally that his father asked him to take care of himself.
With no medical treatment, Mr. Ma’s entire body, especially his head and left arm, experienced sharp pain, which caused him to become delirious and unable to eat. He often collapsed on the ground and had seizures. Only then did the police release him on house arrest on May 2, 2025.
Mr. Ma, his wife, and mother-in-law were all later issued formal arrest warrants, and their cases were submitted to the Hanshan District Procuratorate. It is unclear whether his wife and mother-in-law are still being held at the Handan City Third Detention Center, or have been released on bail.
