A woman in Daqing City, Heilongjiang Province, was still bedridden after surgery for rectal cancer, but a local court ordered her taken back into custody to complete a three-year term that she had previously been allowed to serve at home. Ms. Cong Ruimin’s health deteriorated further due to the incarceration. She was released in October 2024 and died in December 2025. She was 68.
Ms. Cong’s ordeal began on August 1, 2019, when her flagged ID triggered an alarm as she went through a security check at the Daqing Train Station. She had been blacklisted in the government system because she was a Falun Gong practitioner.
The police searched her bag and found some informational cards about Falun Gong. Several officers ransacked her home on the same day, confiscating her Falun Gong books, portrait of Falun Gong’s founder, two computers, a printer, hole puncher, paper cutter, and some blank DVDs.
The train station police and a 610 Office agent surnamed Dai promised to release Ms. Cong if she signed a statement to renounce Falun Gong. She refused to comply and was brought to the Longnan Police Station. The police took her to the Daqing Detention Center the next day and submitted her case to the Ranghulu District Procuratorate one month later, with the charge of “undermining law enforcement with a cult organization,” the standard pretext used to frame Falun Gong practitioners.
Ms. Cong developed severe abdominal pain after 40 days of detention. She was diagnosed with rectal cancer after the guards took her to the hospital on October 22, 2019. The police held her in detention for another month and released her on bail on December 3. By then, she had already missed the best window for treatment.
Prosecutor Feng Guang of the Ranghulu District Procuratorate indicted Ms. Cong at an unknown time. The Ranghulu District Court sentenced her to three years with a 20,000-yuan fine on December 29, 2019. Due to her medical condition, she was allowed to serve time at home and ordered to report to the Ranghulu District Justice Bureau every month.
Yet on March 14, 2022, officers from the Longnan Police Station arrested Ms. Cong at home and took her to the Longnan Hospital for a physical exam, per an order from the Ranghulu District Court. Ms. Cong was held at the Dumeng County Detention Center for a month and then transferred to the Daqing City Detention Center. Her family was denied any visits with her.
Ms. Cong was admitted to the Heilongjiang Province Women’s Prison at an unknown time. She endured physical and mental torment for refusing to renounce her faith. By the time she was released in October 2024, she was extremely weak and experienced intense abdominal pain, breathing difficulties, and severe insomnia. Her blood cell production was insufficient, and she relied on blood transfusions to survive. Yet, the police and local community personnel never stopped harassing her.
After 14 months of struggling with failing health following her release from prison, Ms. Cong passed away in December 2025.
